The Chicago Police Department is under fire after a video surfaced showing department officers helping the Norfolk Southern Police in an operation that used "bait trucks," container trucks filled with goods left to attract potential thieves.The Facebook video, shot last week by community activist Charles McKenzie, shows a white unmarked truck parked in the largely black Englewood neighborhood."The police parked a truck with boxes of Nike shoes in front of kids ... and when people hop in the truck the police hopping out on them," McKenzie wrote on Facebook.The truck was part of a surveillance operation, nicknamed "Operation Trailer Trap" by police, used to target individuals who had been breaking into freight containers at Norfolk Southern rail yards, Norfolk Southern told CNN. The rail company has its own police force.A man was arrested on August 2 as part of the sting and charged with burglary. The Cook County State's Attorney's Office said the charges against the suspect were dropped on Thursday. The office did not provide additional details about why the suspect was no longer being charged. According to the Chicago Tribune, the suspect is deaf and communicates through sign language, and told police he had entered the trailer to take food.Norfolk Southern dismissed claims that youths were targeted in the operation, adding the suspect apprehended "cut open the safety seal with box cutters, broke into the back of the trailer and only then did they find retail shoes in unmarked brown boxes, previously secured and hidden inside.""Norfolk Southern has the responsibility to ensure the freight we are transporting is safely delivered and does not pose a risk to the communities in which we operate," Norfolk added in a statement. The good news is Americans are getting COVID-19 test results back, on average, a day faster than they were over the summer. The troubling news, according to experts, is that it is still taking three days on average for Americans to find out their COVID-19 status and this is not quick enough to help with contact tracing and quarantine efforts to slow the spread.Researchers from several universities, including Harvard, Northeastern, Northwestern and Rutgers universities, have been collecting data and conducting surveys for months since the beginning of the coronavirus pandemic.“Prompt test results constitute the foundation of a successful COVID-19 containment strategy,” researchers state at the beginning of their paper.Data now shows, of the participants who got a test for the coronavirus in late September, the average wait time was 2.7 days.In early August, the group announced their survey data showed the average wait time nationwide was 4.1 days. More than 30 percent of participants reported, at the time, they didn’t get test results back until four days or longer.The percentage of people getting results within 24 hours is also increasing; the September survey showed 37 percent of people getting results back in one day, compared to 23 percent over the summer.“Rapid turnaround of testing for COVID-19 infection is essential to containing the pandemic. Ideally, test results would be available the same day. Our findings indicate that the United States is not currently performing testing with nearly enough speed,” researchers said.Disparities still exist for Americans who are Black or Hispanic. Although wait times are shorter for these groups as well compared to summer numbers, they are still, on average, a day or more longer than white test takers.In the latest survey, Black Americans reported waiting an average of 4.4 days for results, and Hispanics reported waiting 4.1 days. By comparison, white and Asian Americans reported wait times of 3.5 and 3.6 days on average, respectively.Also troubling for trying to control the spread of the coronavirus, the data shows how many of those who tested positive had some sort of conversation about contact tracing.“Only 56% of respondents who received a positive COVID-19 test say that they were contacted for the purpose of contact tracing,” the survey found.The survey talked to more than 52,000 people across all 50 states and the District of Columbia. 2434

The Department of Justice on Monday identified New York City, Portland and Seattle as cities that have allowed "violence and destruction of property to persist," as outlined in a presidential memorandum that could restrict access to federal funding.Earlier in September, President Donald Trump issued the Memorandum on Reviewing Funding to State and Local Government Recipients That Are Permitting Anarchy, Violence, and Destruction in American Cities.The measure allows the DOJ to target city governments that the agency believes has not taken steps to mitigate widespread criminal activity.So-called "anarchist jurisdictions" that meet the DOJ's criteria are subject to a 30-day review by the director of the Office of Management and Budget, who will issue guidance on restricting eligibility for federal grants, according to the presidential memorandum."When state and local leaders impede their own law enforcement officers and agencies from doing their jobs, it endangers innocent citizens who deserve to be protected, including those who are trying to peacefully assemble and protest," Attorney General William Barr said Monday in a statement. "We cannot allow federal tax dollars to be wasted when the safety of the citizenry hangs in the balance. It is my hope that the cities identified by the Department of Justice today will reverse course and become serious about performing the basic function of government and start protecting their own citizens."In New York City, the DOJ cited a monthslong spike in gun violence in conjunction with the City Council's approval of a fiscal budget that reallocated billion from the NYPD toward community and youth programming. The Federal Trade Commission (FTC) is cracking down on glasses and contact prescribers who may try to stop you from shopping around.The FTC sent warning letters to almost 30 different eyeglass prescribers. The letters say the prescriber must give a copy of the prescription to the patient without them asking.They can't charge a special fee for doing that and they can’t force you to buy from them just because they did the examination.“However, there were a lot of prescribers that just weren't doing that,” said Linda Sherry, Director of National Priorities at Consumer Action. “If you asked for it, in most cases, you would get it. They also are required to post notices in the offices to say that you have a right to your prescription and a lot of prescribers we're not posting those notices.”Consumer Action is educating people on their eyeglass and contacts prescription rights. Sherry says prescriptions allow you to go online and to other eyeglass and contact sellers to shop for the best deal.Another thing she says to ask for, especially if you're shopping online, is pupil distance. It may not be on the prescription.“I had an experience where I asked for the pupil distance and was told that would be to put the pupil distance on, so I was like, ‘I've been coming here for three years and you've obviously measured my pupil distance, because I bought glasses from you. So, all you have to do is open your records and tell me my pupil distance.’ And they did do it, but there was that moment there when she said for the pupil distance measurement when I thought, ‘oh, something's very, very wrong here.’”Prescribers shouldn't be charging for that info either.If you're having trouble getting prescription information from your provider, you can contact the FTC.
