Delaware has made history as the first state in the nation to ban child marriage under all circumstances.Democratic Gov. John Carney signed a bill this week making it illegal for anyone under age 18 to get married, even with parental consent.Before this, minors in Delaware could get married at any age with parental consent and a judge's approval, officials said.Despite most US state laws setting the age of marital consent at 18, every other state and the District of Columbia have loopholes for minors seeking marriage licenses, experts say. Texas and Virginia, for instance last year enacted new laws limiting marriage to those 18 and older, but they made narrow exceptions for minors granted adult rights by the courts."Most US states set the minimum age at 18," Human Rights Watch said in a statement. "But except for Delaware, all still allow exceptions, most of which are very broad -- for example with parental permission, or for pregnancy. DENVER — Denver Mayor Michael Hancock flew to Mississippi Wednesday to have Thanksgiving with his wife and daughter at his daughter's home after pleading with Denverites not to travel for the holiday if possible.On Wednesday morning, Mike Strott, deputy communications director with the Office of the Mayor, confirmed that Hancock had left the state to celebrate the holiday."As he has shared, the Mayor is not hosting his traditional large family dinner this year, but instead traveling alone to join his wife and daughter where the three of them will celebrate Thanksgiving at her residence instead of having them travel back to Denver," Strott said in a statement. "Upon return, he will follow all necessary health and safety guidance and quarantine."Hancock's trip comes at a time when more Coloradans than ever before are contagious with COVID-19. About one in 41 Coloradans are contagious with the coronavirus, up from one in 49 last week and a large increase from an estimated one in 110 in recent weeks, health officials said in a Tuesday press conference.The trip also goes against the recommendations from the CDC, who has advised Americans not to travel for the Thanksgiving holiday.On Wednesday morning, Hancock said on Scripps station KMGH in Denver that his constituents should try and celebrate the holiday with those in their own households, of possible. DELAWARE COUNTY, Pa. — A mother was arrested in Ohio for allegedly creating child pornography of her own 3-year-old daughter, the Pennsylvania Attorney General's office announced on Tuesday.Kayla Parker, 26, of Dayton, Ohio, was charged with felonies including the sexual abuse and exploitation of children, endangering the welfare of a child and indecent assault.According to the office of Attorney General Josh Shapiro, Parker lived with her ex-boyfriend, David Carbonaro approximately four years ago. During that time, Parker committed inappropriate sexual acts with her daughter, the 3-year-old victim, including the creation of child pornography.“This is an egregious case – a mother who preyed upon and sexually abused her own three-year-old daughter,” Attorney General Josh Shapiro said.When investigators executed a search warrant at Carbonaro’s residence in July, they reportedly found hundreds of images and several video files of a 3-year-old girl in various stages of undress. At least one file depicted an adult female’s hand reaching inside the victim’s underwear.Carbonaro identified the victim and her mother to agents.According to a probable cause affidavit, Parker told investigators that, "Carbonaro would watch her abusing the victim and often masturbate during the act."During that same interview, Parker allegedly told investigators that, on numerous occasions during the time she lived with Carbonaro, she undressed and escorted her 3-year-old daughter to a bedroom, shut the door and left her alone with Carbonaro. Carbonaro was arrested in July, following the raid at his residence. DALLAS (AP) — A white former Texas police officer was found guilty of murder on Tuesday for fatally shooting an unarmed black teenager last year as the boy left a house party in a car full of teenagers.Roy Oliver was fired from the Balch Springs Police Department days after the April 2017 shooting. Oliver killed 15-year-old Jordan Edwards after the then-officer fired into a moving car carrying five black teenagers leaving a local house party. Edwards was in the front passenger seat.Oliver testified during the Dallas County trial that he opened fire after seeing the car move toward his partner. He says he thought his partner was in danger. But his partner told jurors he didn't fear for his life and never felt the need to fire his weapon.The shooting launched the Dallas suburb of Balch Springs into a national conversation on issues of law enforcement and race. Experts said ahead of the trial that securing convictions against an officer was challenging, in part because criminal culpability in on-duty shootings is subjective and jurors are more inclined to believe police testimony.In closing arguments, defense attorneys told the jury they needed to evaluate the circumstances from Oliver's viewpoint and from what the former officer knew at the time. But prosecutors described Oliver as out of control and looking for a reason to kill. They argued that his firing into the car wasn't reasonable.The shooting came after Oliver and his partner, Tyler Gross, had broken up a large house party following a report of underage drinking. Both officers were inside the residence when they heard gunfire outside and responded. Authorities later determined the shots were fired near a nursing home in the area.Oliver retrieved his rifle and went toward Gross, who was ordering the car carrying Edwards to stop. Oliver testified that he saw the car back up and stop for a second before moving forward and going toward Gross.Testifying in his own defense, Oliver told the jury the car was about to hit his partner. Oliver said he felt he had no other option but to fire.Gross, however, testified that he did not fear for his life and never felt the need to fire his weapon.
