SAN DIEGO (KGTV) -- In an effort to help San Diego's homeless population, the City of San Diego is proposing a third storage facility the homeless can use to store their belongings. The city organized a town hall in July to gather input for the facility that would be placed on 54th and Lea Street.According to the San Diego Housing Commission, the facilities provide a "safe place for individuals who are experiencing homelessness to keep their belongings as they look for work, attend classes, or meet with a service provider or doctor."One of the centers, located on the 200 block of 16th Street, provides bins for more than 400 homeless individuals. Although the centers provide a service to San Diego's homeless population, some residents have made their opposition clear. Before one of the facilities opened in Sherman Heights, residents voiced their concerns. Neighbors told 10News they worried the facility would increase illegal activity and pose safety concerns in the area. To address concerns, security was placed inside the building as well as patrols sent out into the neighborhood. They also recommend that families practice their disaster plan so they're ready when an emergency happens.When an earthquake does happen, families should drop, find cover under something sturdy, and hold on to that cover. If there isn't anything sturdy, find an interior wall that is not near any heavy furniture or glass, scoot down and cover your head.If outside, find an open area away from buildings, trees, or anything overhead such as utility wires, sit down, and cover your head.While San Diego County has sparse earthquake activity compared to the rest of the state, one big enough can send tremors into our region.Residents can also sing up for AlertSanDiego mobile alerts from the county. SAN DIEGO (KGTV) — In a typical year, California teachers spend an average of 4 of their own money on classroom supplies, but with districts preparing for distance learning this fall, educators are facing a different set of expenses.In the Vista Unified School District, 5th-grade teacher Keri Avila said she had to create a home office, starting with upgrading her internet.“I think in the beginning it was an oversight. The schools did a really good job making sure students had connectivity and I think you expect teachers would have the connectivity they need. But a lot of us didn’t,” said Avila, who is also the vice president of the Vista Teachers Association.Many teachers in the South Bay Union School District had to upgrade their internet bandwidth, especially with other family members working from home simultaneously, said Vanessa Barrera, a 3rd-grade teacher, and president of the Southwest Teachers Association.In a survey at the beginning of the pandemic, 1% of the teachers in her district said they had no internet at all. Twenty-five percent said they lacked a home office workspace, she said.Although districts provided laptops for educators, some teachers purchased office furniture, web cameras, specialty applications, and other equipment to facilitate lessons.“In our district, we were just provided with our laptop," Barrera said. "We were not allowed to bring home the printers, document cameras, Elmos.”An Elmo is similar to an overhead transparency projector that connects to a computer. Barrera said some teachers in her district had to rig together solutions of their own, using cell phones and flexible stands purchased online.Districts have pledged to roll out mobile hotspots to teachers with connectivity issues, but the cost of upgraded home internet continues to be the subject of negotiations between districts and unions, Avila and Barrera said.Classroom costs could rise once students return to campuses because of CDC guidance that kids should not share supplies.“Previously you might have bought a pencil box for a table to share, well that’s not going to be acceptable now,” said Barrera. “Whatever the cost will be for the coming year will depend on what this school year will look like, but as teachers we just forfeit the money to make sure students have what they need.” 2328

SAN DIEGO (KGTV) - Law enforcement agencies across San Diego County must comply with a new law designed to increase transparency of police misconduct.Senate Bill 1421 requires departments to release records of officer-involved shootings and major uses of force, officer dishonesty and confirmed cases of sexual assault to the public.Earlier this year several police associations in San Diego County sued to block the release of records, arguing Senate Bill 1421 doesn’t contain any express provision or language requiring retro-activity or any clear indication that the legislature intended the statue to operate retroactively.They claimed the bill eliminates the longstanding statutory confidentiality of specified peace officer or custodial officer personnel records.In March a judge ruled the bill applies retroactively to all personnel records of peace officers not only now but before January 1, 2019.The Judge ruled no records could be released before March 29 giving the unions time to appeal if they want. It does not appear any have appealed.Some agencies tell 10News they plan to start releasing records this week.10News is still waiting to hear from other local agencies about when they are planning to release records. 1238

SAN DIEGO (KGTV) -- Looking for a summer job? The City of San Diego is hoping to fill 46 positions at city pools. According to the city, all 46 lifeguard and pool management positions are available at 13 different facilities. Anyone interested has to attend an initial tryout to assess basic swimming skills and qualify to enroll in the city’s lifeguard training program. RELATED: State offers money to help boost college savings accounts Tryouts are being held Tuesday, March 19 and Thursday, March 21, 2019, at the Tierrasanta Pool from 5 – 7 p.m. and Tuesday, March 26, 2019 at Vista Terrace Pool in San Ysidro from 9 – 10 a.m.Those who pass will need to attend a week-long lifeguard training program. The course teaches safety, first aid and lifesaving procedures. The program costs 1 and scholarships are available, the city says. Participants who graduate the program will receive American Red Cross Lifeguard Training and Title 22 First Air certifications and will qualify to work as a lifeguard at city pools.
