SAN DIEGO (KGTV) -- The California Highway Patrol is investigating after a body was found on Interstate 5 near Camp Pendleton Thursday afternoon.According to CHP, the body of a 51-year-old man was found on the exit ramp from I-5 north to Christianitos Road.Once officers arrived, they found the San Clemente man out of view in the brush next to the road.The San Diego County Medical Examiner responded to the scene and is trying to determine the cause of death. SAN DIEGO (KGTV) - The former head of the Poway Unified School District appeared in court Monday for a preliminary hearing on five felony charges.Officials charged John Collins with misappropriating and misuse of public money.The complaint accuses Collins of misappropriation of public money dealing with vacation time and sick leave. Poway Unified fired Collins in 2017 after a scathing audit had alleged he received more than 0,000 in overpayments and unauthorized payments.The audit also claims there were an additional ,000 in other transactions that violated district policy and some questionable purchases for airline tickets, dinners and hotel fees.Collins attorney did not respond to 10News request for a comment, but in the past, Collins denied engaging in conduct that was dishonest.If convicted on all charges, Collins could face more than seven years behind bars. 894

SAN DIEGO (KGTV) -- The California Department of Motor Vehicles is reminding residents about the looming REAL ID deadline. Starting October 1, 2020, U.S. residents will need a REAL ID to fly domestically or enter secure federal facilities and military bases. The new ID is the result of the 9/11 Commission's recommendation to establish standards for identity verification and security features. In California, a gold bear and star indicates REAL ID compliance. The DMV is also reminding residents about requirements to obtain a REAL ID. SAN DIEGO (KGTV) — The California Department of Motor Vehicles is delaying some driver license and vehicle registration services for 60 days due to the coronavirus pandemic.The DMV said the action will protect customers from coming to offices and employees who are working in office during the outbreak."The DMV is taking this action so that at-risk populations, including seniors and those with underlying health conditions, can avoid required visits to DMV field offices for driver license or vehicle registration renewals," the DMV said in a release.RELATED COVERAGE:California COVID-19 Tracker: San Diego coronavirus updatesSan Diego County leaders set up community response fund amid coronavirusList: School districts providing free meals amid closuresThe 60-day reprieve begins March 16 and covers some services that require an office visit for new driver licenses, duplicate driver licenses, some driver license renewals, new license plates, complex vehicle registrations or title transfers, and off-highway permits.Transactions that fall within this period include driver license renewals for those:70 years of age and older, who are required to take a knowledge testIndividuals who are required to renew in the office (last DMV visit was 15 years prior)Individuals subject to vision testingIndividuals with complex driving historyThe 60-day period also applies to vehicle registration renewals for customers who are not eligible to use an alternative service channel because of:Outdated insurance informationRegistration expired for 90 days or moreSmog issuesA recent transferSeveral DMV tasks can still be completed online through the department's website or at its kiosks around the state. The DMV is also recommending that state law enforcement be flexible when reviewing driver license or identification and vehicle registration. The DMV said it may choose to waive registration penalties, as well.California's DMV offices are open amid several closures around the state due to the coronavirus, but are working to increase access to services outside the office. 2082

  

SAN DIEGO (KGTV) -- The City of San Diego is resuming its enforcement of all parking regulations next month.A two-week grace period begins Wednesday. July 1, with those who violate San Diego parking rules receiving written warnings. Starting Wednesday, July 15, citations with fines will be issued.City officials said resumption of parking enforcement is “identified as one small step toward restoring San Diego’s economy.”“We know many residents are looking forward to visiting their favorite restaurants, breweries, cafes, shops and stores, and restarting our local economy. As the City begins to take careful and measured steps to reopen, we need to make sure parking enforcement, especially in our business districts, allows for a healthy flow of customers, ensures accessibility and reinvests back into our communities,” said San Diego’s Deputy Chief Operating Officer Erik Caldwell.Chris Clark, with San Diego’s Small Business Alliance, added, "Like all San Diegans, local business owners have shouldered the burden of our unprecedented situation the past few months. Now, we are finally starting to sense a return to business and life as usual. While free parking is convenient, parking meters help incentivize turnover at prime parking spaces in business districts. This keeps commerce flowing efficiently and supports local restaurants, shops and services."On March 16, the city suspended citations for vehicles violating street sweeping, metered parking, time limits and yellow commercial zones due to state and San Diego County stay-at-home orders amid the COVID-19 pandemic.Regarding street sweeping, city officials said courtesy notices will be given to residents to remind them of a return to regular service.
