SAN DIEGO (CNS) - The Board of Supervisors today voted unanimously to make San Diego County's million Small Business Stimulus Grant program available to all businesses affected by COVID-19 safety restrictions.Supervisors voted to expand the small business relief program via teleconference after hearing an update on the county's efforts to combat the spread of the virus as well as information about future vaccine distribution.They also heard from numerous businesses owners angry over the newest state restrictions mandated by Gov. Gavin Newsom.The restrictions, which went into effect at 11:59 p.m. Sunday, were triggered when intensive-care unit bed availability remained below 15% afterSaturday's daily update, according to the California Department of Public Health. New infections and hospitalizations from the coronavirus have surged in San Diego County, which reported its third-highest daily total of COVID-19 cases on Monday with 1,998.It was the seventh consecutive day with more than 1,000 new cases and the 15th time in the last 18 days. A record 2,287 infections were reported Friday. The cases reported Monday bring the county's cumulative total to 94,169.No new deaths were reported Monday with the total remaining at 1,062. The county has received nearly 0 million in federal CARES Act funding to help residents and businesses since the pandemic started earlier this year.Supervisor Nathan Fletcher, who proposed expanding the business aid, said he understands the impact a regional stay-at-home order has on business owners, and ``expanding this economic stimulus program will provide bridge funding to support them and their workers while the restrictions to slow the spread are in place.''Fletcher, who also serves as co-chair of the county's COVID-19 subcommittee, added that he understands people are frustrated by restrictions, but ``when we go from 200 to 2,000 cases a day, we have to change what we're doing.''Dr. Wilma Wooten, county public officer, told the board that the state of California is anticipating 327,000 doses of a COVID vaccine in mid December, with San Diego County expected to receive 28,275 doses in the state's first round of distribution.``I'm encouraged that our way forward will be seen with vaccinations to (create) herd immunity,'' she said. As she has at other county meetings, Wooten again urged residents to follow guidelines, including washing hands and maintain social distancing.``We can flatten the curve again,'' she said. ``We can come out of this in a way that saves lives.''Many residents who called in during the update's public comment period voiced their frustrations over how the restrictions are harming them, their families and businesses. Along with business closures, the restrictions also apply to certain outdoor facilities, including playgrounds.Paula Steger, co-owner of Artistic Laser Productions, said while it's important for everybody to wear a mask and wash their hands, it's also `` time to go about your daily lives.''She said her business lost ,000 worth of contracts because of restrictions.``I was 7 when the Hong Kong flu hit,'' Steger said. ``The world didn't shut down then, and we got through it. I'm done. I'm going to work wherever I can in a COVID-safe manner.''Dr. Holly Yang, president of the San Diego County Medical Society, reminded residents that the fastest way to reopen the economy is to get the virus under control.``We are at a critical moment -- the majority of the county is doing the best it can to reduce spread of the virus,'' Yang said.A motion by Supervisor Jim Desmond that would allow certain county staff not to enforce closure of playgrounds failed. ``This is for our kids,'' who have a much better tolerance towards the coronavirus, said Desmond, board vice-chairman.His colleague Dianne Jacob said she'd also like to see the playgrounds opened up, but it would be irresponsible of the county to defy state orders.``Whether we like it or not, that's what exists,'' she said. ``Otherwise, that encourages civil disobedience.'' SAN DIEGO (CNS) - Police arrested two people and seized various merchandise from an illegal marijuana dispensary, an officer said today.Narcotics investigators served a search warrant at the dispensary, called Miramar Private Club, around 10 a.m. Thursday, San Diego Police Lt. Matt Novak said in a statement. The dispensary was operating in a building near the intersection of Spectrum Lane and Camino Santa Fe.Police arrested and issued citations to two employees for possession of marijuana for sale and operating a business without a permit.Officers seized six pounds of "high-grade" marijuana, more than 800 pounds of marijuana concentrates and edibles and ,300 in cash, Novak said.They also found information that led to the search of an apartment in Mission Valley, off Reflection Drive north of Friars Road, believed to be associated with the dispensary.There, officers seized an additional three pounds of marijuana, more concentrates and edibles and ,500 in cash.Narcotics detectives will continue to investigate illegally operating dispensaries in San Diego, Novak said."All owners and employees found operating these illegal businesses will be arrested and prosecuted," Novak said in the statement. 1222

SAN DIEGO (CNS) - San Diego Gas & Electric warned its customers Tuesday that a new wave of scammers is targeting them and threatening to cut off their service unless they pay their utility bills immediately with prepaid cards.The most common tactic reported is scammers impersonating SDG&E's billing department and asking for payment via Green Dot MoneyPak, a way of sending cash via prepaid or bank debit cards.According to the utility, in these scams criminals typically threaten immediate power shutoffs to scare customers into making an immediate payment. Once customers purchase prepaid debit cards or make wire transfers based on the scammer's instructions, they are asked to call another phone number to provide the card information, which allows the thieves to steal the money.It can be especially confusing for victims, according to an SDG&E statement, as the phone number scammers use might play a recorded message and menu options that mimic SDG&E's official customer service line, which is 1-800- 411-7343. When victims call the number provided by scammers, they might hear a recorded message that tells them they are calling SDG&E's business line. They are given different menu options, including one to pay their bill or to report a gas leak or power outage.Utility officials say SDG&E will never:-- call a customer to proactively ask for payment information during the call. Customers may receive communications directing them to pay their bill via their MyAccount at sdge.com, use the Billmatrix system, or to call and use the automated pay-by-phone option at 1-800-411-7343-- request that a customer use pre-paid debit cards for payments or cryptocurrencies to pay their bill-- send emails with an online payment method with a QR codeIf a customer is asked for payment over the phone, it is a scam and they should hang up immediately.Utility officials say people should only provide financial information by telephone if the customer initiated the call. If asked to do so by a suspected scammer, they should hang up and call SDG&E directly to verify information about the account. Customers can also view their account status, including bills and payments, through SDG&E's mobile app or via sdge.com/myaccount."Criminals work year-round to come up with new ways to defraud people," according to a company statement. "SDG&E works hard to make sure customers know what to do if they are targeted. SAN DIEGO (CNS) - San Diego City Council candidate Kelvin Barrios suspended his campaign today, following allegations of ethics violations.Barrios was running for City Council District 9 in the seat soon to be vacated by Council President Georgette Gomez.``Throughout this race I have been hit, morally and mentally, more times that I can even count,'' Barrios' statement released Monday said. ``And I get it -- there were issues, we needed to address them.``It seemed like every time I did, we would collectively shift away focus from the real needs of our community. SAN DIEGO (CNS) - Sheriff's deputies in East County arrested 36 people today in a warrant sweep, clearing 44 misdemeanor warrants and two felony warrants.The sweep included the cities and unincorporated areas of Lemon Grove, Spring Valley, Jamul, El Cajon, La Mesa and Rancho San Diego.The Sheriff's Department's Court Services Bureau-Field Division conducted the search and arrest of people with outstanding warrants regardless of the charge or bail amount.The department encouraged people who have outstanding warrants to turn themselves in between 8 a.m. and 5 p.m. Monday through Friday at any sheriff's court facilities. 633
