BEIJING, Nov. 3 (Xinhua) -- Chinese Premier Wen Jiabao Tuesday underscored the role of science and technology in promoting the country's sustainable development and weathering the global downturn. Addressing the science and technology community in Beijing, Wen said China should be built into an innovation-oriented country and neo-strategic industries should become the leading force in promoting the social and economic development.     He called on scientists to boost research in such neo-strategic industries as the new energy industry, information networking industry, micro-electronics and nanotechnology, life science as well space and ocean exploration. TAICHUNG, Dec. 22 (Xinhua) -- Negotiators of the Chinese mainland and Taiwan ended a new round of talks Tuesday as the two sides agreed to cooperate in farm produce quarantine and cross-Strait employment of fishermen, as well as to deal with different product quality standards.     In an evening banquet held by the mainland's Association for Relations Across the Taiwan Straits (ARATS) Tuesday, ARATS president Chen Yunlin expressed his gratitude to the Straits Exchange Foundation (SEF) and to those in Taiwan who had contributed to the ARATS-SEF meeting.     The fruitful meetings between the two organizations were made possible by both sides across the Taiwan Strait, Chen said.     He said the two sides should continue to contribute to the peaceful development of the cross-Strait ties despite all difficulties. The ARATS held the banquet to express its thanks to SEF and the people who had worked for the talks between the two organizations    SEF chairman Chiang Pin-kun said negotiations between the ARATS and SEF had helped sign 12 agreements and reach one consensus between the mainland and Taiwan, all of which were aimed for peace and economic prosperity of both sides.     He called on the two sides to overcome difficulties with wisdom.     During Tuesday's meeting, the ARATS and the SEF signed three agreements on farm produce quarantine, the cooperation in standards measuring, inspection and certification, and on cross-Strait employment of fishermen.     "All the topics we choose to discuss are closely related to the interests of people," said Chen Yunlin at the opening of the talks. "The only way to measure our efforts is whether the agreements really benefit people across the Taiwan Strait."     In the previous three rounds of talks since June 2008, the two sides reached nine agreements concerning transport, trade, tourism, cooperation in finance and fighting crime among other issues.     "We have done many things in the past one and half years that should have been done long before. We will work with our Taiwan counterparts to make sure the agreements are implemented and to close loopholes in them." Chen said.     Chiang Pin-kun said Taiwan and mainland must jointly tackle economic challenges, and the establishment of a cross-Strait economic framework should not be delayed.     He called on both sides to contribute to economic prosperity and development as well as long-term peace and stability.     The agreements reached at previous meetings between SEF and ARATS had brought substantial benefits for the normalization of cross-Strait communication and benefited people on both sides, he said.     However, there was room for improvement and both sides needed to carry out further negotiations, he said.     He called for both sides across the Taiwan Strait to continue efforts to push for the development of systematic talks and promote cross-Strait communication and cooperation.     The ARATS and SEF are expected to discuss future negotiations on the Economic Cooperation Framework Agreement (ECFA), although talks on the agreement were not on the agenda of this meeting.     The two sides reached a basic consensus on avoiding double taxation and strengthening taxation cooperation in a preparatory meeting Monday afternoon. DATONG, Shanxi, Dec. 28 (Xinhua) -- Chinese Vice Premier Li Keqiang on Monday called for renovating the hovels in urban areas and at state-owned factories and mines across the country to better the livelihood of needy people.     Renovation of all squatter homes in cities and at state-owned factories and mines should be completed in the next fives years. Those hovels at state-owned forest zones, reclamation areas and coal mines will be renovated within three years, Li told a national meeting.     Different kinds of government funds will be used in the renovation work, and private investment will be encouraged, Li said, adding that favorable tax and land policies will be implemented.     He said the renovation efforts should be open and transparent and respect the wishes of the broad masses. Efforts should be made to avoid corruption.     Li said China will promote the building of low-rent houses to meet people's basic needs for housing.     By the end of 2008, China has 11.48 million families living in hovels, 7.44 million of which live in cities, 2.38 million nearby state-owned plants and mines, 1.66 million in forest zones and reclamation areas.

NANJING, Nov. 29 (Xinhua) -- China hopes the world's major reserve currency will maintain stable, said Chinese Premier Wen Jiabao here Sunday when meeting with three Euro Group leaders.     He was speaking with Euro Group President and Luxembourg Prime Minister Jean-Claude Juncker, European Central Bank President Jean-Claude Trichet and European Union Economic and Monetary Affairs Commissioner Joaquin Almunia ahead of the 12th EU-China summit.     China has maintained the stability of the exchange rate of the Renminbi (RMB), making an important contribution to global financial stability and economic development, he said.     He said China will continue to enhance the flexibility of the RMB exchange rate, acting on its own initiative and in a controllable and gradual manner, and keep it basically stable at reasonable, balanced levels.     Juncker said the EU is willing to strengthen communication and coordination with China on monetary policies.

BEIJING, Dec. 27 (Xinhua)-- Premier Wen Jiabao admitted Sunday that it'd be good if lending by Chinese banks had not been growing on a too large scale as a result of the government's immediate response to the global financial crisis."It would be good if our bank lending was more balanced, better structured and not on such a large scale," he said in an exclusive interview with Xinhua News Agency.     Wen said the State Council had noticed the problem in the middle of the year and moved to correct it. "It has been improving in the second half of this year," he said.
