SAN DIEGO (KGTV) - San Diego State Students created public service announcements, as part of a competition, to encourage their peers to take precautions and stop the spread of the coronavirus. Thursday the university announced two more students tested positive for the virus, making the total four since move in.The County of San Diego and SDSU will use the PSAs online as part of a new ad campaign, according to the county.The university came to the county amid a spike in cases among young people age 20-29. San Diego County reported 25% of positive cases belong to that age group."We're asking people of your generation of your age group to do the right thing," Dr. Hala Madanat, Director of the School of Public Health at SDSU, said. She led the charge to create the competition."I really was hoping that we would hear from the age group where we were struggling to get adherence to the guidelines and be the ones to encourage their peers," to follow the guidelines she said.One of the three winners, Senior JakeBryan Bonifacio, said he felt an obligation to use his skills to help. "It [the pandemic] is very concerning so that’s why I felt compelled to share this opportunity, share my video."Bonifacio is a Marketing major and already had the tools to create a video. He said he used his own camera and editing software.He said it was most important to create an impact using levity and positivity. He used his pup to demonstrate social distancing, "He’s the star of the show... animals bring that lovability."While he is optimistic, he hopes to be a leader for change, to protect his peers and those more vulnerable, like his grandmothers.The winners were announced August 10th and received Apple AirPods, according to Bonifacio.SDSU has 29 confirmed coronavirus cases since March, encompassing students, staff and visitors. 1840

SAN DIEGO (KGTV) - Some parents at a San Diego Unified School District campus are asking district officials for help with challenges they say are brought on by new, later start times.This fall, three schools implemented SDUSD's "Healthy Start Times" program, beginning classes at 8:35 a.m. The District has cited multiple studies that show later start times have positive effects on the health and academic performances of students.RELATED: Three San Diego schools to switch to later start times in 2019But some parents say the District isn't doing enough to help families who still have to drop their students off at school before 8 am, so the parents can get to work on time.Angel Caturay is one of those parents. He drops his son, Angel Miles, off at the San Diego School for Creative and Performing Arts at 7:30 a.m. each morning. Angel Miles then has to wait outside of the school's locked gates until 8 am.10News went by the school at 7:40 a.m. on Thursday morning and found more than two dozen other students also waiting. Some said they had been there since 7 am. Aside from one parking lot attendant, there was no adult supervision.The gates at SCPA don't open until 8 a.m. School begins at 8:35 a.m."Who's responsible?" Caturay asks. "When you drop your kids off, you feel the school should be responsible while they're here at school."In a statement, a district spokesperson told 10News that, "Students left without supervision is a safety risk... the principal has been working with parents to help them identify solutions."Caturay wants to know if the library, cafeteria or classroom could be opened for students to wait in. His son says it's challenging to use that time for homework."There's a lot of groups just sitting down and talking," says Angel Miles. "There are no tables. You're bending your back over, and that can get uncomfortable."The District addressed the issue in a letter to parents last year. Part of it reads, "just because some parents may be unable to provide healthy sleep hours for their teens does not mean that school district policy should prevent all of their teen students from getting the amount of sleep doctors say they need to be healthy and safe."The District plans to have every high school go to the later start times by next fall. Meanwhile, the California Legislature recently passed SB 328. The new law will require all middle and high schools in the state to start later in the day. It specifies start times no earlier than 8 am for middle schools, and 8:30 a.m. for high schools.Governor Newsom has not signed the bill yet, and it wouldn't go into effect until 2022. The Federal Small Business Administration has opened its application site for businesses with fewer than 500 employees to apply for the loans, which would have an interest rate of no more than 4 percent. The loans are part of the stimulus package Congress and the President authorized last week. They are meant to help small businesses maintain payroll and meet essential obligations like rent, mortgages and utilities at a time social distancing has eliminated most consumer spending. SAN DIEGO (KGTV) — Six San Diego inmates had to be treated with an overdose drug this month after deputies say they were showing signs of a fentanyl overdose.The San Diego Sheriff's Department (SDSO) said the overdoses happened just after 4 p.m. on Dec. 4 at San Diego Central Jail. The six inmates were given various doses of the drug Naloxone to reverse the effects of their overdoses.All inmates regained alertness and were taken to a nearby hospital for care.Deputies searched the cells of the affected inmates and discovered pills possibly laced with fentanyl, according to SDSO.The department says it's taking several approaches to stop drugs from entering jails, including x-ray body scanners, screening of visitors who may be smuggling drugs into jails, and overdose awareness and contraband detection techniques.SDSO says that about 70% to 80% of people entering their custody are using drugs at the time of arrest or have committed a crime during drug use. 974

SAN DIEGO (KGTV) — San Diego's Metropolitan Transit System has approved a plan to convert all of the agency's 800 buses to a zero-emission fleet by 2040.The agency will send its plan to the California Air Resources Board for certification. State regulations require public transit agencies to gradually transition to all-zero emission bus fleets by 2040.MTS' plan aims to cut down on greenhouse gas emissions by about 43% over the next 19 years. The cost of the full transition is about 1 million over that same time frame. It will cost about 5 million more to acquire land and build a new facility to accommodate additional electric buses, according to MTS.A "first-in-the-nation" overhead gantry system is also included in the plans to automate charging."MTS has been testing six electric buses in revenue service over the past 10 months and we’ve been very pleased with their performance," said Sharon Cooney, MTS Chief Executive Officer. "The performance data makes us confident that we can make a transition to an entire fleet of zero-emissions buses over the next 19 years, and continue to provide the highest quality of service our passengers expect and deserve."The busses will be rolled out in priority to routes through communities considered by MTS to experience the most negative impacts of greenhouse gas emissions and environmental health.
