Traffic fines are meant to be a deterrent, but now California Governor Gavin Newsom is saying the fines and other added fees are getting too high. "They should be held accountable... but if it is a speeding ticket going eight miles over the speed limit- I think you should get a break," said David Murcia, a Santa Maria resident.In his latest budget proposal, Governor Newsom wants to expand a pilot program that lowers traffic fines.It could mean those who make less than about ,000 a year will only pay half of what other drivers pay and allow them to make payments.A recent study found that high fines led to drivers simply not paying them, which means less money for the state and more people at risk of having their license suspended.A pilot program was started in four counties to test out the low income fine reductions."They are pretty extreme on a lot of the fines for the citations... and I would be more inclined to pay mine if they were reasonable," said Rory Medlin, an Oceano resident.Even though it was not part of the pilot program, San Luis Obispo County already has an ability to pay program set in place.The local program uses a person's financial history to determine fine reductions, and the new state-wide proposal is similar. The governor said the program is a first step toward undoing the effect of extra fees and assessments tacked onto the base traffic fines.The fines for traffic violations have not increased, but more and more fees designed to supplement the general fund have increased dramatically. According to the budget proposal, in most counties not stopping for a red light will cost about 0.00... only 0.00 of that represent that actual traffic fine, the rest is made up of various fees.The California Highway Patrol and the Santa Maria Police Department tell KSBY that if and when the proposal gets put into place, it will not change who gets a citation or how they are issued.If approved, the judicial council will implement the program which will be phased in with multiple counties joining each year. 2064

The Texas Essential Knowledge and Skills will have second grade students learn cursive letters. The state mandated that all districts must include cursive in the curriculum for the upcoming school year. "I know we have the internet and things of the sort, but I think it's a good habit to teach them old skills," said Nehemiah Oatis, a Killeen parent.When state educational standards opted against requiring cursive, many districts dropped penmanship. Temple ISD includes cursive in their lesson plans, but will begin teaching it to their students a year earlier than before. Belton ISD, however, does not currently include it in their lesson plans. "It’s important that our kids are able to communicate through the written word and through the spoken word," said Elizabeth Giniewicz, executor director of elementary curriculum for Temple ISD.Some argue that in the digital era, cursive is not necessary. But supporters say there are a number of benefits, including hand-eye coordination and developing fine motor skills. The Transportation Security Administration released tips on Thursday to help travelers traverse through security and make it to their destination on time during the busy Thanksgiving holiday. The TSA said it expects to screen 26.8 million air passengers and crew members from Nov. 22 through Dec. 2, a 4 percent increase over 2018. Shoe laces and zip-up boots take extra time to remove and put back on. Wearing slip-ons just saves you time. Circadence CTO Bradley Hayes says cybersecurity attacks are on the rise during the holidays.“There’s a lot more online shopping that happens during the holidays, so there’s just a richer field of targets for this,” Chief Technical Officer Bradley Hayes said.The convenience of online shopping is attracting more and more people, but not everyone is familiar with the scams out there putting many at risk.“Just shy of 10 percent of individuals experienced some form of identity theft during the holiday season last year,” Hayes said.That number is expected to rise this year. Hayes says people are more likely to get their data stolen when using simple passwords, or the same password for multiple sites. He says you also need to be cautious of who you choose to store data with because there’s a possibility for any company to be breached.“So if you’re saying ‘save my credit card information', that is a risk that you’re taking for that convenience and it might not be worth it,” Hayes said.The internet has made it so people can fall victim to cybersecurity attacks in everyday life, but if more people understand the motivations and methods scammers are using, cybersecurity attacks might be less successful.So why not use a game to help educate? Any unsolicited emails should be ignored, and if something seems like too good of a deal, make sure to use a critical eye and do your research. Otherwise, you may never receive what you buy, or your personal information could be sold.“The holidays are a time when your guard is down. You’re kind of looking at the joy of the world and buying gifts and connecting with family. And that unfortunately is also a really vulnerable time for people to not pay attention to some of the smaller details,” Brubaker said.  3343

The Pentagon has ordered an additional 8,000 ventilators, with delivery of the first 1,400 by early May. The .4 million order was placed with several suppliers under existing Defense Logistics Agency contracts.A Pentagon spokesman, Air Force Lt. Col. Michael Andrews, identified the four suppliers as Zoll, Combat Medical, Hamilton Medical, and VyAire. Andrews said delivery locations will be prioritized by FEMA and the Department of Health and Human Services. These are in addition to the 2,000 ventilators that the Pentagon previously said it would make available to FEMA from Defense Department stockpiles. 625
