SAN DIEGO (KGTV) - San Diego Police said a mother was drunk and driving her children when she crashed going the wrong way on a Rancho Bernardo street Monday morning.The crash happened about 4:30 a.m. on Camino del Norte, just west of Interstate 15. The woman drove her Chevy SUV east in the westbound lanes of the road, hitting a man in a Jeep Liberty.Officers told 10News the mother, who is in her 30s, had her 8-year-old child in the backseat with her 2-year-old child in a car seat. SAN DIEGO (KGTV) -- San Diego State University said Tuesday it plans to pause a majority of in-person instruction for the fall term.The university noted that the changes will begin the week of Thanksgiving.“Faculty offering in-person courses are encouraged to shift to virtual, preferably by Friday, Nov. 20. All faculty should convert to virtual instruction no later than Wednesday, Nov. 25,” the university said.The university also said that no in-person research by freshman, sophomores, or volunteers will be allowed for the remainder of the fall semester.The changes come as San Diego County enters the state’s purple tier. Also this week, California Governor Gavin Newsom announced that a majority of the state's counties would enter the purple tier, suffocating economic activity. SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. SAN DIEGO (KGTV) -- Sophie Felix may be petite, but there is nothing small about the way she approaches living and giving -- and it all started with her grandparents."Growing up, my Grandmother and my Grandpa Augie used to be foster parents so from a very young age I understood it's very important to give back to children in need," says Felix.Nine years ago, Sophie says she felt compelled to reach out to the Encinitas-based group, Passion 4 K.I.D.S. which stands for Kids In Desperate Situations. The group helps improve the lives of handicapped, neglected and underprivileged children.Through founders Linda and Charles Van Kessler, Sophie met Izaiah Wallis and his family. Izaiah has been unable to walk or talk since he was hit by a drunk driver at age one, 10 years ago.Sophie started out by planning special experiences for the family including securing sponsorships for trips to Disneyland and Seaworld as well as handicapped accessible gear such as a van --- and Sophie was just getting started. A mom herself, she became the chapter president of America's Children of Fallen Heroes. Off-roading adventure in a custom jeep is just one part of what the group does. A bigger part is providing the kids with a 10-year mentorship program so they can pursue anything and realize their dreams.Sophie says that is very important to her because she herself is living her American dream. In addition to her charity work, Sophie runs her own business, HBM Talent and Management, and she spreads her passion to every client she signs."That is part of our deal. They have to volunteer for at least 2 charity events per year," she says.Those clients, including former NASCAR driver Felix Giles, are happy to do it. Now some companies are helping their workers tackle the mounting debt, offering student loan assistance as a benefit.Fidelity Investments is one company leading the way with its Step Ahead Student Loan Assistance program. “We look at our jobs day-to-day and we try and figure out how we can help people make the right financial decisions in their lives and it was something holding back some of our folks here at Fidelity," said Jared Roethlisberger, a Fidelity Branch Manager in Mission Valley. "They couldn’t save for retirement or they were working on saving for that home, and this allows us, Fidelity, to help those associates be able to take a little bit more home in their pocket."Employees who’ve been with the company for at least six months are eligible for ,000 a year toward their student loans up to ,000.RELATED: Making It in San Diego: Bill would help employers aid employees in paying off student loansFidelity started offering the benefit in 2016 and more than 9,300 employees have saved over million in principal and interest.
