SAN DIEGO (KGTV) — An explosion of COVID-19 cases across California has many businesses once again changing how they operate.But not by choice. The changes come after most counties find themselves in the state's most restrictive purple tier.San Diego County's move to the purple tier means back to takeout and outdoor only dining."I see red … Not in the black right now," says Terryl Gavre, owner of Café 222 in San Diego. "I've been here 29 years, this restaurant opened in 1992 … and I am doing less in sales than I was doing in 1992."Gavre's other spot, Bankers Hill Bar and Restaurant, is in what she describes as a hibernation period. Hunkering down and trying not to lose money.Those business decisions come with a cost."If we stay open, every month you watch the savings account go down, down, down," Gavre said. "We had 15 employees here pre-COVID we're now down to 5. So 10 of my staff members have been laid off. At Bankers Hill Bar and Restaurant, we had 40 people on staff."This week, 28 other California counties across the states moved back into the purple tier."My first thought was that's very frustrating. My second thought was immediately what I've been doing for the last eight months which is lying in bed awake thinking how are we going to pull this off," said Ryan Joiner, who owns Athlon Fitness & Performance in San Luis Obispo.The rules say fitness facilities located in purple tier counties can only operate outdoors.While some businesses have spent the last nine months treading water, the most recent frustration comes with the governor's Monday press conference and changes to the tier system, allowing counties to move back a tier after one week, not two.It drastically changed the makeup of the state and how many businesses across the state can operate."Counties can move back after one week, not just two weeks," Gov. Gavin Newsom said, describing the state hitting the emergency brake. "I'll go back so you can get a sense of where we were just a week ago and now again the purple throughout the state of California.""It's really frustrating for a lot of people and ya it does seem like he's moving toward a backdoor shut down order again," James Gallagher is a state assembly member in Northern California.Gallagher says the governor keeps changing the rules just as people are finding their footing from the last set of guidelines."I just think that this approach is the wrong one," Gallagher said.Gavre says the tighter the restrictions get and the longer they go on the harder for small businesses to keep going."A lot of people out of work right now going into the holidays and I don't know what they are going to do," Gavre said.The state has said the spread of COVID-19, if left unchecked, could quickly overwhelm our health care system and lead to catastrophic outcomes. 2824
SAN DIEGO (KGTV) - Albertsons Companies confirmed Saturday an employee of an Escondido grocery store tested positive for COVID-19.The company said the store will remain open, and "will continue to follow an enhanced cleaning and disinfection process in every department."Public Affairs Director Melissa Hill said that the employee is receiving care and has not worked at the store since March 24. Hill said the Escondido store has been through multiple sanitizing and disinfecting cycles, and used third-party expert service.Hill said the store is monitoring other staff for symptoms."Following CDC guidelines, our Crisis Response Team may recommend that additional members of the store team self-quarantine. These employees will be eligible to receive up to 14 days of quarantine pay," said Hill.The United Food and Commercial Workers Local 135 President Todd Walters said they have been working with companies to get higher safety measures into the workplaces of members.He said three members of the union tested positive as of Saturday. He said they were all at different locations in San Diego County."We're encouraging and asking the members to 1. Make sure they get their social distance. 2. We want them to get time every 30 minutes to stop, wash their hands and clean their work stations," he said.Walters said Plexiglas has been installed at check out stands to protect workers at Albertsons and Vons, and next week Ralphs and Food For Less will see the same installation.He said employees are tired from the long shifts and urged the public to realize supplies aren't going anywhere. "Please don't shop unless you have to, there's no need to horde. If you see these retail workers, not just grocery, but our drug store members, or other retail entities, give them space. If they're trying to work and you need something, call out to them. SAN DIEGO (KGTV) - A San Diego-based U.S. Coast Guard crew rescued a man having a heart attack on board a tanker off Point Loma Tuesday morning.The Chembulk New York, a 525-foot tanker vessel, radioed the Coast Guard for help Monday at 4:15 p.m. At the time, the ship was 370 miles southwest of San Diego, Coast Guard officials reported.A Coast Guard MH-60 Jayhawk helicopter left San Diego at 10:45 p.m. to rendezvous with the ship, which changed course to facilitate the medical evacuation.At 1:30 a.m., the helicopter crew arrived and hoisted the man on board. The crew flew him to Scripps Memorial Hospital in La Jolla.The man was reported to be in stable condition, according to the Coast Guard. 708
SAN DIEGO (KGTV) - A Spirit Airlines flight leaving San Diego's airport was stopped on the runway Thursday when the plane had a hydraulic fluid leak at Lindbergh Field.The incident happened just after 9 a.m., according to the San Diego Fire Department. No smoke made its way into the cabin and no fire was reported. Crews towed the aircraft back to its terminal.No injuries were reported. Spirit Airlines spokesman Stephen Schuler issued a statement just after noon which reads, "Spirit Airlines flight 359 from San Diego to Las Vegas returned to the gate following a reported mechanical issue. The captain of another aircraft in line for takeoff reported smoke from the rear landing gear and fire officials responded accordingly. The aircraft was towed to the gate, where our mechanics and FAA inspectors discovered it was nothing more than condensation. The plane is scheduled to take off shortly. SAN DIEGO (KGTV) — Ahead of the Halloween weekend, San Diego State University is issuing a stay-at-home advisory for all students.The college said following the CDC's discouragement from participating in Halloween or social events where physical distancing cannot be done, as well as San Diego County's recommendation to avoid similar gatherings, a temporary advisory for students will go into effect from Friday, Oct. 23, at 6 p.m. through Monday, Nov. 2, at 6 a.m.Under the advisory, students are encouraged to stay home unless for an essential need.The university says it will continue to enforce the campus' COVID-19 policies against large gatherings off-campus, including recent reports of social events in the College Area that have drawn dozens of students together without physical distancing or mask wearing. Since Aug. 24, nearly 900 notices of alleged violations of the campus' COVID-19 policy have been issued."It takes only one person, even one who is asymptomatic, to create a public health risk.
