WASHINGTON — Senate Republicans are proposing changes to police procedures and accountability, according to a draft of a bill obtained by The Associated Press.The JUSTICE Act — Just and Unifying Solutions To Invigorate Communities Everywhere Act of 2020 — would establish an enhanced use-of-force database, restrictions on chokeholds and new training and commissions to study law enforcement and race.In addition to the use-of-force database, the JUSTICE Act would also begin tracking — but would not ban — the use of no-knock warrants. In March, a Louisville woman named Breonna Taylor was killed when police entered her home on such a warrant.The JUSTICE Act is the most ambitious GOP policing proposal in years. It's a direct response to the massive public protests over the death of George Floyd and other black Americans.The package is set to be introduced Wednesday. As the outlines emerged, Democrats said it didn't go far enough.The Justice in Policing Act, a bill introduced by Democrats in the House last week, would introduce more sweeping changes, including a ban on police chokeholds. The Democrats' bill would also amend federal law to make it easier to charge police officers with civil rights violations.The introduction of the GOP bill will be introduced a day after President Donald Trump signed an executive order aimed at changing police practices. Trump's order calls on police departments to utilize social workers in some emergency calls. It also encouraged the formation of a nationwide database to track officers who may be fired from one department in an effort to prevent another department from hiring them. 1643

WASHINGTON — The Justice Department has unsealed charges against a Libyan bombmaker in the December 21, 1988 explosion of Pan Am Flight 103 over Lockerbie, Scotland. The attack killed 259 people in the air and an additional 11 on the ground in the town of Lockerbie. The flight was leaving London's Heathrow International Airport heading to New York's John F. Kennedy International Airport. Most of those onboard were Americans. "There is no question that the Pan Am 103 attack was aimed at the United States. And this heinous assault lives in infamy in the collective memory of the American people," Attorney General William Barr said during a Monday press conference unsealing the charges. Barr unsealed charges against Abu Agila Mohammad Masud, who officials believe is in Libya.Forensic investigators determined plastic explosive had been detonated in the Boeing 747's cargo hold.The charges were announced on the 32nd anniversary of the bombing and in the final news conference of Attorney General Barr’s tenure, underscoring his personal attachment to a case that unfolded during his first stint at the Justice Department under President George H.W. WARNING: This story contains content that is graphic in nature.LAND O' LAKES, Fla. -- A Pasco County, Florida deputy has been fired after he was arrested for touching a woman against her will and placing semen on her. Joseph Mercado, 25, has been charged with battery. The Pasco County Sheriff's Office has confirmed Mercado was terminated after he was arrested on February 28. Mercado and the victim were "NOT involved in an ongoing dating relationship at the time of this incident," according to the arrest affidavit.On February 15, 2018, while Mercado was off-duty, he arrived at the victim's home and told the victim they needed to discuss a "serious incident" that he witnessed. The victim met Mercado outside in the driveway and repeatedly asked him to leave. According to arrest documents, Mercado masturbated in front of the woman. She repeatedly told him to leave. Mercado then used his finger to place semen on the victim's breast, above the neckline of her shirt and then attempted to place it on the victim's lips, prior to her pulling away, according to the arrest affidavit. The victim continued to ask Mercado to leave and she went into her home until he left the property.Mercado was arrested on February 28th without incident.The Sheriff released a statement about the incident: "The Pasco Sheriff's Office ensures discipline is paramount in our organization. (KGTV) - Kellen Winslow Jr. affirmed his innocence to 10News Thursday as he appeared in court to face a third charge of rape.The son of a Chargers legend, Winslow pleaded not guilty to the alleged rape a 17-year old girl in 2003.  10News was able to capture a few words with Winslow as he walked to his car in the parking lot outside court. When reporter Jim Patton asked about the new rape charge, Winslow responded it would all come out in court. Then asked if he was innocent of the other allegations of raping two women in Encinitas, Winslow said, "I'm advised by my lawyer to not speak on much. But yes, I am innocent." The new charge involves a woman who was 17 years old at the time. Winslow was 19. She claims he raped her while she was unconscious. Winslow Jr.'s attorney has previously said their relationship was consensual.  Thursday, the defense repeated a request for the woman's psychological history.Thursday's court hearing lasted no more than 15 minutes as attorneys debated whether this new case should be tried along with the other two rape allegations. Winslow Jr.'s attorneys argued the new charge could prejudice the other two.The judge allowed the cases to remain joined for now for efficiency but said the trial judge would make the ultimate decision.  Winslow is currently free on a million bond, while required to wear a GPS monitoring bracelet. His trial date was set for March 19th, 2019. 1507

This natural weather phenomenon is the warming of equatorial Pacific that triggers weather extremes across the globe.Since the 1970s, scientists have found El Ninos are forming farther to the west in warmer waters.Researchers led by the University of Hawaii say this leads to some stronger El Ninos.This is important because El Nino —especially strong ones — can trigger drought in some places, like Australia and India. And it can cause flooding in other areas like California.The study is in Monday's Proceedings of the National Academy of Sciences. 753
