SAN DIEGO (KGTV) - "It's not fair and it's not right," says Warren Peters of Spring Valley. He says he's been watching his son, Jahmes, spend several months fighting for his federal tax return. "People need this money. People have worked for this money. People have earned this money," says 24 year-old Jahmes.The young man tells Team 10 that he filed online in February and received his state refund, but not his federal refund. It's now been more than 7 months. A return summary shows he's owed almost ,200 from the IRS.Jahmes says he's between jobs and burning through his savings. His father tries to help but says he's retired and on a fixed income, so his means are limited."It doesn't feel too good depending on your dad at 24-years-old," Jahmes tells Team 10. Jahmes says he has repeatedly called, emailed and written to the IRS. He adds he was once asked to appear in-person to verify identity, which he says he completed. However, he says his efforts didn't yield clear answers from the IRS.On the IRS website, he showed us what he says is his filing status. "Your tax return is still being processed," is what it reads. "If the circumstances were different, [the IRS] would be knocking on [our] door looking for their money," says Warren Peters. "The IRS is just understaffed and overworked," says tax attorney Ronson Shamoun, CEO of Downtown San Diego's RJS Law Firm. He says long delays are not uncommon. "Yet, after it's been so long, there should be some indication as to what's going on or some sort of game plan as to what you can do."Shamoun says the best route to take is contacting the Taxpayer Advocate Service, which was created by Congress to facilitate aid for taxpayers dealing with related issues. The IRS website reports that most refunds are issued in less than 21 calendar days, but explains there are a number of reasons for delays, including possible errors, incomplete returns, and concerns about identity theft or fraud.  The IRS says it cannot respond to media inquiries about specific cases."He does have a right to be upset. He definitely does," says Shamoun. The Taxpayer Advocate Service can be reached https://taxpayeradvocate.irs.gov/   2371

SAN DIEGO (KGTV) — A 14-year-old teen has been arrested and charged with a hate crime after punching a Rabbi near a University City synagogue, police say.San Diego Police said Rabbi Yonatan Halevy, of the Shiviti Congregation, was walking near the synagogue located near 3200 Governor Drive on Oct. 10, when he was punched by the teenager. The teen reportedly yelled racial slurs during the attack and fled the location, police added. SAN DIEGO (CNS) - Traffic volume in the San Diego region was at its lowest point this year in April, and volume remains relatively low and speeds higher compared to 2019, according to an interactive map released Tuesday by the San Diego Association of Governments.The SANDAG Highway Hot Spots & Volumes Tracker measures weekday month-by-month vehicle miles traveled on local highways, including traffic speeds and average daily traffic volumes -- which, this year, reflect fewer cars on the road due to the pandemic. The data available on the tracker includes March through October 2020, and users can also compare current data to the same time in 2019. The SANDAG tracker is updated monthly."This new tool is intended to be a resource to assist community members and local leaders with current traffic data to make regional decisions," said Cynthia Burke, SANDAG director of research and program management. "The Highway Hot Spots & Volume Tracker Highway Hot Spots & Volumes Tracker has shown us that the greatest drop in traffic volumes this year were seen in April when we were down 44%, compared to the same time last year."The SANDAG tracker also shows that between June and October, traffic volumes hovered between 15% and 16% lower than compared to 2019.The number of vehicle miles traveled on eight local highways reflected that same trend. Data shows that in October, traffic remained lowest on State Route 163, which was down 29% compared to October 2019, and that State Route 78 and Interstate 805 were the closest to last year's figures at this time -- down 11% and 13%, respectively.The tracker offers multiple ways to interact with and explore the data, such as filtering to focus on points of interest and selecting data points in the chart to make simultaneous comparisons.SANDAG picked several San Diego region hotspots of particular interest, including Southbound Interstate 15 at Deer Springs Road, Southbound Interstate 5 at Manchester Avenue, Northbound I-805 at Governor Drive and Westbound State Route 52 at Mast Boulevard.Speed data at each of the hot spots during morning peak periods revealed that in October, speeds were up an average of about 6 mph compared to March.The largest increases were seen at Northbound I-805 at I-15 -- 13.7 mph faster in October -- and Westbound Interstate 8 at Waring Road -- 10.5 mph faster. SAN DIEGO (KGTV) - A group of San Diego Star Wars cosplayers are committed to charity work, not galactic control.Dressed as the "bad guys" of the Star Wars universe, the Imperial Sands Garrison can be found visiting children in the hospitals or supporting fundraisers. The group tries to attend more than 150 events a year."There's nothing better than going up and getting a high-five from the kids," says local commading officer Todd Mullen.Though over 100 strong, the Imperial Sands Garrison is only part of a much larger network.
