Matt Bevin on April 26 signed House Bill 528, which makes Kentucky the first state in the country to establish a blanket presumption "that joint custody and equally shared parenting time is in the best interest of the child" in every divorce case."This should lead to less fighting between parents because we're not pitting parents against parents anymore in a winner-take-all situation," National Parents Organization Kentucky chairman Matt Hale said. KANSAS CITY, Mo. — A mother is outraged after seeing a photo of her 7-month-old son tied up in a sleep sack at day care.Tanya, who asked her last name not be used because of her job with the government, said she got phone call from the Kansas Department of Children and Families (DCF) in late March. The department told her it was investigating a report involving a photo of her son at Miss Anne's Daycare in Leavenworth, Kansas.The DCF worker couldn’t send her the photo, so Tanya drove directly to the DCF offices in Leavenworth.“It was a picture of him in a sleep sack with his arms bound down and the sleeves of the sleep sack tied to the back with a ponytail holder, and he was laid face down with his face pretty much in the corner,” she said, shaking. Tayna drove directly from the DCF office that day to the day care, picked up her son, and he hasn’t been back.Tanya said she’s not really an emotional person, but the situation has been difficult.“You know, I was in the military for 22 years. I don’t shake easily…” she said. “This shook me to my core.”She wasn’t the only person to get a phone call.Deirdre Engle said she got a call, too. Someone had reported her daughter, Elora, being put down the same way — in a sleep sack, face down, with the sack pulled tight with a hair band. Engle said DCF had a photo and was investigating. “First, I thought there's no way that's my baby, she looks so small! She's laying on her tummy like she always does, but she looks uncomfortable. She's tied up. My baby is tied up," Engle said in a phone call. "She can't roll over, she can't sit up, if she were to cough up any of her formula, she'd choke. I got scared for her. KANSAS CITY, Mo. - A woman was shot and killed about 3:30 Saturday morning in Kansas City, Missouri. Police responded to an ambulance call and discovered a woman shot. Kindrea Brown, 24 was found shot to death in her own bed.Janet Brown says she heard gunfire late Friday night but went to bed shortly thereafter. She had no idea that her youngest daughter, who was asleep in her bed, had been shot."I heard gunshots. That's all I heard. We checked and laid back down." said Brown.Brown went to her daughter's room Saturday morning to wake her up for work. "I get her up every morning and mess with her before she goes to work. I went back to wake her up and she didn't wake up. I couldn't get her up. She didn't respond to me anymore." said Brown.No other information has been released. LA JOLLA (CNS) - A woman's body was found Sunday on the shoreline below cliffs in La Jolla, police said.At 6:40 a.m., someone found the body about 75 feet below the cliffs near Coast Walk, north of Torrey Pines Road, according to Officer Tony Martinez of the San Diego Police Department.Lifeguards recovered the body, which was taken with a Jet Ski to La Jolla Shores, where they met with officials from the county Medical Examiner's Office.There was no additional information on the victim, Martinez said. 514
