TOKYO, Nov. 12 (Xinhua) -- Chinese President Hu Jintao arrived in Japan Friday for the 18th Economic Leaders' Meeting of the Asia-Pacific Economic Cooperation (APEC), which is slated for Saturday and Sunday in Yokohama.Hu and his wife, Liu Yongqing, were welcomed by senior officials from the Japanese Foreign Ministry at Haneda airport.Chief Executive Donald Tsang of the Hong Kong Special Administrative Region and Chinese Ambassador to Japan Cheng Yonghua were also present at the airport to greet Hu.President Hu, who flew into Tokyo from Seoul after attending the fifth summit of the Group of 20 (G20), was traveling by car to Yokohama.With the theme of "Change and Action," this year's Economic Leaders' Meeting will focus on the regional economic integration, a growth strategy for the Asia-Pacific region, human security, the economic and technical cooperation, and the assessment of achievement of Bogor Goals by APEC economies, according to the meeting agenda.The Bogor Goals call for free and open trade and investment in the Asia-Pacific by 2010 for industrialized economies and by 2020 for developing economies. These goals were adopted by leaders at their 1994 meeting in Bogor, Indonesia.President Hu will speak at the meeting to present China's view on these issues, Chinese officials said.Before the Economic Leaders' Meeting, the Chinese president will deliver a speech at the APEC CEO Summit, Chinese officials said.APEC is the premier forum for facilitating economic growth, cooperation, trade and investment in the Asia-Pacific region.Since its birth in 1989, APEC has grown to encompass 21 members spanning four continents, and represents the most economically dynamic region in the world, accounting for approximately 40 percent of the world's population, around 50 percent of world GDP and about 44 percent of world trade.APEC's 21 member economies are Australia, Brunei, Canada, Chile, China, China's Hong Kong, Chinese Taipei, Indonesia, Japan, Malaysia, Mexico, New Zealand, Papua New Guinea, Peru, the Philippines, Russia, Singapore, South Korea, Thailand, the United States and Vietnam.

BEIJING, Dec. 29 (Xinhua) -- China Wednesday released its first ever white paper on the nation's anti-graft efforts, expressing its resolve to strengthen the fight against corruption.The document, titled China's Efforts to Combat Corruption and Build a Clean Government, was issued by the Information Office of the State Council, or Cabinet.Ren Jianming, director of the Anti-Corruption and Governance Research Center at Tsinghua University, said corruption is a sensitive issue, and the white paper shows "China has a more open and cooperative attitude toward the problem."The report will help eliminate bias and misunderstanding about China's anti-graft battle as it details both achievements and problems, said He Zengke, a researcher at the Central Compilation and Translation Bureau, a prominent research institute on Marxism and Chinese policies."It will help people develop a correct, objective and comprehensive understanding of China," he said.China's efforts to combat corruption and build a clean government have been managed systematically and promoted comprehensively and "achieved results," the report said.From 2003 to 2009, prosecutors at all levels investigated more than 240,000 cases of embezzlement, bribery, dereliction of duty, and rights infringement, according to the report.From January to November, the Party's discipline watchdogs investigated 119,000 graft cases, resulting in 113,000 people being punished, of whom 4,332 were prosecuted, said Wu Yuliang, secretary general of the Central Commission for Discipline Inspection of Communist Party of China (CPC), at a press conference Wednesday.From 2005 until 2009, over 69,200 cases of commercial bribery -- involving some 16.59 billion yuan in funds -- were investigated, it said.In 2009, some 7,036 officials were held responsible for serious mistakes, breach of duty, and failing to manage and supervise subordinates, the report said.The report quoted a National Bureau of Statistics survey as saying that 83.8 percent of Chinese thought corruption was reduced to some extent in 2010, which was up from 68.1 percent in 2003.The document warned that the task of curbing corruption remains arduous.China has undergone dramatic economic and social change, and the ideas and concepts of the people have altered, leading to increased social conflict, the report said."Since the relevant mechanisms and systems are still incomplete, corruption persists, some cases even involving huge sums of money," the report said. "Breaches of law and discipline tend to be more covert, intelligent and complicated."The CPC and the government understand the "long-haul, complicated and arduous" nature of the anti-graft mission, the report said."They will resolutely punish and effectively prevent corruption with more resolutions and powerful measures," the report said.The report introduces the principles, working mechanisms and legal framework for China's anti-graft system. BEIJING, Dec. 3 (Xinhua) -- China's central government on Friday declared new policies to encourage private funds, including overseas capital, to be channeled to the medical sector to meet the country's increasingly diversified demands on health care.The new policies, dubbed "guideline to encourage and lead social capital to sponsor health-care institutions" were posted on the central government's official website www.gov.cn.It clearly stipulated that social capital should enjoy preferential treatment when China is adjusting or increasing medical resources and social funds will be encouraged to participate in governmental restructuring of hospitals.Overseas investments are now welcomed to sponsor hospitals, while the procedures will be further simplified, according to the guideline.The general office of the State Council, or cabinet, required local governments to amend their documents accordingly and get rid of any policies that impede the development of non-governmental medical institutions.Also, the new policies encourage social funds to take part in governmental hospital reforms and convert some government-backed hospitals into non-governmental institutions to reduce the ratio of public hospitals, said an official with the medical and health care system reform office under the State Council.China will deepen the opening-up of medical institutions and turn the overseas-invested medical sector from the "limited (towards foreign investment)" category into a category that allows foreign investment, the official said.

CHANGSHA, Dec. 19 (Xinhua) -- The death toll in a fireworks blast in central China' s Hunan Province rose from an earlier announced nine to 12 after DNA tests results were completed , local authorities said Sunday night.Another two people were believed to be missing, police said, adding that three of the 12 victims were still to be identified.The blast, which also injured nine others, occurred in Ningxiang County of Changsha, the provincial capital, at about 9:30 p.m. Friday when a truck loaded with fireworks fuses hit a power pole and sparks from fallen cables ignited the fuses.The blast destroyed the truck and nearby houses, shattering windows and cracking walls hundreds of meters away.Rescue work and clean-up at the site ended on Sunday, a local government spokesman said.The nine injured, who are being treated in hospital, are in stable conditions, according to the spokesman.However, the whereabouts of the truck driver remains unknown.Police continue investigating the accident.
