SAN DIEGO (KGTV) - The future of warfare is in San Diego for the time being. The 21st Century Combined Arms Advanced Naval Technology Exercise is currently taking place at the Naval Information Warfare Center Pacific (NIWC Pacific). ANTX West 2019 is roughly two weeks long and features the brightest in the military, academia and industry demoing the latest advancements to see if they are ready for the battlefield. “This isn’t a trade show - this is ‘get people together let’s go do things and see how it goes,’” said Rear Admiral Donald Gabrielson, “this is innovation.” Much of technology of the the last several years has focused on human and machine interactions with virtual reality. “We can give feedback to the industry and say this is eligible for rapid prototyping or this needs some science and technology investment,” said Richard Byers, a systems engineer with the Navy. More than 80 developing products and systems are being tested at NIWC Pacific along with San Clemente island. “Being able to apply the technology in an operational a realistic environment is critically important,” said Brigadier General Christian Wortman, USMC.Congress has given the military the power to fast track products that perform well at ANTX for rapid prototyping and their discretion. 1290

SAN DIEGO (KGTV) — The city of San Diego may turn to homeowners to help chip away at the housing crisis.On Wednesday, the San Diego Housing Commission floated the idea of offering loans to homeowners in the city to build backyard granny flats to be rented out as affordable housing. The plan could help homeowners pay their mortgage while also providing more low-income units to those who qualify. "They present an opportunity to increase production at potential lower costs in a faster time frame and with a smaller environmental footprint," said Jeff Davis, the housing commission's chief of staff.RELATED: Making It in San Diego: San Diego's housing market cooling down, new report showsThe commission pitched the idea to the city's Land Use and Smart Growth committee Wednesday. Councilmembers on the committee appeared to be in support of the idea. Commission staffers said it was too early to know details about the loan, but if all goes as planned, they could be offered by next year. The idea comes about a month after Poway Mayor Steve Vaus floated a plan for his city to pay to build granny flats in backyards to be rented as affordable homes. The city would take a cut of the rent for about ten years before the homeowner gets it outright. SAN DIEGO (KGTV) - The Imperial Beach Charter School PTA president was arrested on suspicion of embezzling funds from the group, the San Diego County Sheriff’s Financial Crimes Unit said Wednesday. A warrant was issued in November for 30-year-old Kaitlyn Birchman, a mother of two. Riverside County deputies arrested Birchman late Tuesday night at her home in Temecula.Birchman was the head of the Imperial Beach Charter School's parent-teacher association until March, when she was voted off the board. Other members said her departure followed months of missing funds. RELATED: South Bay mom accused of stealing thousands of dollars from her children’s school“There were thousands of dollars that hadn’t been paid,” current PTA treasurer and former Coronado Police sergeant Elizabeth McKay said. According to McKay, vendors from previous years sent the PTA bills for unpaid services. McKay contacted the bank and discovered the PTA’s account no longer existed. “The checks...she had written to herself and signed herself. ATM withdrawals that weren't anywhere near Imperial Beach or had anything to do with a PTA event." The PTA confronted Birchman in March with the help of a Sheriff’s deputy, who spoke about embezzlement. "She [Birchman] said that it was just a misunderstanding,” McKay said. “It was a lot of blind faith that they thought if she says everything is okay, then everything must be okay." SAN DIEGO (KGTV) — The community of Barrio Logan welcomed residents to shop in the streets after months of coronavirus’ impact. Saturday, Aug. 4, the “Walk the Block” event debuted. Local businesses got permits to move service outdoors to the sidewalk, and the event celebrated the community’s resurgence of business with food, specialty items and music.Business owners like Stephanie, who runs Dreamers and Hustlers Company, a clothing shop with items branded toward the namesake, said the past few months have been hard, but she’s confident Barrio Logan shops will bounce back.“Even during these times we figure out ways we can pick ourselves up and get going again,” she said.Edgar Flores said his shop, Maxa Market, sells products made by local small businesses and entrepreneurs. He’s been able to continue with online sales but said he’s excited to be restocking his storefront and welcoming back in-person customers.“It’s all about being a community, all the people getting together doing this, doing the walkabout,” he said.The Walk the Block event will occur every Saturday from noon to 7 p.m. on Logan Ave. between Chicano Park and 26th St. Masks and social distancing are required. 1200

  

SAN DIEGO (KGTV) -- The Navy confirmed Thursday that the suspected Golden State Killer attended and graduated basic training at the Naval Training Center in San Diego.Officials say Joseph DeAngelo, 72, graduated from the training center after attending from October to December of 1964.DeAngelo also served aboard the Boston-class guided-missile cruiser USS Canberra (pictured below) during the Vietnam War.The Naval Training Center closed in 1997 and is now known as Liberty Station. The San Diego's District Attorney is also reexamining cold cases in San Diego that may have links to DeAngelo. TIMELINE: Major events in Golden State killer caseNew information Thursday also helps paint the picture of how authorities were able to catch the man accused of killing at least 12 people and raping at least 45 women.Prosecutors say authorities used genealogical sites to find a DNA match for DeAngelo, according to the Associated Press.Investigators compared the DNA collected from a crime scene of the Golden State killer to online genetic profiles and found a match: A relative of DeAngelo. Investigators didn't go into further detail such as which company they went through. DeAngelo is accused of committing the murders, rapes and more than 120 burglaries in the decade spanning between 1976 and 1986.RELATED: Suspect identified, arrested in East Area Rapist/Golden State Killer caseMost of the crimes happened near Sacramento and in the Bay Area.The Associated Press contributed to this report. 1544
