CANCUN, Mexico, Dec. 4 (Xinhua) -- China will not compromise on issues of principle at the ongoing UN climate change conference in Cancun, Mexico, the country's chief negotiator said on Saturday.Su Wei, the chief Chinese negotiator and head of the climate change department of China's National Development and Reform Commission, made the remarks in response to some parties' call for "compromise to make achievements.""All the parties want to reach substantial achievements at the Cancun conference, which can lay a solid foundation for the completion of 'Bali Roadmap' negotiations," Su told Xinhua in an exclusive interview."I think we can cooperate with other parties and even make compromises on some non-principle issues, but we will not compromise on the issues of principle, such as the continuation of the Kyoto Protocol, which is the basis for a package of agreements to be made in Cancun," Su said.The negotiator stressed that the developing countries have reached consensus on the principle issues. "We are keeping solidarity and trying to play a constructive role," he added.Su said some country's opposition to the Kyoto Protocol is no good news to the developing countries, and has exerted negative influence on the conference.Negotiators at the Cancun conference are trying to establish a replacement for the Kyoto Protocol, which obliges rich nations except the United States to cut greenhouse gas emissions by an average of 5.2 percent below 1990 levels by 2008-2012."At the end of the first week of the Cancun conference, there are some progresses in adaptation, finance, technology and mitigation for the developing countries, but it is hard to say if the progresses are final ones," Su observed.As for the rumors about a secret Mexican text, Su said that the president of COP16 has told the delegations from every country including China that Mexico will not put forward a secret text."As I know, Mexico, the host country of COP16, is always pursuing the principles of 'open, transparent and widening participation' for the climate negotiations this year. I believe Mexico will continue to keep the principles to try to get the results of balance at the Cancun Conference," he said.Su noted that the ministers will arrive in Cancun in the second week of the conference. He hopes the ministers can play an active role in promoting the progress of the conference.A 70-strong-member delegation of the Chinese government, headed by Xie Zhenhua, deputy director of the National Development and Reform Commission, is cooperating with other parties to seek a solution to global warming in Cancun.The Cancun talks, from Nov. 29 to Dec. 10, are aimed at finding solutions to global climate change. It has attracted about 25,000 participants from governments, businesses, nongovernmental organizations and research institutions in nearly 200 countries.

TIANJIN, Dec. 31 (Xinhua) -- A subway train of six cars being assembled rolled off a production line Friday at a production base in north China's Tianjin Municipality, according to China South Locomotive & Rolling Stock Corporation (CSR).The subway train is the first of the kind ever produced at the CSR Tianjin Industrial Park, said CSR's chairman, Zhao Xiaogang.The train, designed to run at a speed of 80 km per hour, has a holding capacity of 1,800 passengers. It will will be used in Tianjin's Subway Line 3, which will begin service in 2011.The production base, with an initial investment of 3 billion yuan (455 million U.S. dollars), can produce 100 to 200 trains a year. It will attain a capacity of producing 500 trains annually in the next five years, according to Zhao.Analysts say the base's first product marked Tianjin's efforts to encourage the development of modern and more advanced industries in the city.The production base will boost the development of emerging industries in Tianjin and contribute to China's economic transformation, Zhao said.CSR, a state-owned company with more than 80,000 employees, produces about 70 percent of all high-speed trains China.

Under the framework, the two countries will cooperate to build five railways designed for speeds of 250 km per hour at a cost of 22.5 to 25.5 billion U.S. dollars.Regional traffic networks promote trade, investment as well as economic and social development, Thai Deputy Prime Minister Suthep Thuagsuban said at the conference.China's high-speed rail is welcomed by its neighboring developing countries, not only for its competitive cost performance ratio, but for the great impetus it gives to economic and social development.Some media even used "high-speed rail diplomacy" to describe the prosperity of China's construction of the rail network.On the other side of the Pacific Ocean, Chinese enterprises have begun to enter the U.S. market.General Electric Co. (GE) has announced the company and China's largest rail vehicle maker China South Locomotive & Rolling Stock Corporation Limited (CSR) will invest 50 million dollars in a U.S. based joint venture to make high-speed trains."It's very good they (GE) can find a world-class partner here in China to work with. I'm sure it will benefit both companies and both countries as a result," said Bill Millar, president of the American Public Transportation Association.Since 2003, China has signed agreements or memoranda of understanding for bilateral cooperation on rail with more than 30 countries, including the United States, Russia, Brazil, Saudi Arabia, Turkey, Poland and India.In a post-crisis era, developing the low-carbon economy and seeking sustainable development has pushed for a third global wave of high-speed railway construction.Under this circumstance, China's high-speed rail network has been developing quickly over the past years with a combined length totaling 7,531 kilometers, the world's longest.During a latest test run on the Beijing-Shanghai high-speed railway in December, a CRH-380A train set a new speed record of 486.1 km per hour.Chinese manufacturing sources said Tuesday China aimed to break the world high-speed rail record of 574.8 km per hour in a trial run next year.All these are the basis for China's high-speed rail industry to "go abroad" and conduct international cooperation.Chinese Vice Premier Zhang Dejiang said at the conference that China should open up wider to the outside world and enhance communication and cooperation with other countries in high-speed rail, while encouraging Chinese rail enterprises to "go abroad" and enhance friendship through cooperation.Jean-Pierre Loubinoux, general director of the International Union of Railways (UIC), said the great development of Chinese high-speed rail has demonstrated that only by learning from each other can all seek a better and faster development."The cooperation on high-speed rail enhances cooperation between nations, thus advancing the industry to a higher standard," said E. NANJING, Dec. 12 (Xinhua) -- China on Sunday started to extend a memorial wall to engrave more names of those massacred by Japanese aggressors more than 70 years ago in Nanjing.After extension, the "wailing wall", a part of the Memorial Hall of the Victims in Nanjing Massacre by Japanese Invaders, will have 10,324 names on it, curator Zhu Chengshan said.The wall was engraved with 3,000 names when it was first built in 1995, and the list was expanded to more than 8,600 names in 2007 when the memorial reopened after a major repair and extension to mark the 70th anniversary of the massacre.The original wall was 43 meters long and 3.5 meters high. The extension will lengthen the wall by 26.5 meters, with 1,655 more names added to it, according to Zhu.Nanjing Massacre happened during World War II after Japanese troops occupied Nanjing, then capital of China, on Dec. 13, 1937. More than 300,000 Chinese were killed in the month-long atrocity.To collect the names of the victims is an important but tough job in the research of the massacre, as it is hard to seek witnesses and related documents decades after the holocaust, said Zhu.

  

DUSHANBE, Nov. 25 (Xinhua) -- Chinese Premier Wen Jiabao made a six-point proposal for enhancing practical cooperation of the Shanghai Cooperation Organization (SCO) at a meeting held here Thursday.Addressing the ninth SCO prime ministers' meeting, Wen said that the SCO countries should rely on collective powers to better safeguard regional peace and stability and promote a comprehensive and balanced economic, social and cultural development.This is not only in the interests of all member states, but also help make the SCO more united and appealing to others, he said.The Chinese premier said that safeguarding regional security, stability and harmony is of vital importance in promoting the development of the SCO and deepening mutually beneficial cooperation among SCO members.Chinese Premier Wen Jiabao attends the prime ministers' meeting of the Shanghai Cooperation Organization (SCO), in Dushanbe, Tajikistan, Nov. 25, 2010.Thus, he called on the SCO nations to strengthen strategic coordination, boost mutual trust and coordinate actions and set up, step by step, a permanent and effective mechanism of safeguarding regional security and stability and to take joint actions and comprehensive measures to deal persistent, heavier and more effective blows to the "three evil forces" of extremism, separatism and terrorism as well as drug trafficking and transnational organized crimes.First, Wen proposed that the SCO countries boost the vitality of economic and trade cooperation.The SCO countries should stick to the principle of government guidance, encourage enterprises to expand cooperation according to market regulations and rely on science and technology in a bid to accelerate regional economic development, he said.Secondly, Wen called for expanding energy cooperation."We should safeguard energy transportation security, jointly develop wind energy and solar energy and enhance the effective use of energy," he said.Thirdly, Wen called for accelerating infrastructure construction such as highways, railways and information highways, to advance regional communication.Fourthly, the SCO members countries should strengthen agricultural cooperation, Wen said, urging them to conduct research on establishing a SCO food security cooperation mechanism."China is willing to help other SCO member states set up high-tech agricultural demonstration areas," he said.Fifthly, Wen called for deepening financial and monetary cooperation among the SCO member states, noting that they should expand business financing channels, conduct researches on establishing a SCO development bank, discuss new ways of joint financing and joint benefiting, and expand cooperation on local currency settlement.Finally, the Chinese premier called for pushing forward capacity building and people-to-people and cultural exchanges.The SCO countries should further improve the contingency mechanism for handling emergencies at border areas, he said."China is willing to train Chinese language and senior management staff for SCO member states and organize the first university students art festival for the SCO and launch communication and cooperation with SCO member states in traditional medicine," Wen said.During the one-day meeting, the SCO prime ministers agreed to intensify the fight against the "three evil forces" to safeguard regional security and stability, enhance coordination in economic policy to promote trade investment facilitation and deepen cooperation in disaster relief, education and culture to promote sustainable development in the region.The SCO prime ministers decided to hold their next meeting in Russia.Founded in 2001, the SCO consists of China, Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan.Also present at the gathering were delegates from SCO observers India, Iran, Mongolia and Pakistan, and the economic minister of Afghanistan as a guest of the host country.
