CHULA VISTA, Calif. (KGTV) -- Free coronavirus testing will soon be available to students and staff in the Chula Vista Elementary School District. This week, the board voted to approve a plan to make that happen.Testing would move the state’s largest elementary school district closer to in-person learning. The district is partnering with bioscience company, Kahala, to provide the free tests.Testing would be voluntary for students, teachers and staff. Kahala will bill the participant’s insurance to cover the cost.The district says the idea is to determine the level of active cases so they can mitigate the spread.The plan is already drawing some criticism from teachers. Susan Skala with the Chula Vista Educators Union is worried about working with Kahala since the company formed early this year.“We simply don’t know enough about it because this program has been what we feel has been rushed through,” said Skala. “We’re not sure about how our medical data would be secure, we’re not sure about the confidentially and integrity of the program.”Dr. Michael Miyamoto is the Chief Medical Officer of Kahala. He says their staff is composed of practicing physicians. They have current partnerships with private companies and health care facilities for employee testing.Miyamoto says their tests are authorized by the FDA for emergency use.“Many, if not most of the diagnostic tests and treatments for COVID-19 are authorized under an Emergency Use Authorization,” said Miyamoto. “This was done because a lot of the regulatory review of these needed to be done very quickly in order to get these test and therapeutics out for use by healthcare practitioners.”He says the more people that volunteer, the better.“If we have a reasonable sampling the information will be very helpful in making decisions but also as a model for other school systems around the country,” he said.The Chula Vista Elementary District says they haven’t decided which schools to use as testing sites yet, but they will be available to anyone in the district.“Our learning community from any of our systems can access any of those five to six sites for that testing,” said Anthony Millican with CVESD.The district is also partnering with the County Health and Human Services Agency as well as the City of Chula Vista. Those programs have free testing options for families without health insurance.The district does not have a scheduled date for returning to in-person learning. (KGTV) – A 13-year-old boy was taken to the hospital after police said he was driving a SUV that rolled over at a Chula Vista rock quarry.Police said the incident happened at around 2 a.m. Wednesday in an area off Hard Rock Road, near Heritage Road.According to police, an SUV driven by the teen crashed through a gate at a rock quarry and then rolled over. Witnesses reported seeing several juveniles get out of the wreckage and run away from the scene.The 13-year-old driver remained with the SUV and was questioned by police before being transported to the hospital. It is unknown if the teen suffered any serious injuries.ABC 10News learned police launched a drone to search for the passengers but could not locate them.Police are trying to determine who owns the SUV, how the teen ended up behind the wheel, and if the vehicle was stolen. 871

CHULA VISTA, Calif (KGTV) -- A Chula Vista Police officer stabbed while on duty will be awarded the Congressional Badge of Bravery. On July 27, Officer David Sachs will be awarded the badge by United States Attorney for the Southern District of California Robert Brewer. The award, created in 2008, honors exceptional acts of bravery in the line of duty. On September 19 of 2017, Officer Sachs along with Officer Leo Banales and Chaplain Wes Anderson responded to a home on Monterey Avenue after receiving a report that a man’s neighbor threw a large piece of concrete over his fence, injuring the victim.RELATED: Chula Vista Police officer who shot man recovering from stabbing When officers arrived, the victim pointed out the suspect’s house. After knocking on the door, the suspect’s mother answered and invited the officers in.Police say, though they didn’t know at the time, the suspect, described as a 6-foot-tall man in his late 20s, was suffering from emotional or psychological distress.After stepping into the home’s kitchen, the suspect started attacking Sachs with a knife, stabbing him multiple times in the face, head and arm.Police say Sachs was able to knock the suspect to the ground while yelling “Knife! Knife! Knife!” to his partners.The suspect then lunged at Banales with a knife before he and Anderson went outside. According to police, Sachs drew his weapon and told the suspect to drop the knife before the suspect blocked the exit and attacked him again with the knife.RELATED: Officer stabbed, suspect shot three times in Chula Vista Police say Sachs then moved the suspect’s mother behind him for safety and shot the suspect. The suspect collapsed in the dining room after being struck.After hearing the shots, Anderson went back to the home’s front door to help. After more officers arrived, medical aid was given to the hospital who was taken to the hospital where he later died.Sachs was stabbed six times. Following seven months of recovery, he returned to full-duty and is still serving today.In May of 2018, Sachs was awarded a Medal of Valor and Purple Heart by the Chula Vista Police Department. 2141

(KGTV) - As the City of Chula Vista prepares to license legal recreational marijuana sales, law enforcement and a handful of other agencies are cracking down on illegal pot shops.In the last three years, they've shut down 44 of them. The city's cannabis information page on its website also lists a handful of locations that are currently facing lawsuits or other "enforcement actions."City officials say they're trying to make sure that when recreational marijuana sales become legal, only licensed stores are selling."That's our goal," says Deputy City Manager Kelley Bacon. "Our goal is to get 100% of the illegal operations shut down, and that's what we're working towards."The city has used a combination of zoning laws, fire inspections and other unspecified methods to shut down illegal shops. Recently, a SWAT raid at 1274 Third Avenue helped close a store operating on what some people have nicknamed the "green mile" because of a prevalence of marijuana-related businesses.Business owners in the neighborhood say they were glad to see the city take action."It was bad for us," says Paolo Passuello, who works at Ted's Garage on Third. "We'd come in the morning, and our driveway would be flooded with joints and little containers that the pot comes in. We're glad the city stepped in and did what they did."After the passage of Proposition 64 in 2016, which legalized recreational marijuana sales in California, individual cities had the discretion to decide how and when they'd allow it. Chula Vista chose to wait a few years and research what other cities and states did. They talked with people from across California, Colorado and other places to see what worked."We learned that you need to take it slow," says Bacon. "You need to make sure you write good, tight regulations and ordinances."In November of 2018, voters passed a city sales tax that allowed Chula Vista to start the process of licensing shops. The city plans to allow 12 shops total, 3 in each City Council district. Also, they'll only allow 2 of those shops to have store-fronts. They will also allow ten indoor cultivation businesses, which will be limited to 20,000 square feet each.The application process for those licenses will start sometime in January. A specific date will be posted on the city's website (see link above). Applicants will only have five days to submit an online application.Bacon says anyone who has already been known to operate an illegal shop will not be eligible to apply for a legal license.Even after the new, legal stores open, Bacon says the city will still target illegal shops."It's a little bit like whack-a-mole," she says. "You close one down and sometimes by the end of the day they've opened up in a different location."The city also has plans to start a criminal prosecution unit within the City Attorney's office explicitly targeting illegal shops and their owners. 2916
