SAN DIEGO (KGTV) - A 55-year-old homeless man who was attacked with a skateboard while sleeping in North Park has died, San Diego Police said.Arthur Angulo was sleeping in alley in the 2800 block of El Cajon Boulevard  at around 4:30 a.m. Saturday when a man bashed him repeatedly with a skateboard, according to police.  Angulo suffered ``visible signs of major trauma to his upper body,'' San Diego police homicide Lt. SAN DIEGO (KGTV) - A broken water line in Tijuana sent a mixture of potable water and untreated sewage across the U.S.-Mexico border. The 7.8 million gallon spill, which started Sunday night at 7:30 p.m., was stopped Monday afternoon, according to a spokesperson from the International Boundary Water Commission.A spokesperson for the IBWC said the 16-inch potable water line broke near Agua Caliente Blvd. in Tijuana. The ruptured portion of the pipe has been repaired.Mexican water officials shut down Tijuana’s pump station because the water flow exceeded the station’s capacity, the IBWC said. “Water and untreated waste water continues to flow into the United States,” said IBWC officials.County Beach and Bay Monitoring Program staff members tell 10News the flow was stopped before it could impact local beaches and there is no risk at this time. 860

SAN DIEGO (CNS) — Two men who were allegedly running an illegal hash oil lab inside a Lemon Grove warehouse were charged by federal prosecutors Friday.Adam Ledesma and Jared Hoffman are charged with manufacturing around 166 kilograms of hash oil inside the building raided by Drug Enforcement Administration agents on Thursday.The hash oil, valued at more than .75 million, was seized along with ``sophisticated laboratory equipment'' valued at more than million, according to the DEA.In the criminal complaint filed Friday, DEA Special Agent James Gillis wrote that DEA agents regularly surveilled the building over the past month, and observed Ledesma and Hoffman regularly entering the building.There were ``no visible indications of commercial or manufacturing operations operating out of the building,'' according to Gillis, who said that on May 14, he found a number of paint buckets, stainless steel pots and other items he alleged were consistent with manufacturing cannabis inside two dumpsters in the building's loading dock. The building's electricity bills dating back to last May were also ``excessive and consistent with the amount of electricity required to operate equipment commonly used for concentrated cannabis extraction and/or indoor marijuana cultivation.''Search warrants were served Thursday for the premises, which has no license for marijuana cultivation from either the state or San Diego County, according to the DEA.Authorities said it was the sixth hash oil lab in San Diego County dismantled by federal authorities within the past three weeks. Explosions at two of those labs sent four people to hospitals with serious burns, the DEA said.The agency alleged that the Lemon Grove lab was in particular danger of an explosion or fire, due to high combustible gas readings at the premises, as well as a large amount of ethanol found at the lab. 1886

Jacob "Jake" Portier faces an Article 32 hearing on suspicion of covering up a string of war crimes allegedly committed by Special Operations Chief Edward "Eddie" Gallagher.The Naval Criminal Investigative Service probe involves the death of a wounded Islamic State fighter near Mosul, Iraq in May 2017, the Navy Times reported.Prosecutors allege Gallagher stabbed and killed the wounded man, posed for a photograph next to the body and opted to complete his re-enlistment ceremony next to the corpse, bringing "discredit upon the armed forces."Gallagher is also accused of shooting two non-combatants in separate incidents near Mosul, the Navy Times reported.An MCAS Miramar spokesman could not immediately be reached for comment.Gallagher was arrested on Sept. 11 and is being detained at the Naval Consolidated Brig Miramar at the Marine Corps Air Station Miramar, under Rules for Court-Martial 305, the Navy Times reported.Portier, who is accused of dereliction of duty, was not present at the time of the alleged killing, the Navy Times reported.
