SAN DIEGO (KGTV) -- Authorities in California have identified the sailor who died after being struck by a spinning helicopter blade as 32-year-old Lt. James Mazzuchelli.Mazzuchelli was a flight surgeon assigned to Marine Light Attack Helicopter Squadron 267, Marine Aircraft Group 39 and was stationed at MCAS Camp Pendleton.Mazzuchelli is from Orange Park, Florida and was previously deployed to Japan.“Lt. James Mazzuchelli was an incredibly talented physician and Sailor,” said Col. Matthew Mowery, commanding officer of MAG-39. “His contagious enthusiasm, motivation, and love for the Marines and Sailors of HMLA-267 and MAG-39 has been evident in the outpouring of grief at his loss and the support being shown to his family and close friends. His willingness to join the Navy and elect to serve faithfully with the Marines should give a sense of pride to all of us who serve our country that we are surrounded by heroes every day. James and his contribution to our Corps will be sorely missed."The sailor died Saturday morning after being hit by the spinning tail rotor blade of a UH-01Y Venom Marine helicopter.The incident is currently under investigation. 1182

SAN DIEGO (KGTV) – Close to 100 people packed the Sherman Heights community center Friday night.Just about all of them were there to tell city officials to back off their plan to set up a homeless storage facility at Commercial and 20th Streets.The city says the plan is not finalized, but they are in negotiations with leasing the building. “We have a playground is about 15 feet from this building,” said Noel Bishop, the principal at Our Lady’s School. “The reality is it’s just an open invitation for people to come back to this community and start living on the streets again… having people in our neighborhood that might be drug users, not mentally stable.”Jonathan Herrera, senior advisor for homelessness for the city of San Diego, says the site is expected to similar to the one on 16th street. It will be a place for the homeless to store their belongings while they visit clinics, classes or go to job interviews.The city is promising to be a good neighbor, stressing the site will have security 24/7.  There will be loitering, drugs or alcohol allowed, and they will have regular waste pick-ups within a block radius.“We are currently looking at other facilities in beach communities, uptown, mid-city and southeastern San Diego to see if we can provide additional services in those areas as well,” Herrera said. He said there were a lot of concerns raised that they are taking into consideration, but the city plans to move forward in the process and bring the plan to the San Diego Housing Commission on March 9th.“The mayor highlighted that the time to develop universal consensus is over and that effort to develop consensus has caused us action, and that’s no longer tolerable,” Herrera added. 1733

SAN DIEGO (KGTV) - As the number of vaping-related illnesses continues to rise across the country, local leaders are seeing a spike in marijuana vape users in San Diego. The DEA and local health officials are now laying out their plans to stop the crisis in our county. The number of people who have used marijuana vaping in San Diego has grown, including users who are underage. A study done by SANDAG shows 70 percent of juveniles and 61 percent of adults have reported vaping with THC products. The DEA says the best way to combat the spike is to crack down on illegal extraction labs. "The creation of the vaping cartridge process is not controlled in any way, shape, or form," says Assistant Special Agent in Charge Colin Ruane. "There's no quality control; there's no testing of the product. So when you get the THC, you don't know what you're getting and what you're inhaling."The DEA says the extraction of THC also poses a safety risk to the community. Four extraction labs have caused a fire or explosion in various areas around the county. The Center for Disease Control and Prevention has confirmed over 1,800 cases of vaping related illnesses in the U.S. Many of those admitted to using THC products. 37 people have died. The DEA is working with its partners and other local organizations to continue to get the word out on the dangers of vaping. 1368

SAN DIEGO (KGTV) -- Capt. Andy Williams, Commander of the California Highway Patrol Oceanside Station, is under investigation after his arrest for suspicion of domestic violence.ABC 10News obtained the request for a restraining order against Williams, filed by his ex-wife. In the court documents, she details an argument the two got into at his home in Carlsbad Oct. 19. She claims he struck her near her buttocks with enough force to leave a hand mark and welts.Carlsbad police confirmed to ABC 10News that they arrested Williams. A spokesperson for the District Attorney tells ABC 10News they are investigating the case to decide whether to file charges.Williams is out on bail. CHP has placed him on administrative leave and removed his powers as a peace officer.CHP Border Commander Chief Omar Watson sent ABC 10News a statement:"The CHP is aware of the arrest of Capt. Andy Williams by the Carlsbad Police Department for alleged behavior that occurred while the employee was off duty. The CHP continues to fully cooperate with the investigating agency and we are conducting our own investigation into the allegations. I want to assure the public that we take any allegation of misconduct by our employees, whether on or off duty, very seriously.I also want to emphasize to the public that the alleged conduct of this employee does not reflect the values, hard work, dedication and professionalism of the CHP and its more than 11,000 employees, who proudly work each day to provide the best in Safety, Service, and Security to the people of California." 1566
