OCEANSIDE (KGTV) — After a decade of delays, the Oceanside Beach Resort is weeks away from construction.The initial approval for the project happened 13 years ago when the City of Oceanside selected the developer. The project is located near the small white beach home featured in the movie Top Gun. 10News talked with Senior Vice President of S.D. Malkin Properties, Jeremy Cohen, who said they ran into many roadblocks along the way."We faced a lawsuit, we won, it was appealed, and we won that, and that kind of brought us to where we are today," said Cohen.The lawsuit claimed the program the city uses to share hotel taxes and support the development violated the state constitution. Along with a drawn-out lawsuit, they also were pushed back by the Great Recession and a period of delays in redevelopment across California.Cohen tells 10News, “Although it had been done dozens of times in the state before, it was the first time it was challenged. The court found it was completely constitutional, completely acceptable, and so it just delayed us for three years."Construction is now set to start in December 2018, just before the new year. “There will be a couple of months of excavation; then you’ll see a concrete superstructure, about six or seven stories,” Cohen detailed.The parking for the beach resort will be relocated to an underground garage. As far as the Top Gun house is concerned, it will be completely taken off the property. Historians will preserve the exterior and Cohen will update the inside.“We’re looking at it as a really special kind of ice cream place so everyone can come in and get a 'top cone' from the Top Gun house," Cohen said. 1674

(KGTV) - Whale watchers enjoyed a rare encounter off the Southern California coast Monday: four orcas teaming up to prey on dolphins. “It’s very, very rare,” said Oceanside Whale Watching manager Carla Mitroff. The company had a boat full of whale watchers off San Clemente when the orcas appeared. Boat Captain Shane and staff biologist Lauren Turley captured the moment. “They were thrilled beyond thrilled,” Mitroff said of the passengers. “It’s the holy grail of whale watching.” The Eastern Tropical Pacific orcas pass through Southern California after a stop in Mexico, Mitroff said. The whale watching team hasn’t seen orcas in more than a year. Monday, the orca pod preyed on two baby dolphins as the mother tried to fight the killer whales. It's not unusual for orcas to eat larger mammals.“The diet of orcas depends to some extent on what is available where they live,” according to the National Oceanographic and Atmospheric Administration. One ecotype of orcas in the Pacific Northwest eats fish, while other ecotypes eat marine mammals and squid. Killer whales are “considered a top predator, eating near the top of the food chain.” 1171

She's my little sister," said a tearful Jill."We miss her so much. She had a bright future ... She was always so motivated," said Duncan.By the age of 14, Briana had run two marathons. She excelled at soccer and the violin. The honors student was accepted into a scholarship program at Stanford this summer but had to withdraw due to mental health issues, including depression.Amid the recent protests aimed at racial injustice, Brianna was called to action."She was inspired by the movement. She wanted her voice to be heard," said Jill.Her participation took her to Los Angeles."She started off with a good crowd that wanted to help people, and over time, she just met the wrong people," said Jill.Brianna was due back home Aug. 11 for orientation at Cal State San Marcos, but she never made it home.Inside a park in Echo Park, Los Angeles, a memorial marks the area where on Aug. 9, Brianna's body was discovered in a tent. The family says they were told by the medical examiner's office that Brianna died from an overdose: cocaine secretly laced with fentanyl.Earlier this month, law enforcement officials issued a warning about a large local spike in deaths linked to the synthetic opioid fentanyl.
