SAN DIEGO (KGTV) — City officials say 55 people at the San Diego Convention Center's emergency homeless shelter have tested positive for COVID-19, as cases surge around the country.The individuals who tested positive include those suffering from homelessness and staff at the center, according to the City of San Diego.Those homeless individuals who tested positive will be moved to a local hotel managed by the county for public health use. Staff who tested positive have been notified and advised to stay home. Positive individuals will be kept off-site until it is deemed safe for them to return.The county has made testing available to all staff and residents at the center to halt any further spread and is working to determine if there is an impact to others at the Convention Center.Prior to this round of testing, there had been less than 30 positive tests at the Convention Center over the last nine months, the city says.The city says that individuals utilizing the Convention Center and staff have a daily temperature check and verbal questionnaire and must wear a face covering, and staff clean and sanitize surfaces and hands frequently.The new positive cases as COVID-19 cases surge across the county and state. SAN DIEGO (KGTV) - Campaign committees supporting both Todd Gloria and Barbary Bry have raised more than million so far this election season, pouring money into TV ads and mail fliers.City law limits how much individuals and businesses can contribute directly to a campaign. But rules for campaign committees are more lenient, letting people, corporations, Political Action Committees, and other groups donate tens or even hundreds of thousands of dollars."For better or for worse, the way the electoral system is designed, you need money to run a campaign," says San Diego State University Political Science Lecturer Stephen Goggin."It's important to note where this money is coming from," Goggin says. "Not only is it just about money in terms of voting, but it gives you a clue about who's doing the endorsing and who's backed by a particular interest group."In the 2020 race for San Diego mayor, five campaign committees have formed to support Assemblyman Todd Gloria. Combined, they have raised .7 million.Councilwoman Barbara Bry, meanwhile, has just one campaign committee raising money to support her. It has brought in around 3,000.Bry says that shows she will not be indebted to special interest groups if she's elected."The special interests in this town are afraid of an independent woman who has made it clear that she's going to demand accountability and transparency at City Hall," Bry told ABC 10News."I think this kind of spending is very harmful to our democratic system. And in this election, you know voters should understand exactly the enormous amount of money that special interests are putting into Todd Gloria's campaign," she says.An ABC 10News In-Depth look into the funding shows that Campaign Committees supporting Gloria have gotten the most money from labor groups. The Municipal Employees Association is the largest donor, giving 0,000 to a Committee called "Neighbors for Housing Solutions Supporting Todd Gloria for San Diego Mayor 2020." Other labor groups have given more than 0,000 altogether.Gloria has also received around 0,000 from various short-term vacation rental companies like Airbnb, Seabreeze Vacation Rentals, and Share San Diego. The San Diego Chamber of Commerce also donated more than 0,000 to committees supporting Gloria.He told ABC 10News the large, diverse group of people and entities donating to committees on his behalf shows that he can build coalitions to lead. Gloria added his track record of more than a decade in public office shows large donors won't control him."I've always had an open door and a willingness to talk to anybody and to try and understand what they're dealing with and what an appropriate solution would be," Gloria says. "Some of the folks supporting my mayoral campaign have opposed me in the past, recognizing that I don't always vote with them, and we're not always in agreement. From where I sit, that's not a bad thing."The campaign committee supporting Bry got the largest donation from the Infrastructure PAC of the Associates General Contractors. They gave ,000. ACE Parking and its owner, Scott Jones, gave ,000. The rest comes primarily from individual donors.Goggin says looking at lists of donors can help voters decide who to support. By law, every donation is public record and available online. But it takes work to sift through the information."In local races, people have to figure out who these people are on their own," he says.However, because the campaign committees have to remain independent from the candidates, the people they support have no influence on what kind of messages they put out in ads. That can lead to controversy if a campaign committee runs negative ads or misconstrues the truth."Many candidates have lost the ability to control the message of their campaigns," Goggin says. SAN DIEGO (KGTV) – Another heat wave in the forecast could leave Californians in the dark this weekend. San Diego Gas and Electric is preparing for a hot weekend as high temps are expected to cause more strain on the power grid.Energy officials are hoping to avoid a repeat of last month when rolling blackouts swept through the state for the first time in 11 years.The California Independent System Operator, or CAISO, was forced to order blackouts in response to high demand.“For the grid to operate, demand on the grid needs to be matched evenly with supply,” said Helen Gao with SDG&E.Ahead of the heat this weekend, SDG&E meteorologists are closely monitoring conditions.At this point, CAISO says they haven’t told SDG&E to prepare for rotating outages over the weekend. CAISO says it plans to issue a Flex Alert, which it says is a voluntary call for conservation.CAISO said the recent rotating outages were the result of a number of factors, including generation units being out of service, reduction of the amount of energy California was able to import from other states, and a sudden drop in wind energy.If CAISO issues a flex alert, the power company will activate their demand response programs. It encourages customers to cut back on energy use to reduce strain on the grid. Outages would only be ordered by CAISO as a last resort. On Tuesday, the State Water Resource Control Board took action to prevent more outages in the future. They’re now along four gas power plants to continue operations past 2020. They were set to stop production as California transitions to cleaner energy sources. The extended deadline is expected to ease the strain on current systems while new energy and storage resources are being built.If an outage is planned for a neighborhood, SDG&E says they try to give all customers a heads up before the lights go out.How these rolling outages workRolling outages are a method that CA ISO uses to take the load off of California's power grid. When the state says the grid is under too much stress, each utility in the state has a percentage of electricity that needs to be taken off of the grid to meet whatever wattage CA ISO is aiming for, according to SDG&E. That amount that a utility will be asked to cut during these rolling blackouts is approved with CA ISO regulators every year.SDG&E determines which neighborhoods will be impacted by creating a list of blocks. Each of those blocks accounts for about 25 megawatts of electricity. Once CA ISO tells SDG&E how much power it needs to cut, SDG&E goes down that list from the top, de-energizing blocks until it is told to stop.The next day, the company picks up where it left off on the list, so that the same neighborhoods aren't affected every night. Once SDG&E goes through its entire list, it starts at the top again.Outages can last up to an hour but can also be relatively quick. Saturday, the first block de-energized lasted for about 17 minutes, according to the company.What you can do to helpTo avoid rolling blackouts, officials say the best way is to take energy conservation seriously. Because these outages are issued by the state, conservation is needed by all Californians in these instances.Officials recommend setting the thermostat at 78 degrees, turning off unnecessary lights and electronics, and using appliances before 3 p.m. to help save power.During power shutoffs, SDG&E suggests customers turn off air conditioners, keep refrigerator and freezer doors closed, and reduce their water use due to the need for electricity to pump and process water. For electric vehicle owners, charging should be delayed if possible until after the emergency shutoffs, SDG&E said.SDG&E offers more safety tips to keep in mind during an outage here. 3805

  

SAN DIEGO (KGTV) — As states continue to count votes, one thing is clear: the pre-election polls were off again.Pollsters underestimated support for President Donald Trump by a wider margin than they did in 2016, prompting a number of theories about what went wrong and why changes adopted after the 2016 election proved ineffective.Heading into Election Day 2020, candidate Joe Biden led Trump nationally by an average of 8.4%, according to FiveThirtyEight’s polling average. We won’t know the final margin until all the votes are counted, but it looks like Trump’s support was underestimated by about 3.5%.That’s wider than the national popular vote miss in 2016, when the polls underestimated Trump’s support by 1.1%.“Polling emerged from 2016 with a black eye. This is fair to say a second black eye in 2020,” said Jay Leve of polling firm SurveyUSA.Leve said the industry thought it had corrected its 2016 mistakes. Polling in the 2018 midterms was very accurate.In 2020, pollsters made sure to weigh for education level and include enough non-college-educated white voters to try to capture a representative sample of the electorate.But state polls show it didn’t work. In Ohio, there was a nearly 8-point miss. In Wisconsin, there was a nearly 10-point miss. In Florida, the polls missed by 5 points and incorrectly showed Biden in the lead.“While pollsters attempted to correct for the mistakes that they made in 2016, President Trump was busy hammering home a narrative that, number one, the media is the enemy of the people. And number two, polls are fake polls,” Leve said.Leve thinks that skepticism and distrust caused Trump supporters to ignore pollsters at a higher rate, causing them to be underrepresented in samples.San Diego State political scientist Dr. Stephen Goggin says there are other theories as well.“Between mail-in balloting, the pandemic, between all the early voting and all the confusion it creates, it’s possible some of that played a role in creating the error we saw this time,” he said.Goggin said the pandemic may have made the models used to predict voter turnout less accurate this cycle. Many surveys heading into the election showed an unusual trend: Biden was polling better among so-called “likely voters” than among registered voters overall. Typically Republicans hold an edge among likely voters, Nate Cohn of the New York Times noted.There’s also some early data suggesting once the pandemic hit, Democrats started responding to surveys more frequently, something that could have shifted the poll numbers.There may have also been issues surveying certain demographic groups. Pre-election polls showed Biden chipping away at Trump’s lead with seniors compared to 2016, but Biden actually did worse than Clinton with that demographic in certain key states. Trump’s support among Hispanic voters in Florida also surprised pollsters. If exit polling data shows that trend continued in other states, it might explain about one-quarter of this year’s polling error, according to the New York Times.“Many of these errors are fixable when they find out what went wrong and you can still get high-quality samples,” Goggin said.Pollsters are planning to do detailed autopsies on the election once they have final turnout data and results by precinct. Polling firms will eventually post detailed data from their results to the Roper Center for more finely tuned analysis.ABC 10News used SurveyUSA this election cycle to poll 11 state and local races. SAN DIEGO (KGTV) - Clothing retailer Forever 21 announced Tuesday it may close three stores in San Diego County as part of its Chapter 11 bankruptcy restructuring. The affected locations, which include Fashion Valley, University Towne Center, and Parkway Plaza in El Cajon, could be shut down "pending the outcome of continued conversations with landlords,” according to court documents. Attorneys also said the list of store closures could change pending restructuring efforts.Forever 21 has 800 stores worldwide and plans to close almost 200. "We do however expect a significant number of these stores will remain open and operate as usual, and we do not expect to exit any major markets in the US," the company said. The chain was founded in 1984 in a small Los Angeles store by South Korean immigrants Do Won Chang and his wife, Jin Sook. The chain expanded quickly in suburban malls, and catering to young girls and women with a mix of inexpensive basics.
