SAN DIEGO (KGTV) - The homeless population in San Diego County has decreased over the last year, according to a San Diego task force.  Every year, the county conducts a tally of how many people are homeless on a single night in January. This year’s count, done on January 26, was coordinated by the Regional Task Force on the Homeless.The task force says the number of homeless throughout the county has decreased six percent to 8,576. However, the number of homeless veterans went up to 1,300 - a 24 percent increase. Supervisor Ron Roberts, the Homeless Task Force Chairman, says permanent housing still needs to be a priority. “Seeing the overall number decline was a positive reversal, but there are far too many swings in data to declare a trend or to not see other areas where we need to increase our focus,” said San Diego County Supervisor Ron Roberts, who chairs the RTFH. “We continue to face many challenges, highlighted by a lack of new housing, a condition that squeezes hardest those with the fewest resources."RELATED: Volunteers count number of homeless living in San DiegoThe numbers from the federally-mandated Point-in-Time Count (PITC) show the number of sheltered and unsheltered homeless people in each of the county’s 18 cities, as well as in unincorporated areas.The County will present the full report, with a more in-depth analysis of the data, to the task force at 3 p.m.The PITC is meant to help communities and policymakers understand their regions’ most current challenges and areas with the most pressing need for limited funding. 1594

SAN DIEGO (KGTV) -- The City of San Diego is paying out 5,000 after a violent police dog takedown.The man in a viral video sued the police department for excessive force.10News found out that this isn’t the first time the use of a police dog has been questioned.TIMELINE: San Diego K-9 bitesThe San Diego Police department has relied more on the K-9 unit in the last several years. Police say stats show a sharp increase in the number of times a police dog was deployed and someone was bitten from 2013 to 2016.There were also more dogs and handlers employed within that same three-year time period.Police say that has changed this year. Lt. Scott Wahl says the K-9 units have been to more than 12,000 calls resulting in only 37 bites.One of the more recent bites took place in October. In that incident, the K-9 put an end to a police chase in South Bay.Currently, there are 33 dogs and handlers. The dogs go through an initial 10-week training program followed by four hours of maintenance training a week and 15 minutes of obedience work every day. 1067

SAN DIEGO (KGTV) - The countdown has begun for St. Patrick's Day in San Diego. The Gaslamp District is heavily bedazzled with sparkly green decorations. Many people said they are ready to party.Niamh Thornton is a 24 year old Irish student, now living in San Diego. “Niamh is pronounced like “Christmas Eve,” but with an “N” like “Neev”… It’s Irish,” Thornton said.She has been working at the Field Irish Pub in the Gaslamp District since last June."It's called an Irish Mule… It's lovely,” she said, pointing at a popular drink at the pub.The Irish native was getting ready for a 10-hour shift at the Field Saturday. "It's going to be crazy, I'd say,” Thornton said. Crazy may be an understatement.Saturday, many blocks downtown will be closed from sunrise to sunset-- for the morning Shamrock Run, the daytime parade, and shamROCK, the evening concert. Plus, many will be staring at the television screens, screaming for their favorite Irish teams. “England vs. Ireland in the rugby,” she said. ”And six nations. That’s insane. So this place is going to be packed.”But some people just could not wait to pre-party. Many people we saw in Downtown were showcasing their green accessories and outfits. Some were fully dressed up as lucky leprechauns. Kristin Ventura was showing off her Irish American pride with her co-workers at the Field Irish Pub. She said it is the one day of the year that anyone can be an honorary Irishman."Everyone is a little bit Irish,” Ventura said. “Deep down inside, there is that little spunk in you."Thornton said that spunk comes from St. Patrick himself, who legend said, saved the island from a slithery invasion."He got rid of snakes in Ireland,” Thornton said. “So that's why there are no snakes in Ireland."That was the start of the St. Patrick’s Day celebration for everyone — even for those on the other side of the planet.
