I would urge him to use that power to relieve San Diego County’s homeowners and businesses of these penalties during this dire situation we are experiencing,” Gonzalez said in a statement to 10News.The California Association of County Treasurers and Tax Collectors posted a statement on its website stating that tax collectors have the authority to handle specific scenarios where a taxpayer cannot physically pay their taxes on April 10 due to quarantine, illness or closure of the tax collector’s office as a result of COVID-19. The statement continues, “In such cases, the Tax Collector will utilize their authority pursuant to Revenue and Taxation Code (RTC) 4985.2. to waive interest or penalties that would otherwise be imposed or collected with respect to a delinquent second installment of property taxes levied for the 2019-2020 fiscal year on residential real property.”The San Diego County Treasurer-Tax Collector’s office told 10News that McAllister has no authority to extend the April 10 deadline as outlined in state law. However, taxpayers unable to pay on time can submit a penalty cancellation request after the April 10 deadline. The department reviews these requests on a case-by-case basis, and general guidelines are provided on the request form. A spokesperson for the office said all property owners who can pay their taxes on time are encouraged to do so. However, San Diego military families are concerned that a loophole will allow the private companies that oversee the housing developments to continue ignoring what they call "slum" conditions.10News has been digging for months into the problems reported by residents at local communities run by Lincoln Military Housing, one of the biggest companies in the industry. Residents say they have been plagued by mold, which has caused illness, as well as rodent and insect infestations, and shoddy maintenance and repairs.RELATED: .7 million awarded to Housing Commission to house military veterans"Lincoln Military Housing doesn't do a very good job of maintaining the infrastructure of these homes," says resident Erika Bradley.Bradley says the recent storms have led to more problems with leaks and mold. She says around 50 families living in the Santo Terrace community in Tierrasanta were forced to leave their homes and move into hotels.The new deal agreed to by Congress include the framework of significant reforms, including a tenant bill of rights, a strict set of regulations for how complaints should be handled, and an arbitration process that leaves the final decision in the hand of base commanders, rather than the companies. Step-dad Tieray Jones claimed the boy vanished while playing with other kids at a park in Golden Hill, while Jones was buying a drink at a vending machine.Police thought otherwise, suspicious that Jones had severely punished the boy for bed-wetting and he died. SAN DIEGO (KGTV) - Inside an MCAS Miramar courtroom Thursday, the military held a preliminary hearing for a Navy corpsman who's charged in connection with the death of a fellow Navy corpsman, HM3 Michael Vincent De Leon. A corpsman is a type of medic.ABC 10News' cameras were not allowed inside, where accused corpsman HM1 Ryan Dini appeared in his military fatigues alongside his private counsel."A cover-up is what I felt [happened] from the get-go," Jose De Leon told ABC 10News just after the hearing. He has suspected a possible cover-up since his 30-year-old son died on the Twentynine Palms military base last year.At Thursday's hearing, the prosecution argued that HM1 Dini should face additional charges related to negligence. He's already charged in part with dereliction of duty resulting in death and drunk and disorderly conduct. HM1 Dini has 19 years of service with the military.The prosecution stated that HM1 Dini and a handful of others service members including Michael were at a house party on-base where alcohol was flowing, and guns were being dry-fired the night of the death.HM1 Dini's defense denied any wrongdoing."[HM1 Dini] being the most senior individual at this going-away party failed to protect not just Michael but everyone there because they were in danger when these firearms came out," said Jose De Leon. He told us in September, "We know that the firearm was dry-fired at Michael. The firearm was put away and it came out again and according to some statements they were horsing around, and the firearm came out again and that's when Michael was killed."He said that the shooting was first called in as a suicide but ABC 10News then learned from a source with close military ties that the death was being investigated as a homicide.A prosecutor named three other service members in the hearing. Their involvement remains unknown.The prosecution told ABC 10News that in about three weeks a judge will determine whether HM1 Dini's charges will be sustained and whether he'll face additional charges.Naval Criminal Investigative Service wrote to ABC 10News on Thursday that the investigation is still open. 2149
