SAN DIEGO (KGTV) - The City of San Diego is rolling out the second phase of the polystyrene foam and single-use plastics ordinance as the Memorial Day weekend kicks off. Starting May 24, a ban on the sale and distribution of egg cartons, food service ware and food trays made from polystyrene foam begins. The ban includes bowls, plates, trays, cups, lids and other similar items designed for single-use. According to the city, polystyrene foam doesn’t biodegrade and can be mistaken for food by marine life and other animals. Acceptable alternatives include recyclable plastic, aluminum and recyclable paper products, the city says. Some businesses that make less than 0,000 are exempt until 2020. “The City’s goal is to achieve zero waste by 2040,” said the City’s Environmental Services Department Director, Mario X. SAN DIEGO (KGTV) -- The family of the man killed in a wrong-way crash on Interstate 5 Monday morning says the California Highway Patrol got it wrong. According to them, their brother - Justin Callahan - was a driver, but not the driver who caused the crash. RELATED: Driver killed, 2 hurt in wrong-way crash on I-5On Monday CHP told 10News the following: Just before 2 a.m. Monday, a Volkswagon Jetta was traveling eastbound in the westbound lanes of Inerstate 8 from Sunset Cliffs Boulevard. As CHP officers responded, the Jetta entered the northbound Interstate 5 transition ramp to the westbound I-8 in the wrong direction and collided head-on with a Toyota Camry.An SUV then crashed into the back of the Camry, the CHP said.The driver of the Jetta was 35-year-old Justin Callahan, who was declared dead at the scene. Justin's family says he usually drives home from work at the time and would have been traveling in the opposite direction - from Chula Vista to his home in Ocean Beach. Based on that information, they tell 10News the CHP's report just doesn't add up. "It doesn't make any sense," his brother, Tommy Villafranca, said.  "Why would he get back on the freeway and get back the opposite direction?"And if Callahan did turn around and got back on the freeway, the timing doesn't add up,  his brother said.  He says his work caught on security video leaving at 1:38 a.m. and the crash happened less than 20 minutes later."It takes 21 minutes just to get from his work to Sunset Cliffs Boulevard," Villafranca said.   "He’s still got to turn around go back, and that would take even more time, so the timeline is not working at all."The family has created a GoFundMe to help them pay for arrangements necessary to get Callahan back to Wheatland, California and arrange a funeral. "Justin was an artist and an inspiration to the people around him," James O'Callahan wrote on the GoFundMe page. "At this point I am too broken up inside to write anything worth reading. SAN DIEGO (KGTV) - The family who lost their home in the Willow Fire is hoping to track down their "angel" firefighter."I know we lost everything, but my dad is still here. We're just so grateful," said Gwendolyn Pavlick.Two days later, an emotional Pavlick shared details of her father's narrow escape from the flames. That Wednesday night, her mother was staying with her in Carlsbad. Her father Doug was fast asleep in his home on Wind River Road in Rancho San Diego, when the fire started. It raced up a hill within minutes. Doug woke up to a loud knock."By the time he got to the door, the kitchen was on fire. The fireman said, 'You have to go.' When he ran upstairs to get keys and wallet, the fire went through the windows of his bedroom," said Pavlick.Gwendolyn says her father has dealt with back and foot issues."My dad, who couldn’t run physically, somehow, at that moment, could," said Pavlick.Doug was able to drive away to safety. From a distance, he watched as his home of 33 years burned. Six other homes were damaged from the heat and smoke."It’s heart-wrenching because that house was in our lives so long, it feels like a family member," said Pavlick.On Thursday, Gwendolyn and her parents surveyed the damage, nearly everything lost, including thousands of family photos. Outside the home, they prayed. Gwen's mother told her they will rebuild."After seeing the house, the first thing she said was, 'God gave us this house. He’s going to give it to us again,'" said Pavlick.As for their biggest blessing - her father's safety - Gwendolyn is now trying to find the mystery firefighter who woke her father."I just want to tell him, 'Thank you so much for saving my dad's life.' I don’t know if he is real or an angel," said Pavlick.The home is insured. Pavlick says very little was salvageable. SAN DIEGO (KGTV) -- The 10News team is celebrating the return of morning reporter Marie Coronel."I'm so glad to be back here with you guys," she told the morning 10News team in an emotional appearance in the studio Wednesday.About three and half years ago, Marie and 10News photographer Mike Gold were in Mira Mesa preparing for a live report on storm damage when heavy branches snapped off a massive eucalyptus tree crushing the both of them. Mike was able to recover from his injuries and was back to work a few months later, but it's taken years for Marie to recover from multiple injuries and return to the newsroom."This has been a crazy long journey...it's been so tough emotionally, physically, and me going through physical therapy, then doing all of this while raising our three little boys," she said.During her recovery, the native San Diegan stayed active and connected in the community through social media. But Marie acknowledged that her return was met with some jitters when 10News anchor Jim Patton asked what it felt like to be back."I was like the new kid walking in yesterday but then now in day two I'm like, 'let's get back to business.'"Marie credits her recovery and perseverance to the enormous support from family, friends, faith, co-workers, and the 10News – ABC San Diego KGTV viewers, she said."I’ve kept my eyes and ears on our community, and there are so many stories I can’t wait to start reporting. The NRF says an "estimated 147.8 million U.S. consumers [are] expected to participate, up from 134.3 million last year, according to the annual survey released today."This includes both in-store and online shopping.This year had the shortest shopping window between Thanksgiving and Christmas, leaving shoppers nervous.Jessica Ramirez said she was so busy working she could only start shopping Saturday. She said the family had been to a few stores that day and she will get as much done as possible in the final countdown before Christmas.Dana Giusti was eating a candy cane while she shopped in Best Buy, saying her sugar fix was staving off anxiety about finishing up Christmas shopping and wrapping all the presents for her family.In Mission Valley, the Target parking lot was filled with lines of cars.
