SAN DIEGO (KGTV) — A stylist in Bankers Hill says a "style-and-dash" customer stiffed him on a hefty bill for hair extensions.Stylist Wesley Horn says the young woman, a repeat customer, came into Plush Salon on Friday to match her hair for extensions. The next day, for several hours, he applied and blended the hair."They looked great. She loved it. She was raving about it," said Horn.Horn says when it came time to pay the cost of more than ,000, she offered to pay through the Venmo app."She said the app wasn't working, and then she offered to pay cash," said Horn.She told Horn she had to go to the car to get the cash."Fifteen minutes go by. I text her and ask, 'Are you close?' She says, 'Yes.' Forty minutes go by, and nothing. I call her, and I'm blocked from her cellphone," said Horn.Horn filed a police report, but because she hasn't been named a suspect in a crime, 10News is not identifying the woman. Horn posted details of the incident on the Nextdoor app. The replies included several more accusations of fraud against her, ranging from dine-and-dash incidents to credit card fraud and identity theft."It's insane. SAN DIEGO (KGTV) -- An inmate died in his cell at a San Diego jail Friday, according to the San Diego County Sheriff’s Department.The man, identified as Manuel Cruz, 37, was found unresponsive alone in his jail cell at 3:46 p.m. Friday.Paramedics responded, but despite lifesaving efforts, deputies say the man died. SAN DIEGO (KGTV) - An audit released by the San Diego Police Department Thursday showed they had purged 58 names from their registry of gang members. The names are collected in a database known as CalGang. 42 of the records were cleared because they had passed a 5-year purge mark. Four of the people had died and 12 had been removed due to unrevealed “discretionary” reasons. The results were released at a special joint meeting of the Public Safety and Livable Neighborhoods Committee and the Commission on Gang Prevention and Intervention. At the meeting, Dr. Rodney Hood, the chair of the gang commission also unveiled their annual report. It revealed, as of March 2017, there were 76 documented gangs in San Diego. Overall, it reports there are 3,815 gang members identified in 2017 compared to 4,052 last year. 849

SAN DIEGO (KGTV) — About 160 military police and engineers will be sent to border crossings in San Diego and El Paso this weekend, according to the U.S. Customs and Border Protection.The government will send 80 active-duty troops to San Diego and another 80 to El Paso, according to CBP and the Department of Defense (DoD). Troops are expected to arrive at the two locations Saturday.CBP confirmed to 10News the Department of Defense will provide a "crisis response force" (CRF) for the San Ysidro Port of Entry (POE) in case a federal appeals court nixes a Trump Administration policy known as "Remain in Mexico," and due to coronavirus containment concerns.RELATED: Trump: US could close borders to guard against coronavirus"Based on the pending MPP [Migrant Protection Protocols] decision, continued concern of large groups attempting to forcibly enter through the San Ysidro POE, and COVID-19 containment and mitigation concerns, CBP has activated the CRF," a CBP spokesperson said.Though the spokesperson later downplayed that the troop surge was in direct response to coronavirus cases."...The DoD is not doing anything in direct terms of COVID-19. CBP officers are still doing all immigration related screenings. This is more about port security," the CBP spokesperson added. As they are still working out the finishing touches, community members are offering their suggestions to organizers. SDSU Mission Valley still calls for a stadium, housing for students and the public, retail space, offices and a river park. Local land use and design professionals met in Balboa Park this morning to offer their ideas on how to enhance and improve the existing plans."They want to make sure that this very large development... isn't like an island in the middle of Mission Valley," says Cary Lowe, with C3 San Diego. Community members want to ensure the project "connects fluidly with the surrounding community."There are other concerns, as well. Once construction begins, crews may have to remediate a gas plume that once sat under the site."A number of people have raised the issue of the subsurface contamination of the site," says Lowe. This has "been a long time issue because of a leak from fuel tanks in Murphy Canyon."Lowe says there is an elaborate plan for the possible contamination removal. But as negotiations continue, it is unclear if the city or university will be paying for it. Land use and design professionals estimate the project to begin towards the beginning of next year.
