SAN DIEGO, Calif. (KGTV) - Shane Harris is a civil rights activist based in San Diego and also the president and founder of The People’s Alliance for Justice. He said after George Floyd was killed in Minneapolis, a conversation started among activists and he was called to go to the epicenter of the tragedy. Harris is returning to San Diego Tuesday evening and is bringing with him that message of active change. “Enough is enough, we need deliverables for our community. The looters and the rioters are not where the message should be focused, but it should be focused on black-led organizations and institutions that gravely need support from our allies,” said Harris. He said there are a few examples of change within the community that will make a difference. First, he cited the importance of AB 392, a bill that was inspired after the Sacramento killing of Stephon Clark by a policeman. The bill was signed by California Governor Gavin Newsom and changes police use of force policies and requires officers to attempt de-escalation prior to using lethal force. Harris said this was a topic of conversation among activists in Minneapolis involving changes that can be made in policing. Harris said the main message from the Floyd family is peace and policy, and he said there’s room for policy change with the San Diego Sheriffs Department. He’s calling on the county to follow in the steps of the San Diego Police Department and ban the use of carotid restraint. Sheriff Bill Gore told 10News he does not plan to get rid of the method."I want to give me deputies as many less lethal options as I possibly can. And I'm reluctant to take an option like that away because when it's applied properly, it's probably one of the most effective tools we can use out there," Sheriff Gore said. "The alternative would be a use of force impact weapon, like a club, tasers — which carry with their own danger with them ... I think it's frequently confused when you see incidents like in Minneapolis." SAN DIEGO (KGTV)--If you've ever seen a traditional Danza Azteca performance, you know it's much more than a show."We always explain to people that these are ceremonial prayers and that we're sharing them not to entertain people although that's part of it because people love seeing it but also to teach the history of the dancing and to teach there's something to learn from everybody," said Mario Aguilar, the Capitan General or leader of Danza Mexi'cayotl.The group is celebrating it's 40th anniversary this year, which makes it the longest running of it's kind in the country.Aguilar says the dancing is just a part of what they offer members."We use the name circle because we consider ourselves, everybody in the circle as family members, we have some people who've been dancing 40 years," he explained.The colorful and elaborate dances are really stories, telling of the ancient indigenous heritage that members are keeping alive.Aguilar says they're also trying to spread a message of unity."We're reminding people that we're all one people we dress differently we talk differently but we all come and go from the same place and that to me is the greatest gift of Azteca Dance." 1194

San Diego is weighing major new rules that would ban people from living in their cars near schools and homes.The proposal would block anyone from living in their cars within 500 feet of a school or residence, and also prohibit them from living in their cars on most other city streets between 6 p.m. and 6 a.m.San Diegans living in their cars have had free reign since a judge ruled in August that its current laws were too vague. That's led to concerns from some residents in beach areas, who say they have seen people drinking in cars, as well as urinating and defecating on neighborhood streets. "I used to feel very safe walking around throughout La Jolla, Pacific Beach and everything, and there's a lot of times I don't feel as safe as I used to," said Sarah Bonesteel, a Crown Point resident. SAN DIEGO (KGTV, CNS) - San Diego police were searching today for men believed to have stolen cell phones and a set of keys from three San Diego State students near campus, a university official said.The robbery happened Friday shortly before 12:30 a.m. in the 5600 block of Mary Lane Drive and Dorothy Drive.Police reported three phones and a set of keys were taken from three SDSU students. One of the students was taken to a hospital for further medical treatment.
