CHICAGO, Ill. – In 2016, some 33 million ballots were cast by mail, about one quarter of all votes cast. With pandemic protocols and precautions in place, experts estimate a record-breaking number of mail-in votes this election cycle.Voting by mail has been in place for more than 150 years – since the Civil War.“It's become so common in the United States that since 2010, about a quarter of the electorate has voted by mail in federal elections,” said Lawrence Norden, director of the Election Reform Program at the non-partisan Brennan Center for Justice.Some states have what’s known as a universal vote-by-mail system, which means they mail ballots to all their voters. But in most states, voters must request an absentee ballot.“Most of them have made exceptions for 2020, because of COVID and so what we have left is only a handful of states where you need an excuse to vote by mail,” said Norden.According to the National Conference of State Legislatures, normally 34 states and Washington, D.C. allow no-excuse absentee/mailed ballot voting. CATALINA, Calif. (KGTV) - Teeth marks from a great white shark are proof of a San Diego kayaker's narrow brush with danger off the coast of Catalina Island. The incident happened as Danny McDaniel and Jon Chambers were kayaking Saturday morning near Ship Rock, about two miles east of Catalina. The excursion was part of a scuba diving trip coordinated by Power Scuba from the island's Boy Scouts camp."Felt push to the left, looked to right, giant great white shark a foot from my boot," said McDaniel. "His upper half of body was out of the water, his dorsal fin was out of the water."Chambers was the first to notice the 19-foot shark before McDaniel turned around."Look at it and said, 'oh crap, oh crap, oh crap'," said Chambers. "I yelled at him to hit it."The shark had its jaws clamped on the back of the nine-foot-long kayak, inches from McDaniel. "Saw a giant, triangular, conical-shaped head right there and a huge body. Just a massive body," said McDaniel.Both men said they were frozen in fear as the great white shark hung on to the kayak for four or five seconds. Eventually, the shark let go, leaving behind puncture wounds and two large teeth in the kayak. "I don't think he took a full chomp. I think he just took a nibble and pushed," said McDaniel.The kayakers kept their paddles out of the water and did not move for several moments lest the shark return. McDaniel was "literally frozen" during that time.Despite the close encounter, McDaniel and Chambers continued with their plan to scuba dive later Saturday evening."Won't keep me out of the water, won't scare me out of the water," McDaniel said of the encounter.McDaniel offered to buy the kayak from the Boy Scout camp, which turned down his offer, according to Power Scuba owner Bill Powers."I think I've had my fill of great white sharks; I'm good. But I'm fortunate to have this experience," said McDaniel."It's one for the books. Not something you want to replicate," said Chambers. He teaches photojournalism at the University of Wisconsin-Milwaukee.“The history of photography is the history of social change that was brought about through the use of the camera,” said Tasman.In the United States, cameras have captured great historic moments, as well as moments of shame.“Think about the civil rights movement. You think about, you know what we were talking about before: Rodney King, Michael Brown, Eric Garner, most recently Jacob Blake,” said Tasman.Jacob Blake was shot seven times in the back by police in Kenosha, Wisconsin, in August. The shooting sparked protests in Kenosha and added Blake to a list of Black Americans who’ve suffered police violence caught on camera.The most infamous of 2020 was a Minneapolis police officer kneeling on the neck of George Floyd, who later died.“We’re living in a society where everybody has, has that camera and anybody can, not only take a picture, but it’s a device to transmit and share that,” Tasman said.Almost everyone has a cellphone with a high-powered camera that takes photos and videos. That impact has been felt everywhere, particularly on police officers and departments.“Capturing it on video has really brought these events into people’s homes,” said Paul Taylor, a professor at CU Denver.He focuses much of his research on bad outcomes between police and citizens, and solutions. He’s not sure cameras are the solution to police reform.“A lot of the police reform efforts have been focused on transparency, and body cameras have been a part of that, and accountability,”Taylor says while things like body cameras provide transparency and accountability they only show us outcomes.“These are surface level fixes that really don’t get at the systemic issues,” said Taylor.He suggests increasing police training time by a significant amount. In many places it only takes six months of training to become a cop.However while cameras may not stop cops from using deadly force, they allow the public to hold officers accountable. CARLSBAD (KGTV) -- A slope in Carlsbad is moving, affecting a senior community on top of it. The question of who is responsible for paying to fix it has the City of Carlsbad battling with those who live in Camino Hills.“It’s been a tremendously stressful experience for everyone,” said Mike Perry, who has lived in Camino Hills since 2001. Joe Matthews has called the Camino Hills community his home for about 19 years. “We have lunch out here, sometimes dinner,” Matthews said, as he showed Team 10 the front patio area where he relaxes with his wife. “The grandkids come visit.”“It’s a really wonderful community,” Mathews added. What he did not know was something was going on beneath the surface. “It came as a real surprise,” Matthews said. According to court documents filed by the Camino Hills Homeowners Association in 2018, the City of Carlsbad noticed damage to the pavement and sidewalk right by Camino Hills Drive back in 2007. In January 2009, a geotechnical firm placed devices in the slope to track the movement. There was more slope movement detected during the El Ni?o rainstorms from 2016 and 2017.To fix the issue, it could cost anywhere from 0,000 to about million, according to Elizabeth French. French represents the Camino Hills Homeowners Association. She said the city did not fix the problem properly in the first place. “The city actually knew that there was an ancient landslide at this location and rather than make the developer make a more expensive repair, they allowed the developer to put in a subsurface buttress made of soil, but in recognition that that wasn’t the best repair,” French said. She said when this community was being built, the City of Carlsbad entered an agreement with the developer of Camino Hills. In the indemnity agreement, French said it required the developer to fix any problems for up to 10 years after the community was built. Camino Hills was built in the mid-1980s and the developer is now out of business. French said the city is now asking the residents of Camino Hills to foot the bill.“There’s nothing in this association’s government documents alerting any of the prospective purchasers that there’s this enormous liability out there, that they could be tasked with addressing down the road and that kind of notice is required in the law,” French said.Joanne Stout’s modular home is right by Camino Hills Drive. “This is it. This is where I’m going to be until they carry me out of here,” Stout said.
