SAN DIEGO (CNS) - County health officials reported 253 new COVID-19 cases and three new deaths Sunday, raising the region's totals to 38,300 cases and 682 deaths, as some local businesses prepared to re-open indoor operations Monday.Three men in their 80s died. All three had underlying medical conditions.Of the 5,360 tests reported, 5% returned positive. This is one of the two criteria now being used by the state to loosen or tighten restrictions on activities.The 14-day rolling average of positive tests is 3.7%, well below the state's 8% guideline. The seven-day average number of tests performed in the county is 6,775.Of the total positive cases, 3,099 -- or 8.1% -- have required hospitalization since the pandemic began, and 750 -- or 2% -- were admitted to an intensive care unit.County health officials reported two new community outbreaks as of Saturday, bringing the number of outbreaks in the past week to 19. One outbreak was in a health care setting and one in a business setting.The number of community outbreaks remains well above the county's goal of fewer than seven in a seven-day span. A community setting outbreak is defined as three or more COVID-19 cases in a setting and in people of different households in the past 14 daysGov. Gavin Newsom released a new state system Friday that sorts counties into one of four tiers based on the extent of the area's COVID-19 outbreak,Restaurants, places of worship, movie theaters and museums will be allowed starting Monday to maintain up to 25% occupancy or 100 people -- whichever is less. Hair salons, barbershops and nail salons may operate indoors with normal capacity.Dr. Wilma Wooten, the county's public health officer, said the county would follow state guidelines that indicate retail businesses are to be restricted to 50% occupancy.All indoor businesses must still abide by social distancing- and face-covering mandates, as well as having a detailed safe reopening plan on file with the county.Wooten said San Diego County had made it to "tier 2," the only county in Southern California to earn that designation. The county still has a "substantial" COVID-19 presence, but unlike Orange, Riverside, Los Angeles and Imperial counties it is not considered "widespread."The two metrics the state was monitoring in that tier list include an old one -- the percentage of positive tests -- and a new one -- the number of daily new cases per 100,000 people. San Diego County is at 3.8% and 5.8 per 100,000 respectively. To make it to the next tier, the county must show rates of between 2% and 4.9% positive tests and between 1 and 3.9 new daily cases per 100,000 population.Because the county currently exceeds one of those numbers, it cannot start its path to the next tier.County Supervisor Nathan Fletcher said he felt the county was moving too quickly to reopen and should take a more measured response."My concerns are with the size, scope and speed of what is being reopened on Monday," he said. "While there are some lower risk entities that could safely reopen at this point, what we are doing is very similar to what we did in June with a large segment of indoor operations all opening at the same time. SAN DIEGO (CNS) - A stabbing at a College Area bus stop left a man badly injured Friday, authorities reported.The 50-year-old victim was waiting for a bus in the 6900 block of El Cajon Boulevard when the assailant approached and began arguing with him shortly before 11:30 a.m., according to San Diego police.The quarrel ended when the stranger pulled a knife and stabbed the other man in the arm, then fled on foot, Officer Tony Martinez said.Patrol personnel applied a tourniquet to the victim's bleeding arm and performed CPR on him prior to the arrival of paramedics, who took him to a hospital for treatment of serious but apparently non-life-threatening trauma.Witnesses reported that the assailant -- described as a heavyset, heavily tattooed man in his 20s or 30s, wearing a red shirt and black bandana- style mask -- left the area eastbound and appeared to enter a nearby motel, police said. SAN DIEGO (CNS) - CVS Health announced Thursday it is expanding its COVID- 19 no-cost testing program by adding 35 more test sites at select CVS Pharmacy drive-thrus across California, including three locations in San Diego County, amid a surge in new coronavirus cases.The opening of additional test sites on Friday adds to the 107 locations previously opened statewide, including 14 in San Diego County.The nearly 200 additional test sites opening across the country this week are among the more than 1,400 locations CVS Health has opened since May and expand the company's testing capacity to more than 1.5 million tests per month, subject to availability of supplies and lab capacity, according to President and CEO Larry J. SAN DIEGO (CNS) - A mosquito caught in routine trapping in the Black Mountain Ranch area has tested positive for West Nile virus, the first appearance of the virus in San Diego County in 2020.County environmental health officials remind people to protect themselves from mosquitoes, which can potentially transmit, disease by following the county's "Prevent, Protect, Report" guidelines -- including finding and dumping out standing water in yards and around homes to keep mosquitoes from breeding.Incidences of West Nile virus were mild in San Diego County in 2019. Three people tested positive, but there were no fatalities and all three people were suspected of having contracted the virus while outside the county.However, West Nile virus remains a potentially deadly threat in San Diego County and the state, officials said. In 2015, 44 San Diego County residents tested positive for West Nile virus and six died. In 2019, 225 California residents became sick from West Nile virus and six died, according to the California Department of Public Health.West Nile virus is mainly a bird disease, but it can be transmitted to humans by a number of species of mosquitoes -- including Culex mosquitoes native to San Diego and, less effectively, by invasive Aedes aegypti mosquitoes also found in the county -- if they feed off an infected animal, mainly birds, and then bite people.Eight out of 10 people who get infected never suffer any symptoms. The 20% who do generally suffer mild symptoms including headache, fever, nausea, fatigue, skin rash or swollen glands. But in rare cases, West Nile virus can make people extremely ill and even kill them.Protecting against mosquitoes has become even more important for San Diego County residents in recent years. Since 2014, three types of day-biting, invasive Aedes mosquitoes have been found in the county. All of these mosquitoes tend to live and breed near people, in yards and even inside homes.Two of these species can potentially transmit diseases not naturally found here. Those include chikungunya, dengue and Zika -- but only if mosquitoes first bite an infected person. In general, that means local invasive Aedes mosquitoes could only transmit those diseases if they found and bit San Diego County residents who picked up the virus while traveling and returned home still infected.San Diego County residents may be more vulnerable to being bitten by mosquitoes around their homes now because many have been spending more time at home because of the coronavirus pandemic. Environmental health officials remind people to dump out or remove any item inside or outside of homes that can hold water, such as plant saucers, rain gutters, buckets, garbage cans, toys, old tires and wheelbarrows.Mosquito fish, available for free by contacting the Vector Control Program, may be used to control mosquito breeding in backyard water sources such as stagnant swimming pools, ponds, fountains and horse troughs.Wear long sleeves and pants or use insect repellent when outdoors. Use insect repellent that contains DEET, picaridin, oil of lemon eucalyptus or IR3535. Make sure screens on windows and doors are in good condition and secured to keep insects out.Report increased mosquito activity, or stagnant, green swimming pools and other mosquito-breeding sources, as well as dead birds -- crows, ravens, jays, hawks and owls -- to environmental health's Vector Control Program by calling 858-694-2888 or emailing vector@sdcounty.ca.gov. SAN DIEGO (CNS) - A man who was a 17-year-old gang member when he killed a San Diego police officer in 1978 has been granted parole, but District Attorney Summer Stephan said today that she is hopeful Gov. Gavin Newsom will reverse the decision. Jesus Cecena, 59, was convicted of killing Officer Archie Buggs, 30, who was shot four times after he stopped a car driven by Cecena in the Skyline neighborhood.Cecena fired five times at Buggs, then paused, walked toward the fallen officer and fired a final bullet into his head at point-blank range. The officer died in the street, his hand still on his service revolver.Cecena was granted parole Wednesday during a video-conferenced hearing at Valley State Prison in Chowchilla. He was previously granted parole in 2014, 2015 and 2017, but each time the decisions were reversed.Cecena's latest parole hearing -- his 18th -- included a discussion of his criminal record, psychiatric factors, parole plans, and statements by representatives of the victim's family.``We are deeply disappointed that the killer of one of San Diego's finest officers was granted parole,'' Stephan said. ``This crime impacted the entire San Diego community and caused great pain for the family of Officer Archie Buggs.`` This fallen officer was so respected by the law enforcement community that a substation was named after him,'' she said. ``We are hopeful that Governor Newsom will review this parole grant and reverse it once again to keep this killer incarcerated.''In 1979, Cecena was sentenced to life in prison without the possibility of parole, but the sentence was reduced to a seven-year-to-life term in 1982 due to him being underage at the time of the shooting. 1708
