SAN DIEGO (KGTV) -- The City of San Diego is working to transform Little Italy into an outdoor dining experience. They're streamlining the process for shops and restaurants to serve more customers while promoting social distancing under a new outdoor dining and shopping proposal.Marla Encinas had to close her Little Italy clothing boutique, Valmare, for two months. "We tried to do online selling but its definitely not the same," said Encinas. But, for any business, fewer customers often means less revenue. The city of San Diego is trying to change that. On Thursday, Mayor Kevin Faulconer announced a proposal to waive fees and fast-track the permit process to bring restaurants and shops outdoors. "They’ll be allowed to maximize outdoor space to allow physical distancing and expand the number of customers they can serve," said Faulconer. "I think its going to be really cool to be outside in the open air and be able to bring out our business," said Encinas. With approved permits, businesses can set up tables and chairs or racks of clothes and other items on sidewalks, streets, and parking lots. "I would love to do both jewelry and clothing," said Encinas. "I would love to bring out summer stuff because the weather is so nice, people are starting to slowly go out."Last Saturday, Little Italy had their first al-fresco dining event on India Street. By adding retail shops in the mix, more businesses will get a much-needed chance to bounce back from Covid-19. "It's going to be very fun," said Encinas. "You’re going to have a bunch of different vendors, it's going to be different than your typical shopping experience."Businesses can apply for the outdoor dining permits on the city's website. UC San Diego Health System is the first on the West Coast to use Dynamic Morphology Correction, a type of 3D imaging. It allows surgeons to compare scans taken before the procedure to real-time pictures during the surgery.Dr. Mahmoud Malas, Chief of Vascular and Endovascular Surgery at UC San Diego, says this type of technology uses minimal iodine contrast which lessens the chance of kidney problems for 25 percent of patients dealing with aneurysms.The data from this technology helps surgeons across the country.Dr. Malas adds, " They create prediction models that helps future surgeons perform procedures more accurately." 795

SAN DIEGO (KGTV) -- The FBI is investigating following a hazmat situation in La Jolla Thursday afternoon. According to authorities, the incident started around 1 p.m. on the 9400 block of La Jolla Farms Road near UCSD and the Scripps Reserve trail. Throughout the afternoon, people who appeared to be workers at the home could be seen sitting outside with bags wrapped around their lower legs. The unidentified substance is being cleaned up by hazmat crews and, at this time, it's unclear what led to the situation. Neighbors say the home was being rented out and a new tenant recently moved in.The Department of Environmental Health said they found a contaminant and that it is contained with no threat to the community.The final Hazmat crews left around 7:30 p.m. 798

SAN DIEGO (KGTV) — The Martin Luther King Jr. Community Choir San Diego has filled the community with music, funded dreams, and kept African American history alive for three decades.The group started with a local alliance of ministers from different denominations who came together for an annual concert to raise funds for students aspiring to a career in visual and performing arts, according to the choir director Kenneth Anderson."I think they are woefully undervalued in our country the power of art and how it can connect and communicate and bring people together when we're so driven apart," 20-year choir member Dale Fleming said.In 1990, the singers decided to created the MLK Community Choir so they could sing year-round.Andersen said, "It was non-audition but somehow all of these different timbres and levels of musicianship come together to make a beautiful sound."The religious tone of the group has changed over the years. "Some don't really believe at all but we all believe in the power of music," Fleming said.They still sing gospel, and write their own hymns to keep Black history alive."A majority of the spirituals that survived were code songs. When they sang about leaders in the bible, especially Moses, but Jesus and God, that was code for Harriet Tubman," Anderson explained.The group has flourished, touring through seven countries, creating and selling CDs, even singing for Pope John Paul II at the Vatican in 2004.
