SAN DIEGO (KGTV) -- A preliminary hearing started Wednesday morning for the San Diego County deputy accused of sexual misconduct.Richard Fischer was in court Wednesday after seven women have accused him of sexual misconduct since November of 2016.Earlier in May, a settlement was reached in two cases against Fischer. SAN DIEGO (KGTV) - A plan to add bike lanes along 30th Street in North Park got a boost of support Tuesday from a group of 18 businesses.“We see protected lanes on 30th Street as just the beginning of the transformation of our streets to truly support biking, walking, and transit as meaningful transportation choices,” read the letter, which was sent to Mayor Kevin Faulconer and City Councilmember Chris Ward.It was signed by the owners of 18 local businesses located near 30th Street, including Modern Times Beer, Union Cowork, Waypoint Public and Bottlecraft.On Twitter, Modern Times Beer posted the letter, adding “Our world-class businesses deserve world-class streets. We urge the city to stand firm in its commitments to climate, safety, clean air, & thriving business corridors, & stick with Option A.” Here's an important thing we care a lot about: building more bike lanes. The City of San Diego is planning to build some badass bike lanes on 30th St, where our tasting room is located. This will involve replacing on-street car parking. The city estimates 258 parking spaces would be lost in the first stretch from Howard to Upas St. Another 162 parking spaces would also be lost in the second stretch from Upas to Juniper Street.The removal of the parking spaces would make room for protected bike lanes on both sides of the street and would preserve center turn lanes.That option has divided the community, however, with opposition coming from other businesses, residents and the North Park Main Street organization.“Why not meet in the middle?” said Angela Landsberg, executive director of North Park Main Street.She has been pushing the Mayor’s office for a plan known as “Option B.” That plan would create separate bike lanes but maintain some of the parking by creating “floating” parking spaces between the bike lane and vehicle traffic lanes. 2054

SAN DIEGO (KGTV) - A new streaming documentary follows young San Diegans on a life-changing trip to the Philippines."Filgrimage" focuses on eight Filipino-Americans during a 2019 summer trip to the Philippines with The Filipino School."If we don't have programs like this, then we as Filipino-Americans are only going to know what we have time to know, or what we're exposed to," says Tony Olaes, the founder of The Filipino School and organizer of the trip.He says a similar trip to the Philippines 14 years ago inspired him to learn more about his culture. That's what he hopes this trip does for the people who take it."I went from not wanting to be Filipino to 'Mr. Filipino,'" he says. "It's because I understood something amazingly beautiful about who I was. So that's how this all started."Olaes took 23 people on the trip in 2019. A documentary crew followed them as they visited several parts of the archipelago."This is something that you can't really get unless you actually experience it for yourself," says Jocelynne Monteheromoso, one of the teens profiled in the documentary. "The fact that we were going through it and it was recorded on camera is just something so beautiful that I feel that our generation especially needs to know about.""I hope this encourages anyone who is embarrassed of their culture, or straight away or doesn't even know about their culture, to try and put some work to figure out more about it," says Ryah Hernandez, who says she discovered a beauty in the region that she didn't know about from family trips as a child.San Diego has the second-largest Filipino population of any county in the US. Olaes says he hopes this documentary will give people who don't have the time or means to take a trip like this a glimpse into their ancestral homeland. He calls it a typical American story."The minute we start to reach into an inquire into where we all came from and the beauty of where we came from, it's that beauty that we get to bring to the United States," says Olaes.As part of the trip, the teens also helped build homes for low-income people in the Philippines.The documentary is 14 parts and lasts around two hours. SAN DIEGO (KGTV) - A judge decided Wednesday not to order a second trial for the man accused in the disappearance and murder of his stepson.Tieray Jones cried after the decision was made in the downtown courthouse.Jones was charged with killing 2-year-old Jahi Turner. Jahi was last seen at a park near Balboa Park in April 2002. Jones reported the boy missing, telling police Jahi wandered off.A mistrial was declared in for Jones on March 16.Jones was facing several charges including second-degree murder and involuntary manslaughter. Two jurors found Jones guilty of murder while 10 did not. 10 jurors found Jones guilty of involuntary manslaughter and two did not.During the trial, the judge asked if jurors would be able to reach a verdict if given more time to deliberate. They responded by saying no. RELATED: Mistrial declared for Tieray?Jones, stepfather of Jahi TurnerJahi was in Jones’ care while the boy's mother was on deployment. After Jahi disappeared, a countywide search followed. Thousands of people looked for the boy in the park and Golden Hill neighborhood. People also searched the Miramar Landfill, but Jahi was never found.Jones was arrested in North Carolina and charged in the death in April 2016. 1272

  

SAN DIEGO (KGTV) — A measure to implement ranked choice voting in the City of San Diego will be considered for the November ballot.The city's Rules Committee voted 3-2 on Wednesday to send the proposal to a full council vote, where councilmembers will decide if the measure is placed on the 2020 ballot this fall. The vote is expected to take place in July.Ranked choice voting would allow voters to list up to four candidates in order of preference, instead of casting one vote for a single candidate.RELATED: San Diego to consider major change to 'ranked choice' votingHere's how it would work:The top four candidates in each primary race would advance to the general election, instead of just the top two.In November, voters would then rank the candidates by preference.If one candidate has more than 50% of the vote on first count, that candidate would win. If no candidate reaches 50%, the last place finisher would be thrown out. That person's votes would then be reallocated according to the voters' second choice. The field would continue winnowing until a candidate tops 50%.The city would be required to also hold a voter awareness campaign to familiarize voters with the change.Councilmember Mark Kersey, who has led the effort to get the measure on the ballot, said in a release, "ranked Choice Voting increases choice for voters, competition and decreases negativity which is great for campaigns. San Francisco and Oakland are using this system, we are taking their model and improving on it." 1514
