This year, more than half of all U.S. states have had confirmed or possible cases of acute flaccid myelitis, the polio-like illness that can cause paralysis and mostly affects children, according to an exclusive CNN analysis.CNN reached out to health departments in every state; 48 states responded, plus the District of Columbia. According to ABC 10News’ media partner Televisa, the state of Baja California has had almost 27,000 COVID-19 cases and nearly 5,000 deaths since the start of the pandemic.For comparison, San Diego County's had startling 97,549 cases but far fewer deaths. As of Thursday, 1,103 deaths had been reported.On Thursday morning, ABC 10News spoke to Televisa anchor Estephania Báez about how hospital capacities across the border are maxed out, pulling the city out of its less restrictive orange tier and back into its most restrictive red tier. That hasn’t happened since the summer.“The difference between now and then is that now people don't have fear with COVID-19 here and [people have] to go to work so they prefer to [become] positive rather than to lose a day of money,” she added.Baez said there's concern over both apathies to wearing masks and resistance to any news of a vaccine. “They don't even want to get vaccinated. Thousands of elevator permits in San Diego County are out of date, according to the Department of Industrial Relations. In San Diego and Imperial Counties, a DIR spokesperson said there are 12,541 elevator permits issued. Of those, 6,932 are expired. DIR spokesperson Frank Polizzi said there is no penalty for expired permits, “but a unit should not be running if it has been tagged out of service for a maintenance/safety reason.”Team 10 visited several elevators in downtown San Diego and found there was no permit displayed in the elevator at all—including an elevator at Horton Plaza and one operated by the City of San Diego. Polizzi said there are other reasons a displayed permit could be expired, besides the elevator being out of compliance. There's a new program aimed at helping Black and Latinx students succeed.The Equity in Education Initiative was built through a partnership between Walmart and North Carolina A&T State University.The program acknowledges many of these students start at a disadvantage, because they go through under-funded school districts.“These students are coming in sometimes with academic gaps that are due to no fault of their own. It's not a difference in ability, it's just a difference in their zip code,” said Kevin James, Dean of the Deese College of Business and Economics at North Carolina A&T.The program is broken up into four focus areas, addressing specific needs of different students. They include financial resources and mentorship while in school, and then network building to create career opportunities their white counterparts may already have.“So many people actually obtain their jobs through networks, because they know someone who knows someone, and many of these students, most of them come in without those built in networks and their families don't have those networks,” said James.The hope is that the positive effects of the program will extend outside of school, allowing successful students to invest and give back.“It's not just about the impact on the student. It's about multi-generational impact on families and about extending those impacts into communities that often times have been under resourced,” said James.Some parts of the program, like the Black Male Initiative, will make resources automatically available to students.There will be an application process for the Leadership Cohort and scholarships.The program starts early next year. 1683

It also uses augmented reality to track how moles, freckles and skin change over time.Doctors say apps like these can actually help during this pandemic.“That has led to a significant decrease in visits for screening such as colon cancer, lung cancer, and skin cancer is of course one of those that actually is affected by the pandemic,” said Dr. Arturo Loaiza-Bonilla with Cancer Treatment Centers of America.When doctors and patients are dealing with cancer, time is of the essence.Tools like this app don't replace doctor's visits, but they can help with early detection.“One month of losing a cancer that was just newly found is almost a 10% increase in mortality, so if the screening comes a year later when the cancer is already starting, then we are in a pretty dark situation,” said Loaiza-Bonilla.Doctors at the Cancer Treatment Centers of America say that while the apps shouldn't replace a full physical assessment, they can be used as an additional tool to track new moles and see how certain things develop.If you are at a higher risk for skin cancer and want to use one of these apps, it's important that you do so under doctor supervision.These apps are still not considered a medical device.Doctors hope these tools can eventually be paired with medical records, so patients can be empowered by knowing more about their own health. 1537
