SANTEE, Calif. (KGTV) - A rare and beloved family tortoise disappeared from a Santee backyard, possibly grabbed by a thief.Along Jeremy Street, one fenced yard feels especially empty."Heartbroken. My whole family is heartbroken," said a tearful Melanie Clark.Shelly, a 20-year-old leopard tortoise, disappeared about three weeks ago. Clark and her husband returned home from a trip and opened the sliding door but Shelly never came in. Days before returning, Clark says her daughter put down some lettuce on the backyard patio. The couple discovered it half-eaten, which was odd. Usually, Shelly comes back and finishes it.Still, Clark wondered if Shelly wandered off. "We checked all along the fence and saw no gaps," said Clark, who believes it all adds up to a thief."I'm just afraid that somebody saw her and said, 'What a beautiful animal, and I want that beautiful animal,'" said Clark.The foot-long, ten-pound tortoise is unique in its yellow-and-black coloring and origins. "She was one of the last South Africa tortoises to be imported into the United States," said Clark.Clark purchased Shelly at a local pet store before a 2001 ban on the importing of leopard tortoises to the U.S. They were banned because of a certain tick the tortoises may carry.The tortoise, native to Africa, is sensitive to cold temperatures."I'm just worried about not being kept warm. We bring her inside when it's cold. We use special lights and heat to keep her warm," said Clark.She made a plea to the person who took Shelly."Please bring her home to us. She's not just a tortoise. The split ruling found that government’s emergency powers override what in normal times would be fundamental constitutional rights. The 9th Circuit Court of Appeals ruled that South Bay United Pentecostal Church in San Diego cannot reopen immediately. School nurses already have a lot of responsibilities, but the possibility of students being back in classrooms this fall may add a new duty: screening for COVID-19."There seem to be no certainties. The guidance changes frequently and there is some concern that the guidance doesn’t take into account the realities in a school building," says Laurie Combe, the President of the National Association of School Nurses.Combe says the pressure will be on school nurses to help screen and isolate any students or staff who could be showing symptoms of COVID-19. But not all schools across the country have the ability to do this."We're supposed to isolate those students or staff members and does a school have the space or capacity to do that?" says Combe.According to the Department of Education, there are 98,000 public schools in the United States. The National Association of School Nurses’ research has shown 25% of those schools have no access to a school nurse."Not part-time, not one nurse covering multiple schools, just no school nurse," says Combe.“COVID has revealed to us is that schools are relying heavily on school nurse expertise to guide their procedures and policies moving forward into reopening,” Combe added. “So what do those schools that don’t have a school nurse do?"Visalia Unified School District in California has about 32,000 students. The district's 12 credentialed school nurses help lead an additional 36 nurses in meeting students' health needs."Our health department reached out and identified the 12 school nurses as emergency disaster workers so instead of enjoying a summer vacation, the nurses are working at the health department and helping to monitor COVID," says the district's Director of Health Services Suzie Skadan. Skadan says that extra experience will be helpful when school is back in session."They will have this additional experience and hands-on happening so they will know what to do when we come back," says Skadan.Visalia unified is working closely with their local health department to put every CDC-recommended protocol in place come the fall."It is an added burden for the school nurse but it's very necessary to keep our students safe. So we think planning ahead and having systems in place will make the best of this situation," says Skadan. Both the National Association of School Nurses and Visalia Unified say ideally there'd be more nurses on hand this fall."Unfortunately, we're having big budget cuts. It's been a bad budget year and then we have COVID on top of that so we are not hiring additional nursing staff. We schedule people around to make things work so hopefully we can manage it this way," says Skadan.While not every school will have the ability to test students for COVID this next school year, the National Association for School Nurses expects more students will be tested. Combe refers to a recent conversation she had with a teacher."I said, ‘So what are you going to do if a child in your classroom starts coughing?’ Normally you would send that child to get some water or you know help them manage that. She said, ‘I’m sending that child to the school nurse,'" says Combe.Combe says nurses focus much of their time on health education for students, faculty and their entire school community, a role that will be amplified come next school year. 3334

(KGTV) -Business owners in San Ysidro worry that yet another month of restrictions on non-essential travel between the US, Mexico, and Canada could close them for good.For the eighth month in a row, the land borders between the United States and its neighboring countries to the north and south will remain closed to non-essential travel to help limit the spread of COVID-19.Monday U.S. Customs and Border Protection officials confirmed the extension would last through at least December 21st.Geneva Gamez and her family run Tacos La Fronterra in San Ysidro. "It's kind of been a roller coaster ever since. Everything keeps changing," said Gamez. The agreement continues the hold on tourism and recreational trips, but essential business and trade are not affected. Crossing for educational or medical reasons is also permitted. "You don't get much traffic down there unless somebody is going into Mexico or coming back from Mexico," said Gamez.Gustavo De La Fuente is the executive director of the Smart Border Coalition. He said the impact of the restrictions is far-reaching." You're looking at a little over 700 businesses that could close definitely, and that's actually very worrisome," said De La Fuente. The holiday season is when many of the business owners make most of their money."This is the time of the year when 80% or more of their sales are coming for the entire year, their sales are most of their sales are concentrated in these last 5, 6 weeks of the year," said De La Fuente. Gamez hopes people remember the family-owned businesses when they're doing their holiday shopping. "It's affecting part of the San Diego community that's somehow you know isolated, cause it's so close to the border and it's often forgotten, if people could just make the effort if they can, to drive down there or somehow support small businesses in the area, they'd be doing a lot of good for that part of the community." 1946

  

SAN FRANCISCO, Calif. – California has confirmed its first openly gay justice to the state’s supreme court.Martin J. Jenkins made history Tuesday as he was confirmed as Associate Justice of the Supreme Court of California. The appointment was approved by a unanimous vote in the supreme court courtroom in San Francisco.Justice Jenkins fills the vacancy created by the retirement of Justice Ming Chin on Aug. 31, according to a press release from the state’s judicial branch.Along with being the state’s first openly gay justice, he’s also only the third African American man ever to serve on the court.The judicial branch says Jenkins has held several prominent state and federal judicial positions throughout his career, with his most recent being the governor’s judicial appointments secretary.Prior to his role with the governor, Jenkins served as an associate justice on the First District Court of Appeal from 2008 to 2019. He was appointed by President Bill Clinton to the U.S. District Court for the Northern District of California in 1997 and served on that bench until 2008.Jenkins earned a Juris Doctor degree from the University of San Francisco School of Law. 1180
