SAN DIEGO (KGTV) — Speaking from the charred landscape ravaged by one of California's largest current wildfires, Gov. Gavin Newsom strongly asserted that more has to be done to battle the "climate emergency."Newsom toured the devastation at a park in Oroville, Calif., that was burned by the North Complex fire. Since the fire began on Aug. 18, the fire has burned 252,534 acres through Plumas, Butte, and Yuba counties and is 23% contained.It's one of 28 major wildfires burning across California, according to CAL FIRE.During his tour, the governor shot back at the debate over climate change and pledge to continue the state's efforts at lower carbon emissions. This is a climate, damn, emergency. This is real. And it's happening," Newsom said on Friday. "This is the perfect storm. It is happening in unprecedented ways. Year in and year out. "And you can exhaust yourself with your ideological 'BS' by saying, 'well, 100 years ago, we should've done this or that.' All that may be true. And I'm not going to suggest for a second that the forest management practices in the state of California over a century-plus have been ideal. But that's one point. But it's not 'the' point."Newsom said the current "mega-fires" are fueled by "mega-droughts" that have impacted the state."There's something else going on, not just bad practices over the last century related to forestry," Newsom said.Friday, Newsom signed AB2147 into law, which will allow inmates from the state's inmate firefighter program to become firefighters after completing their prison time. CAL FIRE trains minimum-security prison inmates who volunteer to perform the same work as their crews. Volunteer inmates also perform conservation and community service projects while not fighting fires, according to CAL FIRE. According to the Associated Press, inmates are paid per hour while on the frontlines and per day when they're not on duty. The budget also calls for the establishment of a new office of Equity and Racial Justice.Another million is earmarked for technological resources related to behavioral health services, including telehealth, electronic health record upgrades, outreach and engagement, workforce recruitment, and retention.The proposed spending plan is 9 million -- or 2.5% -- larger than the last fiscal year's budget.Residents can share their opinions on how they believe the money should be distributed on Monday at 9 a.m.There is another public meeting scheduled on August 12th at 5:30 p.m.County supervisors will vote on formally adopting the budget during their August 25th meeting.The public health crisis has pushed back a formal approval of the budget, which usually happens in June. 1136

SAN DIEGO (KGTV) - Scripps Research is partnering with transit and healthcare workers to stop the spread of the novel coronavirus.Scientists started analyzing data from smart watches and fitness trackers in March to detect if someone is infected with a virus like COVID-19 before they are aware of it.“When your heart beats faster than usual, it can mean that you’re coming down with a cold, flu, coronavirus or other viral infection." Jennifer Radin, PhD, Epidemiologist at Scripps Research says sleep and activity levels are good indicators as well.Dr. Radin is leading the study and said the coronavirus was the impetus to get the project off the ground. Dr. Radin said detection is key to save lives and stop the spread."If we can know where these hot spots are quicker and faster, public health officials can respond quicker," she said. Currently, she said data from the CDC takes a couple weeks. The activity monitors allow scientists at Scripps Research to have instant access to trends.The study chose frontline workers because, "due to the nature of their jobs, transit and healthcare workers are at higher risk of exposure to COVID-19 and other contagious respiratory illnesses,” Dr. Radin, PhD, said. She said she was glad to hear about the study and hope it helps in the future."We have to start somewhere and we have to start documenting things, and starting here it's only going to help things moving forward," she said with determination.Fitbit donated 500 wristbands that scientists distributed to San Diego Metropolitan Transit System workers and nurses and physicians at Scripps Health.So far they study garnered 34,000 participants and Dr. Radin hopes to bring in even more data. SAN DIEGO (KGTV) - Starbucks customers are noticing a difference since employees were notified Friday of a revised customer policy, acknowledging "any person who enters our spaces, including patios, cafes and restrooms, regardless of whether they make a purchase, is considered a customer."This comes a month after two men were arrested in a?Philadelphia store, sparking national outrage."They're trying to make sure they fix the problem and everything and keep everything straight because they're not trying to be racist, I think," Customer Maurice Howard said.Every customer who spoke with 10News Sunday said they were happy to hear about the revised policy, hoping what happened in Philadelphia will never recur.Customer Francisco Ruiz said the coffee shops provide a service for the community, a notion echoed by the company's vision to create a "third place between work and home."It's no secret students see Starbucks as a study sanctuary. Others, like Yvonne Pardo, conduct business at some of the chains out of convenience."I'm a hiring manager for a local business and I do my interviews at Starbucks," Pardo said.When she learned of the arrest in Philadelphia, she still came in to conduct interviews, but didn't buy anything to see what would happen."Obviously I was impressed at the fact that I wasn't asked to leave, and I was there for four hours one time... Knowing that they changed their policy, I'll probably be more likely to be a patron again," she said.The new policy, meant to be more inclusive, could be abused."I was at Starbucks yesterday and there was a loiterer and I thought about that and I was like, now they probably can't ask this person to leave, and he was sleeping," Pardo said the person was homeless."You got a lot of people who want to kick it and chill and stuff like that so it'll probably be overcrowded, a little bit bad for business," Howard said.The new policy does address disruptive behavior instructing employees to call 9-1-1 and follow procedures to bar a customer from the chain if necessary.The complete revised Starbucks policy is online. 2168
