SAN DIEGO (KGTV) - Two men died after authorities said they jumped from a bridge following a car crash on a Carmel Valley freeway.It's the fourth incident where someone has died after falling off of a San Diego area bridge in a little more than a year.In April Team 10 spoke to Gwendolyn Sneed. Her partner of 20 years, Bob Bruno, died in a tragic incident at the Pine Valley Bridge.Bruno died, not in the accident on the bridge, but while trying to help a family in need. He'd seen a vehicle stopped on the side of the bridge and pulled over to help. Sneed said a family with a baby was stranded. Bruno was in the process of helping move the baby seat when a Ford F-150 pickup truck drove over a patch of ice and barreled toward Bruno.RELATED: 2 dead, 2 teen girls injured after jump from San Diego bridge following car crashBruno jumped out of the way to avoid being hit, but instead of landing on solid ground, he hopped over the side of the bridge guardrail and fell into the canyon below."I think Caltrans just needs to take a look at what the safety measures could be, lighting, higher guard rails, I don't know what that is, signage," Sneed said at the time.While Bruno's incident is tragic, Team 10 discovered two other unrelated incidents where people lost their lives falling off of San Diego-area bridges in the span on a year.In September 2018, Caltrans Highway Maintenance Lead Worker William Casdorph fell while he and his crew were doing maintenance work on the southbound State Route 163 overcross to southbound Interstate 805. He sustained significant injuries and died at the hospital.In April 2018, Martin Lapisch fell to his death from State Route 125 in the Bonita area after a crash in which his car struck and killed a deer on the freeway. Authorities said it appeared he jumped over the side of the bridge, possibly to get to a safe location, and didn't realize there was a 40-foot drop.In April, investigator Adam Racusin asked Caltrans about safety when it comes to bridges and overpasses."We are always looking for improvements of safety whether it's on our bridges or our regular highways," Caltrans Headquarters Division Chief of Maintenance Dennis Agar said at the time.Agar told 10News the agency always talks about incidents or close calls and how to prevent them. They even travel to other states to see how they handle safety."We make sure we do everything we can to address the concerns, especially with safety that brings up to our office and we try to address it statewide," he said in April.On Wednesday Team 10 asked Caltrans if there are any safety measures the agency is looking at to try and prevent this type of tragedy.Late Wednesday afternoon Caltrans Public Information Officer Edward Cartagena released a statement saying, "Caltrans extends its sympathies to the families of the deceased and hopes for a quick recovery for the injured. Although Caltrans will be looking into this incident, we want to allow the CHP to conduct and conclude their investigation."The California Highway Patrol says if your vehicle gets stuck on a bridge try and get to a safe location. If that's not possible, the best thing to do is stay in your vehicle with your seatbelt on and calls 911. 3226

SAN DIEGO (KGTV) — Wherever a Topgolf is built in San Diego, it's bound to tee-up some criticism.But as it stands, a potential East Harbor Island location facing golfers toward the downtown skyline may not end up being an option.The Board of Port Commissioners decided to delay a decision earlier this month on entering an exclusive negotiation agreement with Topgolf.RELATED: Gaslamp Quarter thoroughfare may become a promenadeThe Port directed staff to begin mapping out an agreement with Topgolf late last year. East Harbor Island was floated as a potential location at the time. But an agreed upon location must be chosen first before the negotiation starts.During the Feb. 11 meeting, commissioners were presented a study on developing the Harbor Island site and how Topgolf could work into that plan. Three diagrams showed the site's possibilities, with or without Topgolf:A "phase one" diagram included a potential Topgolf plus a 400-space parking lot and 500-room hotel and parking structure on the east side of the island. The "phase two" rendering kept Topgolf and the east-end hotel, but added a hotel development to the facility's west side that could have a shared parking structure with Topgolf.The final diagram depicted three hotel developments on the East Harbor Island land, without Topgolf. All the diagrams were meant to be illustrative of potential ideas of the site, not an official plan. "I'm just not feeling it ... I just feel that it's an expensive use. It's a lot of land.""It seems to me we have one decision or one issue we need to discuss, which is do we want to have Topgolf in this location," said chair Anne Moore. SAN DIEGO (KGTV) — Wednesday, San Diegans who live in their cars rallied in Ocean Beach to press the city to allow living in vehicles, as residents in various neighborhoods pressure the city to ban the policy once again.Earlier this year, San Diego City Council members repealed its vehicle habitation ordinance after a federal judge found it unconstitutional which halted all enforcement.Then in March, Mayor Kevin Faulconer announced an effort to bring a ban back. The ordinance would prohibit residents from sleeping in their cars from 6 p.m. to 6 a.m. within 500 feet of a school or house.Residents say reversing the ban leads to broken glass, bottles of urine, drug paraphanelia, and excrement on sidewalks in some areas. But supporters of the policy said Wednesday they don't park in front of homes or litter along roads.The city says they’ve received hundreds and hundreds of complaints about what people living in cars have done to their neighborhoods. SAN DIEGO (KGTV) — With record-breaking temperatures Labor Day weekend, the usual holiday crowd grew larger for San Diego beaches. However, not everyone wanted to join the masses.“But right now it’s so crowded, so crowded and I prefer to avoid that,” said El Cajon resident Celso Patricio.He filled up gallons of water at a water station in East County in preparation. He said the hydration and his air conditioning are how he stays cool in his East County neighborhood.RELATED: Sweltering heat sets several records across San Diego CountyDown the street, Darrin Schallock washed his car at a self-service car wash. He jokingly said the chore is welcomed in the triple-digit heat.“Yeah it’s warm it’s hot, agreed, but that’s why I’m washing my car here, I can wash my car, take a bath, take a shower, save electricity it’s great,” said Schallock.Hot temperatures could break records throughout the holiday weekend. Coastal areas will see highs in the 90s for Saturday and Sunday, and just a few miles inland highs will jump into the 100s, even the mountains. Deserts will be close to 120 for about the third time this summer. A Red Flag Warning will be in effect from 10 a.m. Saturday until 6 p.m. Sunday. It includes inland valleys to the mountains.The heat prompted a state-wide flex alert for the weekend. According to the California Independent System Operator, the flex alert goes into effect Saturday, Sept. 5, and lasts through Monday, Sept. 7. SAN DIEGO (KGTV) — UC San Diego Health and three other UC Health medical centers will begin to recruit participants for an antiviral drug being tested to treat the novel coronavirus.The medical system will start "phase II" clinical trials for the antiviral drug remdesivir. The drug has "shown activity in animal models and human clinical trials of SARS-CoV, MERS-CoV, Ebola, Marburg and other viruses," according to UCSD Health.RELATED: San Diego hospitals start drives for personal protective equipmentRemdesivir is not currently approved for the treatment of any infection by the FDA, but is currently undergoing trials for treating multiple viruses, including COVID-19.“With this type of adaptive study design, if remdesivir proves to be safe and active, the clinical trial may be rapidly adapted to remove the requirement for a placebo arm and add a treatment arm that includes other promising antiviral or other investigational drug to compare with the activity of remdesivir," said co-principal investigator Constance Benson, professor of medicine at UC San Diego School of Medicine and an infectious disease specialist at UC San Diego Health.RELATED: Nurse urges people to turn over N95 masks to San Diego hospitalsUC San Francisco, UC Irvine Health, and UC Davis Health are also participating in the trials.
