SAN DIEGO (KGTV) -- San Diegans posted images and updates about the fierce Valley Fire burning out of control in the Japatul Valley on Saturday night.Photos and videos shot from various locations around San Diego show a large ominous plume of smoke over the county. Others show videos of flames near the scene of the fire, and at least one local resident miles away from the fire documented ash falling from the sky.As of late Saturday night, fire officials said the blaze has scorched about 1,500 acres. Crews continue to battle the fire under harsh conditions, including strong winds and high heat. SAN DIEGO (KGTV) — San Diego Mayor Kevin Faulconer, Police Chief David Nisleit, and city councilmembers announced Monday that police would stop the use of a hotly criticized use-of-force technique.Nisleit says he will direct officers in a memo Tuesday to end the use of the carotid restraint procedure, following a weekend of nationwide protests against police violence.“It’s the right thing to do for the community and it’s the right thing to do for our officers," Chief Nisleit said. “Some will say it’s taking away a tool, I say it’s adding a layer of protection."According to the City of San Diego, the department joins a growing number of agencies throughout the nation that have halted the use and training of the carotid restraint. Effective immediately, I have placed a stop on the use of the carotid restraint among our Police Department. I have heard from the community and the department wants to work toward strengthening our community partnerships to keep all San Diegans safe," Chief David Nisleit added.When asked if the San Diego Sheriff's Department would follow the same move, Sheriff Bill Gore told 10News that the department would continue to allow the restraint method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, Tazers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis."Councilmember Monica Montgomery applauded the move as a much-needed first step in action to provide police reforms.“I am thrilled with this tangible action taken by Mayor Faulconer and Chief Nisleit to ban the use of the carotid restraint. The in-custody death of George Floyd, that sparked nationwide outrage and protest, has further underscored the need for accountability and transparency measures," Montgomery said. "Community organizations, such as the Racial Justice Coalition, the NAACP and the Coalition for Police Accountability and Transparency have long advocated for the ban on this — sometimes deadly — use of force."Mayor Kevin Faulconer has also directed three city advisory bodies to hold emergency meetings to discuss the strengthening of community and police relations. The bodies will also discuss de-escalation policies, according to the city. “We are watching the hurt and pain so many people are expressing after the tragic death of George Floyd, and are committed to taking new actions to make sure something like this doesn’t happen in San Diego,” Mayor Faulconer said.“That starts today with the police chief’s decision to immediately stop this particular restraint that has led to so much concern and frustration by many in our minority communities. I want to thank Chief Nisleit for listening to those demanding justice and doing the right thing," he added. The news comes after protests turned to riots in both San Diego and La Mesa over the weekend. Of the 97 people arrested at San Diego protests Sunday, Nisleit said about a quarter of the individuals were from out of town. SAN DIEGO (KGTV) - Rent isn't the only thing in San Diego on the rise - so are the costs and fees associated with it. A recent study from HotPads, a Zillow-owned site, says San Diegans can pay ,270 per year in overlooked costs and fees that come with moving. The includes security and pet deposits, pet rent and parking. The biggest chunk comes from the security deposit, which is typically one month's rent. In all, it works out to an additional 6 per month. "As rent prices continue to rise and rent affordability remains a concern, it is important for renters to consider all their potential expenses before planning a move," said Joshua Clark, economist at HotPads. RELATED: Making It in San Diego: Ways to save on your rental homeApril Steingrebe, who owns New West Property Management, said it's vital to read your lease thoroughly before renting a place, looking for any additional responsibilities. "There's all kinds of things they might charge you for at move-in, so you want to be sure to check before you sign anything," she said. Steingrebe focuses largely on downtown, renting out privately owned condos. She says some buildings even require tenants hire move-in coordinators to make sure things go smoothly and not disturb other residents. Renters don't pay the HOA directly, but landlord's can pass along any sort of fines or violations they commit. "Unauthorized moves, these buildings downtown, you can't just walk in with your couch, you have to schedule it," Steingrebe said, adding dumping trash inappropriately can also lead to fines. The biggest financial issues that arise for renters come at the end of a lease, when it comes to getting a security deposit refunded, Steingrebe said. She said the best defense is to document with photos and text any damage or issues that occur throughout the year, starting with an initial move-in inspection. She said it's typical for landlords to deduct for carpet cleaning at the end of the lease. Renters can hire their own company to do it and leave the receipt, but if the job is sub-par, they could end up paying twice. Renters do have the right to use their property and not be charged for normal wear and tear. For instance, it's totally fine to nail a picture to the wall. Doing something bigger, however, such as a mounting a large TV to a wall, could lead to extra withdrawals from your security deposit. 2837

According to a letter sent to Governor Gavin Newsom, the resignation will be effective close of business day on January 13, 2020. “It has been an honor to serve the people of California’s 50th District, and I greatly appreciate the trust they have put in me over the last 11 years,” Hunter concludes in the letter to Governor Gavin Newsom. Newsom says he won't hold a special election to fill the seat. “The Governor’s office received Rep. Hunter’s resignation letter. Based on the timing of the resignation, a special election will not be called," Newsom's office told 10News. Ammar Campa-Najjar, the Democratic challenger for the 50th District seat, said in a statement he is focused on moving forward with the race for the seat."Yesterday, I called on Congressman Hunter to resign immediately, today he finally tendered his resignation. Hunter should've resigned weeks ago, and shouldn't wait until January 13th to resign. What's done is done, now it's time for the constituents of CA-50 to pick up the pieces and move forward together.
