(AP) — Prosecutors say California’s system for paying unemployment benefits is so dysfunctional that the state approved more than 0 million for at least 20,000 prisoners.On Tuesday, they detailed a scheme resulting in payouts in the names of well-known convicted murderers like Scott Peterson, who was sentenced to death after being found guilty of killing his pregnant wife. His death sentence has since been overturned and a court is reviewing his conviction.Sacramento County District Attorney Anne Marie Schubert said at least 158 claims were made for 133 death-row inmates, resulting in more than 0,000 in benefits paid.“It involves rapists and child molesters, human traffickers and other violent criminals in our state prisons,” said Schubert. “Hundreds of millions of dollars that may well amount to upwards to billion, having already been paid in their names.”Schubert said the scheme will be one of the biggest frauds of taxpayer dollars in California history.“And with this fraud means that victims that have been victimized by these inmates aren’t getting the restitution that they so deservedly have been owed,” said Schubert.So far, at least 22 people have been charged in San Mateo County, The Associated Press found. More charges could be forthcoming as several other investigations continue across the state.Prosecutors say the Employment Development Department has been overwhelmed by benefit claims since the pandemic began, and in its haste to approve them, didn't check unemployment claims against a list of prisoners.Gov. RICHMOND, Ind. — Shots were fired at a Richmond middle school Thursday morning.The incident happened at Dennis Middle School, at about 8 a.m. local time. Police say a teenaged suspect is dead after taking his own life.The school district confirmed on Twitter there was an active shooter. RICHMOND, Va. — Crews have arrived to remove a statue of Confederate General J.E.B. Stuart from Richmond's Monument Avenue — an area of the city that contains several Confederate statues that Mayor Levar Stoney has promised to remove.The J.E.B. Stuart monument is one of about a dozen statues Stoney has ordered be removed from city property.Statues of Confederate General Stonewall Jackson and Confederate Naval Commander Matthew Fontaine Maury were removed from Monument Avenue last week and taken to an undisclosed location. A statue of Confederate President Jefferson Davis was toppled by protesters last month.A statue to Confederate General Robert E. Lee is located on state-owned property and could be removed once legal challenges to its removal make their way through court.The Stuart statue, erected in 1907, is the first monument Stoney promised would be removed following the holiday weekend.The mayor said it would cost .8 million to remove the statues. He said the money would come from the Department of Public Works and be reimbursed by a private fund.While city attorney Haskell Brown told Richmond City Council that Stoney did not have the power to remove statues, Stoney said he believed he is on sound legal ground to remove the statues using his emergency powers as the Emergency Management Director."That's in our Emergency Operations Plan. That is also the part of the governor's declaration of emergency that I'm the emergency manager," Stoney said. RICHLAND, Texas (AP) — A U.S. Marine believed to have left Arizona for California's Camp Pendleton never arrived, but was found days later at a Texas rest area, unharmed.Lance Cpl. Job Wallace was taken into custody Saturday night by Naval Criminal Investigative Service and other law enforcement officers at a rest area in Navarro County, according to a NCIS statement cited by The San Diego Union-Tribune.The 20-year-old had last been seen leaving a friend's house in Surprise, Arizona, on Monday night, his mother, Stacy Wallace, said. He was due back at Camp Pendleton after a three-day leave that took him home to the suburbs west of Phoenix and a camping trip.About an hour south of Dallas, Navarro County is more than 1,100 miles (1,770 kilometers) east of Surprise and in the opposite direction from Camp Pendleton in Southern California.RELATED: Family searches for answers after Marine bound for Camp Pendleton disappearsThe statement from Kurt Thomas, the special agent in charge of the NCIS Marine Corps West field office, did not include details about how Wallace was found or what he was doing.Stacy Wallace had said her son loved the Marines and was excited to get back to Camp Pendleton, having been recently promoted."He got into several colleges and missed scholarship opportunities just so that he could be a Marine, because he felt it was his duty to serve his country," Wallace said.Wallace's mother had said law enforcement officials told her that her son's phone was last pinged Monday night in Arizona. But a Border Patrol camera spotted his truck the next morning traveling eastbound on Interstate 10 near Fort Hancock, Texas, southeast of El Paso.A Surprise police spokesman had said officers took a report and turned the matter over to the Naval Criminal Investigative Service.
