SAN DIEGO (KGTV) - A father and son heading to see the border wall became stuck in a flooded stretch of the Tijuana River Valley Thursday. Two men from Idaho and North Dakota told 10News, they were on a father-son vacation in San Diego. They said they came down to the Tijuana River Valley to see the border wall with their own eyes. But the out-of-towners did not know about the notorious dip in Saturn Boulevard.According to San Diego Fire-Rescue, the men ignored road closure signs in the flooded area, and drove through the water.Their truck made it halfway across before it got stuck in five feet of water. After the water reached the truck’s window, the 75-year-old father — who was the driver — climbed out and waited on his roof for help to arrive. The 49-year-old son was able to swim to safety.RELATED: How to check if your neighborhood is at risk of flooding Lifeguards used a boat to paddle out to the man, who got on board and returned to dry land. No injuries were reported. Rescuers were required to go through a multi-step decontamination process after wading into the potentially polluted water. The truck will remain in the water until the flooding has receded, officials told 10News. 1207

SAN DIEGO (KGTV) -- A 37-year-old man was arrested and booked after trying to snatch a toddler from their parent's car outside of a Costco in Vista, according to San Diego County Sheriff’s Department. The incident happened just before 3 p.m. in the parking lot of the store located at 1755 Hacienda Drive.Sheriff's Sgt. Nanette McMasters said a woman, her fiancée, and their two small children were backing out of a parking stall when the suspect opened the rear vehicle door. The suspect attempted to remove the 2-year-old child from the car.The child's parents got out of the car and confronted the suspect, identified as Adam Glavinic."The incident drew a crowd and a physical confrontation occurred between the father and Glavinic," said McMasters. An off-duty sheriff's employee and other witnesses intervened in the confrontation and held the suspect until two deputies from the Vista Sheriff's Station arrived on the scene.Glavinic was arrested for attempted kidnapping and being under the influence of a controlled substance. He was booked into the Vista Detention Facility, according to McMasters. It's unknown at this time if the toddler, the father, or the suspect suffered any injuries during the incident. The incident remains under investigation. 1265

Firefighters said later Wednesday afternoon that the home was a hoarder house. No one was home when the fire erupted. Smoke from the blaze was visible for several miles. 661

SAN DIEGO (KGTV) - A former San Diego Unified School District student and football player is suing the district. The lawsuit filed by Jason Srouy alleges he was never informed of the potential financial and legal risks of participating and playing an organized sport if a lawsuit were to be filed alleging any negligent or other claims against the student-athlete.In 2018 Srouy and the school district were sued by a referee. The referee was injured during a 2015 game and claimed it was done on purpose. He alleged Srouy had a history of unsportsmanlike conduct known and encouraged by the coaching staff. At the time Srouy told 10News he was playing wide receiver during the game, tasked with blocking the opposing cornerback. During the block, he says the opposing player fell onto the back of the referee's legs, injuring the official. In a previous interview, Srouy said after learning of the lawsuit a school official led his family to believe the district would help him; however that was not the case. “It wasn’t on purpose, it was an accident, I didn’t mean to hurt anybody," said Srouy.Srouy’s attorney tells Team 10 he was eventually dropped from the lawsuit but not before racking incurring more than 5,000 in costs and fees.A spokesperson for the district says they can’t comment on pending litigation. 1323

SAN DIEGO (CNS) - U.S. Navy Secretary Richard Spencer and officials with the San Diego Association of Governments signed a formal agreement Thursday to potentially revamp the Naval Base Point Loma Old Town Complex, which local officials hope to use as a transit hub to connect public rail transit to the San Diego International Airport.SANDAG and local U.S. Navy officials signed a memorandum of understanding on the subject in July that did not require either party to take action on the 70-acre property but allowed both sides to discuss their vision for the complex's future. The agreement with Spencer and the Navy will supersede that document and start a path to San Diego's own "Grand Central Station" while working to modernize the complex for Navy uses as well.RELATED: SPAWAR area could be missing link to San Diego's airport transitIt outlines goals for this year and next year like finding funding for site planning, starting the environmental planning process, potentially drafting legislation and requesting congressional authorization if necessary."San Diego is a city of innovation and exploration that matches the work ethic of every sailor and Marine at sea," Spencer said. "With this agreement, we are taking our long partnership a step further, moving forward on a plan that will better protect our nation and invest in the community."RELATED: SANDAG leaders unveil bold vision for future of public transit in San DiegoThe project could eventually receive partial funding from the San Diego County Regional Airport Authority, which signed a 10-year agreement worth more than a half-billion dollars with its airline partners in July to fund improvements to public transportation to and from the airport. The complex is currently home to Naval cybersecurity and information officials, including the Naval Information Warfare Systems Command. More than 5,000 personnel currently work at the World War II-era complex, using it for lab and storage space.RELATED: Navy, SANDAG exploring options to redevelop Naval Base Point Loma, Old Town complexSpencer met with a litany of local officials from the Navy, Airport Authority, North County Transit District, Port of San Diego, Caltrans and SANDAG, including San Diego Mayor Kevin Faulconer, to hold a news conference and signing ceremony for the agreement."This exclusive agreement takes our partnership with the Navy to the next level and signals a new phase for what could be one of the most transformative projects in San Diego history," Faulconer said. "This project can strengthen the Navy's presence in San Diego, create thousands of jobs and incorporate a transit hub to make it easier for people across the region to get to and from the airport." 2722
