"With a student loan you're paying that back regardless of whether or not you are securing a job upon graduation," said Adrienne Chuck, an Income Share Agreement Analyst with the San Diego Workforce Partnership. "With an Income Share Agreement, you only pay it back if you secure a job and get a minimum salary."No student will ever pay more than ,800, according to the program's website.According to UCSD Extension, the programs currently offered cost ,875 for Java Programming, ,775 for database management, and ,400 for user experience design. Those prices exclude textbooks and other course materials. "We know that upskilling and training in particular fields with a particular skill set is something that industry is willing to pay for, and that really is the role of extension, to ensure that San Diego and California and the nation as a whole, individuals are getting trained for those skills that industry is looking for," said Josh Shapiro, assistant dean of innovation and research affairs at UCSD Extension. SAN DIEGO (KGTV) -- The San Diego Food Bank on Thursday selected 35 nonprofit organizations around the county with the goal of giving them the food and supplies they need to continue helping families in their area.La Maestra Community Health Center provides health and support services to families from the South Bay to East County. Many of those they serve come from low-income households.Before the COVID-19 pandemic, they helped about 300 families a week. Since then, that number has doubled, and they’re now feeding close to 600 families a week.At a news conference with mayors from San Diego, Chula Vista, and Escondido, the San Diego Food Bank announced the kickoff of their “Super Pantries” program, where they have partnered with 35 pre-selected organizations.Instead of holding the mass distribution food events that they’ve done in the past, the Food Bank will now focus on providing these organizations with food and supplies.San Diego Food Bank President/CEO James Floros said, “Now with the grass roots approach, they can go into their communities and get what they need.”Each organization will also get a check for ,000. SAN DIEGO (KGTV) -- Three people are in custody following a chase through North Park and University Heights Monday evening. The chase started around 5:30 p.m. at an unknown location after police tried to make contact with the suspects following a possible hit-and-run in a stolen vehicle. Mid-chase, officers called off the pursuit after it was determined the suspect was traveling too fast. At one point during the chase, two of the suspects could be seen jumping out of the vehicle near Florida Street and Polk Avenue. A third suspect was detained a short time later. Video from Sky10 shows at least one suspect leaping out of the car on the 3000 block of Palm Street before leaping into brush in a nearby canyon. 725

SAN DIEGO (KGTV) — The topic of voter fraud has been in the spotlight more than usual this election cycle, with President Donald Trump encouraging supporters to volunteer as poll watchers and tweeting about election-related fraud at least eight times in the last week.There are several categories of voter fraud, including ineligible voting by non-citizens or felons; or double voting, when someone illegally casts more than one ballot.Voter fraud is cheating by voters themselves, which is distinct from other forms of election malfeasance, and there have been dozens of studies aimed at measuring it over the last few years.There are essentially two types of academic research on voter fraud: studies that examine documented cases of voter fraud, such as ones mentioned in news articles or criminal prosecutions; and studies that try to predict how much fraud might be going undetected, using advanced statistics and artificial intelligence techniques.Pam Smith, the former president of the non-partisan Verified Voting Foundation, summarizes the research on documented voter fraud this way: “There's an infinitesimal amount of voter fraud where a voter is intentionally doing something fraudulent.”A 2007 study by the Brennan Center at New York University calculated the rate of voter fraud in three elections in the early 2000s at between 0.0003% to 0.0025%.The odds of being struck by lightning in a given year is 0.0002%.The Heritage Foundation, a conservative think tank, keeps a database of known cases of voter fraud. It now has 1,298 examples.The examples date back to 1982 and cover both presidential and off-year contests. There were more than 1 billion votes cast in presidential contests alone during that span.But those are the known cases. What about undetected cases of voter fraud?This is an area of study called election forensics, where researchers use advanced statistics and machine learning to estimate irregularities.One study by researchers at Harvard and Stanford universities looked at voter registration data in the 2012 election and used algorithms to estimate that the maximum amount of double voting was .02%, or 1 out of every 4,000 ballots.But the researchers also showed that most, if not all, of these possible double votes, could have actually been innocent clerical errors. The researchers audited poll books in Philadelphia and found a 1% error rate; an error rate of 1.3% would be enough to explain all of the irregularities.There are other kinds of fraud, called election fraud, like the illegal ballot harvesting in North Carolina’s 9th District in 2018. But Smith, of Verified Voting, said those cases are actually easier to catch because they typically involve multiple people.In the very rare cases when they do happen, judges can order an election re-do.“Fraud on any kind of massive scale, as we've heard talked about, that doesn't happen,” Smith said. “And there are safeguards and guardrails in place to prevent it.”Smith said California’s guardrails include pre-election testing of voting machines and other equipment and audits after the election.California voters can also sign up for a free tool called “Where’s My Ballot?” The service will send automated alerts the moment your ballot is received and counted. 3270

SAN DIEGO (KGTV) -- The ridesharing company, Lyft, is donating hundreds of thousands of dollars in ride credits to immigration groups throughout the country, including one in San Diego County. The company made the donation announcement on Monday, donating 0,000, calling the campaign "America is an Idea, Not a Geography." The Minority Humanitarian Foundation in Spring Valley received roughly ,000 in ride credits. The foundation's founder, Mark Lane, says the company's donation is a game changer for his organization. Lane explains that the money previously spent on rides can now go towards other things like food, clothing and other supplies. 10News spoke to multiple Lyft drivers in San Diego who said they wouldn't mind providing rides to migrants, as long as their pay didn't change. A few Lyft users told 10News they don't agree with Lyft's donation but said they would still continue to use the service.During the month of July, Lyft is also matching donations to RAICES up to ,000.
