SOLANA BEACH, Calif. (KGTV) -- A city of Solana Beach plan to redevelop part of the City Hall parking lot into affordable housing didn't generate any interest from developers. The city says not one builder responded to the request for proposals it issued last spring to build 19 affordable units on the City Hall property, which is across the street from its exclusive coastal bluffs. Solana Beach Mayor David Zito said it's hard to pinpoint why no developers were interested since none applied. "Projects that include affordable units can be more challenging to deal with due to potential local resistance," Zito said. "This provides an initial barrier that simply needs to be overcome. Developers would typically want the possibility of a greater return in order to take on additional risk and these types of projects typically provide less return."Zito added another issue was the requirement to keep the public parking at City Hall, which raised costs. Solana Beach, with a rent that averages more than ,000 a month, currently has zero affordable housing units. The coastal city approved a 10-unit complex down the block from City Hall in 2014. It survived a lengthy legal challenge but still has not broken ground largely due to funding. That has left many workers who have jobs in the city's restaurants, hotels and quaint shops to commute from far away, or to live in groups nearby."In my complex there's like four people living in a condo," said Mary Lou Bottino, who has lived in Solana Beach for more than 20 years. Solana Beach is now turning its attention to its 117-space Distillery Parking lot across from Fletcher Cove. JOSEPH, Mo. — The St. Joseph Police Department (SJPD) is investigating after a woman found a bomb on her front porch.Alexis Washington was up late with her newborn daughter and young son when she heard a loud pop and saw a flash of red light. When she came outside to check it out, she found the bomb on her porch."The cop told me then that the propane tank was leaking, there was ammunition on top of it with a paper towel that was lit on fire," Washington said. "A bomb? I just don't understand, like a bomb? You can't fight that. That's why it's just like you've got to go. I got to go."SJPD Cpt. Jeff Wilson said the bomb was definitely homemade. It's a disturbing generational shift that puts young people in greater peril than many realize and poses an even bigger danger to the older people who cross their paths. National figures show that almost as soon as states began reopening, people 18 to 49 years old quickly became the age bracket most likely to be diagnosed with new cases. And although every age group saw an increase in cases during the first week in June, the numbers shot up fastest in the younger age group.“The virus hasn’t changed. We have changed our behaviors,” said Ali Mokdad, professor of health metrics sciences at the University of Washington in Seattle according to The Associated Press. “Younger people are more likely to be out and taking a risk.”In Florida, people aged between 15 and 34 make up nearly a third of all cases of COVID-19 in the state. In the past week, two 17-year-olds have died after contracting the virus.Officials fear that a surge in infections among older Americans could come next.“People between the ages 18 and 50 don’t live in some sort of a bubble,” Oklahoma City Mayor David Holt said, according to The Associated Press. “They are the children and grandchildren of vulnerable people. Small businesses employ roughly half of all Americans, but new data is showing many of these businesses are closing permanently.“It’s an excruciatingly hard decision,” said Martha Studstill. “You know small business owners put their heart and soul into their business.”For more than a decade Studstill has owned a small gift shop, Uptown Gifts, in South Carolina.“Until COVID came along we were buzzing,” said Studstill.Originally, in March, the plan for Uptown Gifts was to close temporarily for a few weeks. However, the shop has now been closed for more than three months. She has only been able to list items online, resulting in sales being down by 75%.However, sales aside and more importantly to Studstill, the danger of COVID-19, especially for someone her age, hasn’t subsided.“When we closed on March the 16, I really had no idea we would be where we are at today,” said Studstill.Studstill thought she would be reopening, not only earlier, but to fewer cases of COVID-19.Cases have actually been on the rise in her state. The uptick started most distinctly after reopenings. So, with the financial risk and uncertainty added to Studstill’s health risk of running the shop, she feels closing is her only choice.“I think if I were younger, I would not have made the same decision, but I am where I am at,” she added.Around the country, there is a wave of permanent business closures happening. One report done by Yelp shows more than 143,000 businesses listed on its platform closed between March and June. Now, roughly 35% of those businesses have indicated their closures are permanent. Most of those businesses closing are small businesses.“The numbers that are coming out are really sad,” said Frank Knapp with Small Business for America’s Future.Knapp heads the newly formed organization, pushing for better help for small businesses in Congress’ next stimulus package.“Our proposal for Small Business for America’s Future is that we need to put together grants for the really small businesses to help them get through this recession so that they are healthy on the other side and our economy can get back up and running again,” said Knapp.Saving small businesses could save jobs and be the fastest way to rebound the economy.“Small businesses hire about 50% of all workers in this country,” said Knapp, “We know from the last recession, it was small businesses that got us back on our economic feet again, not big businesses.
