SAN DIEGO (CNS) - A woman who pointed what turned out to be a pellet gun at two San Diego police officers who followed her into a downtown parking structure during the Rock-N-Roll marathon is scheduled to be sentenced Friday.Mona Elease Williams, 59, pleaded guilty in September to a pair of felony counts of resisting an executive officer by threat or violence. She faces a maximum of eight years and four months in state prison.On the third day of the defendant's preliminary hearing three months ago, Deputy District Attorney Michael Runyon dismissed allegations that Williams personally used a deadly weapon in the crimes. In body-worn camera video recorded as Williams was arrested, she is seen frantically trying to explain to Officer Ronald Hamilton that she is bipolar and off her medications.``She told me she wanted to harm herself,'' Hamilton testified. The officer said Williams was acting erratically, breathing heavily and was showing signs consistent with someone under the influence of methamphetamine.Minutes earlier, an officer followed Williams after a motorist trying to find a parking space told the officer that Williams -- driving Wilson's car -- hit her from behind and took off. Runyon said Williams was spotted in the car near the entrance to the First Avenue city parking structure by an officer who thought he saw a gun pointed at him. SAN DIEGO (CNS) - A roughly 36-hour spell of hazardously heavy surf will hit San Diego-area beaches beginning tomorrow, making the ocean extra dicey for surfers, swimmers and boaters.The large west swell is expected to arrive late Wednesday morning and generate waves of six to 14 feet in some locales, with the highest sets mostly occurring south of Encinitas, forecasters said.The anticipated conditions prompted the National Weather Service to issue a high-surf advisory, effective from 10 a.m. Wednesday to 10 p.m.Thursday, and a small-craft advisory, set to run from 6 a.m. Wednesday to 10 p.m. Thursday.Among the dangers posed by the rough local seas will be strong rip currents, minor coastal flooding and coastal erosion, according to the federal agency, which cautioned that entrances to harbors -- particularly Mission Bay -- will be difficult due to breakers large enough to capsize boats.The surf likely will peak late Wednesday into early Thursday, then slowly subside through Friday, the weather service advised. 1034

SAN DIEGO (CNS) - Health officials Wednesday announced the deaths of two more residents in San Diego County due to influenza-related complications, bringing this flu season's confirmed death toll to five. A 78-year-old North County woman died earlier this month and a 70-year- old woman died in July, but both deaths were only reported last week, according to the county Health and Human Services Agency. Both women, who were not publicly identified, had no record of receiving a flu shot and both had additional medical issues, HHSA officials said. SAN DIEGO (CNS) - City officials and homeless advocates announced an expansion Tuesday of the city's program to establish safe parking lots for residents who live out of their cars or recreational vehicles.Mayor Kevin Faulconer, Councilman Scott Sherman and representatives of Jewish Family Service of San Diego jointly announced that the city will make a parking lot in Mission Valley near SDCCU Stadium available to vehicles in the next 45 days.The lot, which will also have supportive services for homeless residents, like job training, financial education and housing assistance, has space for up to 80 RVs or 200 regular cars and trucks.Jewish Family Service oversees the two existing parking lots and will do the same at the third, which is located near the intersection of Friars Road and Mission Village Drive.RELATED: San Diego program to provide safe parking for homeless living in vehicles"Often when someone becomes homeless for the first time, they end up living in their car and don't know where else to turn," Faulconer said. SAN DIEGO (CNS) -- Low-income San Diegans who have experienced financial hardships due to the COVID-19 pandemic can begin applying Monday for one-time emergency financial help to pay their rent.The program, which the San Diego Housing Commission is administering for the city, will provide up to ,000 per household to help eligible families and individuals pay past-due and upcoming rent.Online applications will be accepted through Aug. 7. Payments are expected to be made beginning in mid-August and continuing through September and potentially into October."San Diego's rental assistance program will directly assist individuals and families struggling to make rent and help recover the financial loss of landlords," said City Councilman Chris Ward, who proposed San Diego's COVID-19 Emergency Rental Assistance Program. "We have protected our unsheltered. We have supported our small businesses. Now we must meet our obligations to the renters of this city."The council voted 9-0 on June 30 to authorize the expenditure of .1 million in federal Coronavirus Aid, Relief, and Economic Security Act funds for the emergency rental assistance program.The public can apply for the program at covidapplication.sdhc.org."The launch of this online application is a crucial first step to help provide this essential financial assistance as soon as possible to San Diego households struggling because of COVID-19," San Diego Housing Commission President and CEO Richard C. Gentry said.Around 3,500 households could receive emergency rental assistance through the program, if all households received the maximum of ,000. SDHC staff will coordinate with selected applicants and their landlord or property management company to disburse payments. All payments will be made directly to the landlord or property management company by direct deposit.To be eligible for the program, households must have a San Diego address; 60% or below of the area median income -- ,200 per year for a family of four; must not be receiving any rental subsidies; must not be a tenant of a property owned or managed by SDHC, must not have savings with which they can meet the rent; have eligible immigration status; and have experienced hardship related to the pandemic.All applicants who meet the eligibility requirements will have the opportunity to be selected to receive assistance. Priority will be given to families with minor children and households with at least one person age 62 or older. Applications will be sorted and assigned numbers at random to identify the applicants who will receive help to pay their rent.To apply, tenants need to have their landlord's name, email address, mailing address and phone number. Applicants are also required to upload and submit supporting documents such as a driver's license, most recent lease agreement, current utility bill, documentation of household income and documentation demonstrating loss of income or increase in medical expenses due to COVID-19.SDHC will be partnering with community-based organizations, which will assist with community outreach and will be available to help eligible households complete the online application.Philanthropic donations also are encouraged to support the program.
