SAN DIEGO (KGTV) -- After years of setbacks and construction, part of One Paseo is getting ready to open its doors in Carmel Valley. The company behind the project plans to open the multi-concept development in phases, with the retail space scheduled to open first in the beginning of March. The residential area is set to open in the summer of 2019 with offices on the property following in 2020. SAN DIEGO (KGTV) - Across the state of California, there were more than 10,000 sexual harassment offenses, as defined by California education code that resulted in suspension, expulsion or disciplinary diversion.A San Diego mother says her daughter was bullied and sexually harassed at school.“She said that he would take her pencils from her,” said Myiesha Jackson. “If she tried to get them back he would stick them down his pants."Jackson claims the male student didn’t stop there. She claims he took Play-Doh, made it into the shape of a penis and rubbed it on her daughter while making inappropriate sounds."I consider that sexual harassment,” said Jackson. An investigation report Jackson gave to Team 10 says the accused student admitted to rolling up the Play-Doh and holding it up while singing an inappropriate song that was sexual in nature, and the Play-Doh represented a male genitalia part, but the other student denied touching her with it.At the end of the report, it lists an action play, basically separating both students at all points of the day so they wouldn’t come into contact with each other.Jackson says that’s not what happened."The very day I brought her back she was in lunch, the line to get lunch, and they let him out of the office apparently, and he went and stood directly behind her,” she said.Magnolia Science Academy- San Diego denied 10News’ request for an interview.In an emailed statement an attorney for Magnolia Public Schools wrote:“State and federal student confidentiality laws and our organization's policy prohibit MSA-SD from commenting on specific students or incidents in which they may be involved. SAN DIEGO (KGTV) — A third Marine has reportedly tested positive for coronavirus at MCAS Miramar.The Marine is currently quarantined at his home, MCAS Miramar officials told 10News.Navy medical staff is investigating anyone the Marine may have had contact with, as well.No further information on the base's third case was immediately released.Last week, a Marine tested positive for coronavirus after returning from leave in Washington state where he was visiting family. Then Saturday, the base confirmed a second Marine tested positive for the virus.Those two Marines are currently in isolation and quarantined in an empty barracks that was designated to treat potential cases of COVID-19.MCAS Miramar is currently a quarantine site for individuals evacuated from Wuhan last month and passengers aboard the Grand Princess cruise ship. Those quarantined passengers are being treated by Centers for Disease Control and Prevention staff.The two Marines who had contracted coronavirus last week did not have any contact with cruise passengers, according to the base. SAN DIEGO (KGTV) — A school district superintendent and a Native American reservation leader in North County are speaking out against the proposed placement of a sexually violent predator. On Thursday, there were strong reactions from those who are close to North County's Pauma Valley home where sexually violent predator Joshua Cooley could soon be placed. “When people like this are placed by our borders, it's very concerning,” Temet Aguilar, the Chairman of the Pauma Band of Mission Indians, said Thursday. Aguilar is encouraging the hundreds of families on and near the reservation to speak out against the placement of 40-year-old Cooley, whose victims were 12-years-old.“They think this is an area that's rural and there's nobody out here but actually it's more dangerous. Predators can hide out here. We have a tremendous amount of agriculture. We have rural lands,” he added.Valley Center-Pauma Unified School District Superintendent Ron McCowan told ABC10 News they'll write letters if they have to to make sure they're voices on the matter is heard. “We'll write the letters if we have to. We'll show up at the court hearing if we have to," McCowan said. “We'll make every effort we can. We'll work alongside our local officials and make sure that our voice for our community is heard and make sure they understand the risk that they're putting our young children in.”This Tuesday, DA Summer Stephan sent a letter to the Department of State Hospitals, urging the Department to find a different place for Cooley, who's from Northern California, not San Diego. He has no local connections.It's unclear why the Department is seeking his housing in San Diego.Next month, a Humboldt County judge will consider a request from the Department to place him in Pauma.If granted, it would mark the first time that such a predator from outside San Diego would be placed in our county.DA Stephan has called the move reckless and irresponsible. She said that in July, a San Diego judge struck down a request to place 75-year-old sexually violent predator Joseph Bocklett in the same Pauma home.According to an ABC station in Northern California, Cooley’s been denied placement in at least four different areas in and near Humboldt.The Department of State Hospitals will not confirm any information about Cooley, citing privacy concerns. A Humboldt County court official called ABC10 News on Thursday to say the Court would not comment.On Oct. 9, at 8:30 a.m., a hearing on Cooley's placement will be available for viewing at https://www.humboldt.courts.ca.gov/.Those interested in submitting a public comment for the hearing can do so between Sept. 15-23. SAN DIEGO (KGTV) - A senior "hero" leapt into action when she saw a man snatching a neighbor's package in the La Jolla area.On a quiet afternoon last week, Gillian Ackland was in her living room when she saw an unfamiliar white car park right in her cul-de-sac off Colima Street in Bird Rock."It felt kind of strange," said Ackland.Next door was a big package sitting outside her neighbor's door.MAP: Track crime happening in your neighborhood"The car suddenly starts backing up diagonally. I realize he's going for the package, and I run out the front door, saw him with the package and ran to his side of the car," said Ackland.Her neighbor's Ring camera captured it all. In the video, a man is seen walking up to the door, grabbing the big package and a smaller one. As he starts running to his car, so does Ackland, who yells, "That's not yours!" three times.He shoves the package in the back seat, but the door didn't fully close."There was adrenaline going," said Ackland.Ackland sensed her chance."I knew I had a few seconds and I could do something - and I did it," said Ackland.She opened the back door and tried to pull the package out. The package starts to fall out, but not far enough, as the car drives off. Ackland has no regrets."The injustice of all kept me going. I just felt it's not right, and I just thought I could get the package away from him," said Ackland.Another neighbor took a photo of the car showing an Uber sticker on the front windshield. Inside the package was a side table. She says the neighbor missing the package thanked her profusely. He told 10News she is a "superhero neighbor.""It's actually a little embarrassing," said Ackland.The video was shared on the "Neighbors by Ring" app."It's important that neighbors look out for each other.
