A criminal justice professor explained the protocols taught in the Police Academy, and what is considered appropriate and excessive.La Mesa Police used tear gas against riotous protestors rushing Police Headquarters on May 30, 2020."These are things that are designed to get people's attention, to shock them, to say get back," former El Cajon police officer and now criminal justice professor, Kevin LaChapelle said.If the violent protestors disperse, LaChapelle said these less-lethal weapons are serving their purpose. He said in the Police Academy officers are taught to face threats using the "Force +1" method."If somebody is presenting a particular level of force towards me, I can respond with that force and then one more level to basically control the situation."According to the National Institute of Justice, there are five basic levels of "use-of-force" to diffuse a situation.1. It begins with officer presence, in which there is no use of force.2. Then come verbal commands, such as an officer asking for identification or telling someone to 'Stop!'3. The next level is empty-hand control, where an officer could grab, hold a person.4. Then come the less-lethal methods, including a baton, taser, projectile, sound, or chemical sprays.5. The last resort is lethal force or the use of a firearm.LaChappelle said officers primarily use projectiles to control riots. Pepper bullets are normally deployed onto the ground, and when they skid, they emit an uncomfortable spray. Sound, light, or rubber bullets are aimed at or below a person's torso, which can cause bruises. The same go with beanbags, which can be filled with anything from styrofoam to harder materials."When people say, 'This is too uncomfortable, and I can't handle this. I'm going to stop. I'm going to leave,' that is what you're hoping for," LaChapelle said.But to avoid these violent clashes, LaChapelle believes it is crucial to build relationships and dialogue between departments and the community."Lawlessness isn't the answer, but there has to be reform because what's worked in the past does not work for the future," LaChapelle said.ABC10News asked the La Mesa Police Department for its exact protocols for the use of projectiles during violent riots. SAN DIEGO (KGTV) -- Witnesses are coming forward to share what they saw just moments after the fiery crash involving a green Lamborghini Sunday morning.Max Afifi, a taxi driver, was working nearby when he saw the commotion. Afifi took several pictures of the green Lamborghini completely engulfed in flames. He says firefighters were rushing to put out the fire. The San Diego County Medical Examiner identified the driver of the car as 33-year-old Michael Llamas, a medical marijuana entrepreneur.SLIDESHOW: Lamborghini crashes downtownAccording to Llamas' LinkedIn page, he helped found the company Medical Marijuana, Inc. (KGTV) - After serving active duty in the Marine Corps from 2013 to 2017, Cole Lawton pictured himself when he heard the news that nine service members had died in a routine training incident involving an AAV. Lawton said he has been inside an AAV and can imagine the terror those eight Marines and one Sailor must have felt in the moments when the AAV sunk.“I couldn’t help but imagine myself when I was in those amtracs if the same thing had happened to me … and that’s a nightmare,” he said.RELATED: Service members in deadly Southern California amphibious assault vehicle accident identifiedLawton also is a lover of the ocean and has a passion for diving, so he wanted to pay tribute to the nine lives lost using his skills. He and a group of friends took an American flag and the Marine Corps flag diving and took photos with the flags in the deep water. They posted photos with the caption “In memory of the Marines and Sailor of 1/4 who's amphibious vehicle sank to the ocean floor, we raised the colors at sea to show even 130 feet underwater, freedom still rings. Gentlemen, Marines have officially taken Davy Jones Locker.”The post exploded online and as of Sept. 11, had been shared more than 13,000 times. Family of the nine people killed even commented, thanking the divers for their tribute.“From the brotherhood of the Marines to the families extended by the Marine Corps, it’s all the same. SAN DIEGO COUNTY, Calif. (KGTV)— With precipitation numbers up, participation numbers were down for outdoor events around San Diego County. But many who chose to endure the rain said it was worth the extra splash. It’s a rare sight in the heart of San Diego: kids sledding on a giant snowy hill at Montgomery Waller Park. For the Murillo family, it’s an annual tradition. “We go to see Santa Claus, we go to the little stores that they have there, and we come to sled down for a little bit,” mother Diane Murillo said. She and her children were bundled up while having fun at San Diego Snow Day. But this year, Murillo noticed that the crowds were much smaller. “It’s a lot smaller. It’s empty today. There’s actually parking,” Murillo laughed. She said the steady rain discouraged many folks from showing up. The City of San Diego even had to cancel Santa Claus’ helicopter fly-over of the park, due to inclement weather. Murillo also noticed that the snowy hill was very sludgy, and only about half its normal length. But by the looks of the children, the event was still worth it. Meanwhile, in the South Bay, there was a tent full of Christmas-themed games. From Candy Cane trees, ring tosses, to face paint, families enjoyed the free entertainment at the Chula Vista Children’s Faire. “It helps, because that way, we’re not getting wet while they are getting their stuff done and doing the activities. So it’s nice,” mother Felice Navarro said. Her neighbor invited her and her children to join them at the fair this year. The kids also had an option to splash around if they wanted, as they ran through an obstacle course as Chula Vista junior firefighters. Fun was not just reserved for children. Up at Liberty Station, hundreds of people waited in line to join the San Diego BBQ and Beer festival. 25-year-old Victoria Ransom was not going to let the rain dampen her birthday celebration. “We wanted to be able to double fist if that was a possibility. Hands-free rain protection,” Ransom joked. She said she bought eight rainbow-colored umbrella hats online, the moment she found out about the weather. “You drink, you eat, it’s great,” Ransom said. “I got a nice pour because it’s my birthday, and we’re having a great time.” 2243
