Eyebrows were raised after a court filing Tuesday revealed former Trump campaign chairman Paul Manafort, now under federal indictment, has three U.S. passports.On top of that, he had filed for 10 passport applications in as many years, according to special counsel Robert Mueller, who is investigating Russia's alleged meddling during the 2016 presidential election.Three passports? We wanted to find some answers.Can you have more than one passport?Yes. U.S. citizens are allowed to have more than one valid U.S. passport at the same time, according to the National Passport Information Center, which is a division of the U.S. State Department.But in most cases, you are only allowed to have two valid passports at a time, according to the NPIC.As NPIC notes on its website, holding a second passport "is the exception to the rule."It remains unclear why Manafort has three."Having three valid U.S. passports is incredibly unusual and normally would raise a red flag," said Valentina Meehan, owner of New York-based passport and visa expediting service Passport Plus.The State Department declined to comment on Manafort's passports.An official from State said in a statement that its general policy is that "no person shall bear or be in possession of more than one valid or potentially valid passport of the same type (regular, official, diplomatic, no-fee regular, or passport card) at any time, unless authorized by the Department of State."The spokesperson noted that requests for more than one passport are reviewed on a "case-by-case basis."How do you qualify for a second passport?Typically second passports are given to frequent travelers, especially those who travel overseas for business a lot, said Meehan.One reason you might hold a second passport: if your primary passport contains stamps or visas to other countries that may cause the country you plan to visit to deny you entry, according to the State Department. For instance, if your passport shows that you have traveled to Israel, countries like Lebanon and Libya may not allow you in, Meehan said.Another scenario in which you might be granted a second passport is if you have submitted your primary passport for a travel visa or some other administrative reason but have an immediate need to travel to another country."Sometimes your passport can be stuck with a consulate or embassy for weeks for a visa," said Meehan. "Suppose you suddenly have to travel to Canada or Europe while you are waiting to get your passport back. Then you can apply for a second passport."How often do people need to renew or apply for a passport?A primary U.S. passport is valid for 10 years. A second passport is typically valid for one to four years based on a passport agency's discretion, after which an application can be filed for renewal. 2831

(KGTV) — Police are searching for the driver responsible for hitting and killing a woman on a North County freeway this week.A person lying on the right shoulder of westbound State route 78 under the Rock Springs Rd. overcrossing was reported to police just after 6 a.m. Wednesday, according to California Highway Patrol.Escondido Fire Department and CHP found a 26-year-old female from Escondido, who appeared to have been hit by a vehicle, dead on the right shoulder.No vehicle was found at the scene. CHP is investigating how and why the woman was on the freeway.The suspect vehicle is described as a 2017/2018 Mercedes Benz E-Class sedan and believed to be green. ESCONDIDO, Cali. (KGTV) — A recently released video shows two burglars forcing their way into a hospice care nonprofit in Escondido.Jan Jones heads The Elizabeth Hospice. Its corporate offices sit on the third floor of an office building in the 500 block of La Terraza Blvd.  One day in July around 4 a.m., two people were recorded on surveillance video sneaking into the parking garage. Minutes later, they're at the main door of the nonprofit. One of the men tries the handle, but can't get in. Then they move onto another secure door, which requires a badge to open.Moments later, from a camera on the inside of the offices, the door is seen being yanked on over and over, before two men forced their way in.MAP: Track crime happening in your neighborhoodOne is wearing a hoodie. The other man is sporting a cap and a large backpack. They are seen going from room to room, raiding desks and shelves, and grabbing electronics. Then they split up and make their way out.  Among the items stolen are three laptops."No patient data, but they are used to provide the services we provide," said Jones.Also gone: A pricey camera used to make videos for critical training sessions."We care for people who are seriously ill, and we care for their families, and so anybody doing that would be heartless and should be brought to task. I think whoever did that has no soul," said Jones.The door the men damaged has been replaced by the landlord. The other damage is harder to undo. ESCONDIDO, Calif. (KGTV) - Residents of a small mobile home park across the street from the proposed Newland Sierra development, Measure B on the March ballot, say they fear a "yes" vote to approve the project could do irreparable damage to their community.Deer Springs Oaks is made up of 32 mobile homes off Deer Springs Road, directly across the street from the Newland Sierra site. That plan, if voters approve, would allow for around 2,100 new homes, along with open space and infrastructure changes. Residents of Deer Springs Oaks, funded by the nearby Golden Door Spa, have been making the case to voters that Measure B will make a bad traffic situation worse and create a dangerous trap in a wildfire zone. But they also worry that the project could have a more direct impact on their homes. The building of Newland Sierra would require the widening of Deer Springs Road, as well as changes to the nearby interchange with I-15. While Newland Sierra developers say these will not affect the mobile home park, the residents say they are not getting any guarantees from Newland Sierra, the County, or CalTrans."We don't know what they're going to do, how they're going to do it," said resident Georgeann Higgins. "They're so arrogant as to not inform us. These are our homes." Lawyers representing many of the residents obtained plans for some of the alternatives being considered by CalTrans. At least two would cause major changes to Deer Springs Oaks, including the possibility of residents losing property and a road being moved to go through the center of the complex."They impact the park big time," said resident Tony Eason. "They would destroy the park."A spokesperson from Newland Sierra told 10News that the maps being used by the residents are outdated. He sent 10News at statement: “This is just another desperate attempt by the Golden Door Spa and its army of lawyers to try to confuse and scare voters. This alternative was one of more than a dozen road improvement alternatives that was studied. It was ultimately rejected by CalTrans and is no longer an option. The real truth is that Measure B will create affordably priced homes for working families with open space, parks and trails - a better choice than the current General Plan that permits a two million square foot mega-commercial development, mansions and parking lots." Calls to CalTrans to check the accuracy of the claims made by both sides were unavailable to be returned because of the federal holiday. 2494
