ROCKFORD, Ill. (AP) — Police say a gunman opened fire inside an Illinois bowling alley, killing three people and injuring three others during what authorities believe was a random attack. O'Shea did not immediately release additional information about the person of interest or the victims. A media briefing is expected to be held on Sunday morning.According to WREX, police received a call around 6:55 p.m. Saturday stating someone was shooting inside the bowling alley.WREX reported that police could not confirm the conditions of the three people injured in the shooting, but said at least two teenagers were shot. According to WREX, police could not confirm if the victims were patrons of the bowling alley or worked there.O'Shea says he did not think any officers fired their weapons. Robert Davis, 70, faces criminal charges after he was caught in South Florida allegedly using a device that concealed his license plate while driving past toll stations, WPLG-TV reported. For the last 18 months, social media users have been posting videos of a Chrysler van driving past toll stations with a concealed license plate. Until last week, Florida Highway Patrol was unable to find the van. But on Saturday, an off-duty Florida Highway Patrol officer finally spotted the van near Homestead, Fla. "I kind of realized that is the guy and I had to call it in," Lieutenant Alejandro Camacho told WPLG. "And then troopers came and stopped him and made an arrest. "Florida Highway Patrol officials allege that Davis used a remote control that drops a cover over the license plate to conceal the license plate. It is unclear how many times Davis allegedly used the device. Davis was arrested on charges of organized fraud, cheating and petty theft, WPLG said.  1006

Richard Pinedo, a California computer whiz caught by the special counsel's office selling fake online identities to Russians, will be sentenced by a federal judge in Washington on Wednesday, making him the third defendant to learn his sentence in Robert Mueller's probe.Pinedo is one of the more unusual and relatively unknown defendants caught in Mueller court actions so far.In memos sent to a federal judge before his sentencing, Pinedo's defense team and prosecutors capture just how far-reaching the high-profile special counsel investigation into the 2016 election has been.Pinedo ran a website that sold dummy bank accounts to eBay users having trouble with the online transaction service PayPal. His service allowed people online to breeze through PayPal's financial verification steps. He pleaded guilty to one count of identity fraud during a confidential court hearing in D.C. federal court on February 12. His case was made public four days later, when the Justice Department announced its indictment of 13 Russians and three companies for running an online election propaganda effort.Since his guilty plea was unsealed, Pinedo says he's faced online harassment and safety risks because of the national attention.Pinedo asked Judge Dabney Friedrich of the U.S. District Court in D.C. to spare him from serving time in prison. Prosecutors haven't asked the judge for any particular sentence — though they did stop short of asking for his imprisonment in a recent court filing.Prosecutors told the judge that Pinedo gave them "significant assistance" and that his admissions and testimony "saved the government significant time and resources in the investigation."The prosecutors describe Pinedo's crime as "identity fraud on a large scale, committed remotely through the ease of the internet, with real-life damage inflicted on scores of innocent victims," according to their memo to the judge. Since they wrote to the judge in late September, Friedrich has asked for clarification on the number of victims.Court staff calculated a recommended sentence of 12 to 18 months in prison for Pinedo, but given the prosecutors' leniency in their argument before his sentencing, it's unlikely he'd serve that much time, if any.Previously, two other defendants in the Mueller investigation, the Dutch lawyer Alex Van Der Zwaan and former Trump campaign adviser George Papadopoulos, received 30-day and 14-day prison sentences, respectively. Both had lied to investigators.Several other defendants who've pleaded guilty to charges from Mueller, including former national security adviser Michael Flynn, former Trump campaign chairman Paul Manafort and his deputy Rick Gates, have not yet been sentenced. 2711

RICHMOND, Va. -- The governor of Virginia is calling on the state's school districts to change school names and mascots that honor Confederate leaders. In a July 6 letter addressed to Virginia School Board Chairs, Gov. Ralph Northam compared the Confederate school names to Confederate statues, saying they have a traumatizing impact on students, families, teachers and staff of all backgrounds."When our public schools are named after individuals who advanced slavery and systemic racism, and we allow those names to remain on school property, we tacitly endorse their values as our own. This is no longer acceptable," Northam wrote. The governor said the names also perpetuate the hurt woven into a past of slavery and racism and sends students a clear message on "what we value the most.""Recognizing the harmful impact these school names have on our children, I am calling on school boards to evaluate the history behind your school names," Northam wrote."The financial costs of changing school names are minimal compared to the generations that suffered through American slavery, the Confederacy, the Jim-Crow era, massive resistance, and contemporary manifestation of systemic racism, like the school to prison pipeline," he added.Northam says he is looking forward to working with the school leaders to create a Commonwealth reflective of the values Virginians hold most true today."Now is the time to change them to reflect the inclusive, diverse, and welcoming school community every child deserves, and that we as leaders of the Commonwealth, have a civic duty to foster."State Superintendent James Lane echoed the governor's sentiment in a statement Tuesday.“Our schools should be welcoming to all students, and the names and mascots of our schools should not promote a history of racism,” Lane said. “I believe that the governor’s letter will prompt overdue conversations about inclusiveness in the few divisions that still have buildings with Confederate names.”There is currently a lawsuit, filed by the Hanover County NAACP chapter, challenging the use of Confederate names and imagery at Lee-Davis High School and Stonewall Jackson Middle School. The lawsuit argues the nicknames violates students' first amendment rights.A hearing in that lawsuit is scheduled for March of 2021.In Henrico County, Douglas freeman High School is asking for input from students, families, and alumni on potentially changing their nickname, the Rebels. This story was originally published by Vernon Freeman Jr. at WTVR. 2520

SACRAMENTO, Calif. (AP) — California moved Friday to eliminate climate-changing fossil fuels from its fleet of 12,000 transit buses, enacting a first-in-the-nation mandate that will vastly increase the number of electric buses on the road. The California Air Resources Board voted unanimously to require that all new buses be carbon-free by 2029. Environmental advocates project that the last buses emitting greenhouse gases will be phased out by 2040.While clean buses cost more than the diesel and natural gas vehicles they will replace, say they have lower maintenance and fuel costs. Supporters hope creating demand for thousands of clean buses will bring down their price and eventually other heavy-duty vehicles like trucks.California has 153 zero-emission buses on the road now with hundreds more on order. Most of them are electric, though technology also exists for buses powered by hydrogen fuel cells."Every state could do a strategy like this," said Adrian Martinez, an attorney for Earthjustice, an environmental legal group that supports the rule. "This is something that California did first because we have major air quality and pollution problems, but this is something other states could pursue."Existing state and federal subsidies are available to help transit agencies absorb some of the higher costs of carbon-free buses, along with money from the state's settlement with Volkswagen over the German automaker's emission-cheating software. In approving the mandate, air board members cited both a reduction in greenhouse gas emissions and improved air quality along heavily trafficked transit corridors in smog-polluted cities. The transportation sector accounts for 40 percent of California's greenhouse gases, and those emissions are rising even as electrical emissions have fallen substantially.California needs to drastically reduce transportation emissions to meet its aggressive climate change goals. The California Transit Association, a lobbying group, does not oppose electrifying the fleet but is concerned that zero-emission buses can't match the performance of the existing fleet and that there isn't enough money available for the transition, said Michael Pimentel, who is leading the organization's work on the issue."We do want to work alongside the Air Resources Board and our partners at the state and federal level to address these concerns and to ultimately achieve the goal of fully electrified fleets by 2040," Pimentel said. 2471
