SAN DIEGO (KGTV) — San Diego Police Saturday honored a local boy who risked his life to save his younger brother from drowning.Police say 10-year-old Ulises Frausto and his 7-year-old brother did not know how to swim when they were in a pool together. The brothers were holding onto the side of the pool when Frausto's brother lost his grip and sunk to the bottom.Despite not knowing how to swim, police say Frausto put his life on the line, swimming to the bottom of the pool to rescue his little brother. He was not breathing when rescuers pulled him out.Thankfully, CPR was performed and Frausto regained consciousness, police said.SDPD officers honored Frausto with a lifesaving certificate and a special challenge coin, which is traditionally given to recognize outstanding acts of service or to enhance morale. SAN DIEGO (KGTV) — San Diego Sheriff's Department says deputies arrested a wanted man on Sunday who was openly carrying a loaded rifle in the East County.Lakeside deputies were called after witnesses reported a man walking around with a loaded M4 rifle around his chest, according to the department. Deputies responded and took the man and his weapon into custody. SDSO said the man was a wanted parolee and that he had a felony warrant stemming from a case involving an assault with a deadly weapon.It is also illegal for a convicted felon to be in possession of a firearm in California, the department added.The parolee's identity was not released. 658

SAN DIEGO (KGTV) -- San Diego State University says 400 students have confirmed and probable cases of coronavirus.The university said Tuesday that, since August 24, 396 students have tested positive for COVID-19. Four other students have probable cases of the virus.The update comes one day after the school extended its stay-at-home order for on-campus residents through September 14. SAN DIEGO (KGTV) — San Diego State University has extended its stay-at-home order for on-campus students until Sept. 14 at 9 a.m., university officials announced on Monday.SDSU said they have seen "significantly reduced activity" in the College Area over the Labor Day weekend thanks to the current order. SAN DIEGO (KGTV) — San Diego State University's Interfraternity Council voted this week to ban social gatherings on campus this fall.The Thursday night vote bans all IFC social events and requires that all IFC recruitment events be held virtually to curb the spread of COVID-19. IFC's social moratorium also prevents fraternities from hosting any formal or informal events at chapter facilities or in satellite houses."The fact of the matter is that COVID-19 is currently a very real concern in our SDSU community," Lee Abed, IFC president, said. “Because of this, we would like to ensure that our community sees COVID-19 have as little of an impact as possible. Therefore, out of an abundance of caution, we have decided to halt all social events effective immediately.”The ban only applies to IFC members and does not affect College Panhellenic Association, the National Pan-Hellenic Council, or the United Sorority and Fraternity Council. Any chapters that violate the guidelines will be referred to the IFC judicial board for review, the school says.With some exceptions, most of SDSU's courses will be held online this fall, though some students will still be living in on-campus housing or in the surrounding College Area during the semester. 1256
