ZAGREB, June 20 (Xinhua) -- Chinese President Hu Jintao's just concluded three-nation tour is "very successful" in enhancing friendship, boosting cooperation and promoting common development with relevant countries, Foreign Minister Yang Jiechi said Saturday.     During the tour from June 14 to June 20, President Hu attended the ninth annual summit of the Shanghai Cooperation Organization (SCO) and the first BRIC (Brazil, Russia, India and China) summit in Yekaterinburg, Russia, and paid state visits to Russia, Slovakia and Croatia.     Hu's tour took place amid the complicated and changing international situation, while the global financial crisis continues to spread, regional security faces new challenges, and various countries share stronger will to deepen cooperation and promote development, Yang said.     The tour was a significant diplomatic move taken by China to develop relations with neighboring countries, major developing countries as well as Central and Eastern European countries, said Yang.     He said the tour has made successful achievements in four major areas. BEIJING, April 29 (Xinhua)-- China has allocated 23 billion yuan (3.37billion U.S. dollars) for energy saving, anti-pollution, ecological and environmental protection projects since the fourth quarter of last year, a senior official told Xinhua Wednesday.     Han Yongwen, secretary-general of the National Development and Reform Commission, said investment in these sectors accounted for 10 percent of the 230 billion yuan government spending to date on infrastructure, ecological and environmental sectors, quake relief and other areas.     China unveiled a 4-trillion-yuan stimulus package in November last year to be spent over the next two years with 1.18 trillion yuan spending from the central government, to cope with the adverse effects of the global financial crisis and shore up the domestic economy.     "This ratio of 10 percent was not low. It shows that the central government not only focuses on stimulating domestic demand and keeping stable economic growth, but also stresses laying a good foundation for the economy's sustainable development in the long run," Han said.     Of the 23 billion yuan spending, 13 billion went to improving urban water treatment facilities, 4 billion yuan to pollution prevention projects on the Huaihe and other big rivers, 3.5 billion yuan to forest planting projects and the other 2.5 billion yuan to key energy saving projects across the country.

BEIJING, May 30 (Xinhua) -- China's central authorities issued a circular here Saturday urging candidates to practice fair play in direct elections of village heads amid complaints of bribery and other dirty tricks to win votes.     "The villagers' committee election work in some rural areas is not properly conducted as bribery situation is grave and seriously harms the impartiality of election," said the circular jointly issued by the General Office of the State Council and the General Office of the Communist Party of China (CPC) Central Committee.     According to the circular, candidates' behaviors must be "strictly regulated". Punishment ranging from disqualification from election, removing current post to criminal penalty will be given to those who try to win votes from villagers with money, violence or intimidation and those who cheat in vote count.     Villagers have the rights to report any improper behaviors of the candidates and such reports should be investigated and managed immediately, the circular said.     "Currently, the country's rural areas are experiencing fresh reform and farmers' ideas are also undergoing deep changes," said the circular." Improving the work of election will help ensure villagers to practise their rights and develop grass-root democracy."     In addition, government organizations at provincial, city, county and township levels should set up special departments to regulate and guarantee the smooth run of village elections.     According to the circular, related organizations are also urged to "carefully" deal with post-election issues, such as auditing the work of former villagers' committees, ensuring former committee members' social welfare and even comforting candidates who lose.     A villagers' committee in China's countryside is a mass organization of self-management comprising local villagers, usually five members that manage village affairs.     China has introduced the practice of self-administration and direct elections at village levels since the Organic Law of Villagers' Committees was enacted in 1988.     The law, which sets out basic principles to ensure democracy at a local level, states that any villager aged 18 years or over has the right to vote or stand as a candidate.
