NANCHANG, July 31 (Xinhua) - More cities, counties and townships in China have implemented community correction programs instead of imprisoning not-serious offenders, according to a statement released Friday after a meeting held by the Ministry of Justice in eastern China' s Jiangxi Province.In the first half of 2010, the community correction programs were implemented in four more prefecture-level cities, 84 more counties and city districts, and 2,858 more townships and urban communities, it said.That means the programs are now in 222 prefecture-level cities, 1,420 counties and city districts, and 17,981 townships and urban communities.Further, ten provinces and municipalities, including Beijing and Shanghai, have the programs in all their townships and urban communities.About 486,000 offenders have been committed to community correction programs nationwide, up from 350,000 at the end of 2009.Only 0.2 percent of them committed offences again while they were attending the correction program, the statement said.

GUANGZHOU, July 22 (Xinhua) -- Two people were killed and the lives of more than one million people were disrupted after Chanthu, the third typhoon of the season, made landfall at the coastal area in south China' s Guangdong Province Thursday noon.Two pedestrians were killed by walls that blew over in strong gales accompanying Chanthu after it went ashore at Wuchuan City at around 1:45 p.m., according to officials at the provincial flood control headquarters.Chanthu also brought torrential rains to several cities in Guangdong.As of 8 p.m., more than 1.35 million people in 20 counties or cities in Guangdong were affected and 2,915 houses collapsed in the rainstorms and strong gales, with economic losses estimated at 2.2 billion yuan (about 324 million U.S. dollars), according to statistics from the headquarters.Photo taken on July 22, 2010 shows fishing boats anchored at Shapa Harbor in Yangjiang City, southern China's Guangdong Province. Chanthu, the third typhoon of the season, made landfall at the coastal area of Wuchuan City, southern China's Guangdong Province on Thursday afternoon, with winds near its center at 126 km per hour. Local meteorologists said Chanthu brought strong gales and torrential rains to many parts of the province, particularly in the west.After weakening into a tropical storm, Chanthu moved on to neighboring Guangxi Zhuang Autonomous Region at around 8 p.m.Chanthu delayed 30 flights at the Baiyun International Airport in Guangzhou. However, few passengers have been stranded at the airport, according to Baiyun airport officials.The airport also provided free food and made hotel reservations for passengers whose flights were delayed for more than two hours.At least 26 flights in and out of Haikou Meilan International Airport in Haikou, capital of the island province of Hainan, which is just one strait away from Guangdong, had been canceled Thursday.Passengers who arrived at the airport were provided with free hotel services, and no passengers were left stranded at the airport, said an airport spokesman.No casualties have been reported in Hainan.Meteorologists in Guangdong forecast that in the next 24 hours Chanthu would continue traveling northwestward at a speed of 15-20 km per hour while gradually weakening.

  

KHARTOUM, July 4 (Xinhua) -- Chinese Special Envoy to Darfur Liu Guijin on Sunday urged the parties of the Darfur conflict to work to find a peaceful solution for the conflict through the Doha negotiating forum."The only way to resolve the problem in Darfur is through peaceful negotiations, through the political process, any boycotting of the political process, any choice of remaining outside the political process is not acceptable, is not conducive to peace and to the resolution of the problem," Liu Guijin told reporters after meeting with Ghazi Salahuddin, Sudan government official in charge of the Darfur file, Sunday in Khartoum.The Chinese official stressed China's support to Doha peace talks, saying that "we have been consistent in supporting the political process in Doha. All parties should get on board."He further urged the international community to support Sudan to find a peaceful settlement to the Darfur issue, saying that "it is time for the international community to work closely together with the government of Sudan, with all the relevant stakeholders, to have a peaceful resolution."Liu, meanwhile, reiterated China's supportive stance for peace in Sudan, in both its north and south, saying that "we will continue to be the development partner of Sudan, all of Sudan, not only in the north, but also including the south. ISLAMABAD, Aug. 2 (Xinhua) -- All the Chinese trapped in the flood-hit Pakistan's northwest province of Khyber Pakhtunkhwa have been evacuated to safe places with the assistance of the Pakistani side, said Liu Jian, Chinese Ambassador to Pakistan on Monday.According to Liu, a total of 265 Chinese workers and engineers working at a hydro power station project in the Patan area of Kohistan District in Khyber Pakhtunkhwa were trapped on a mountain after a huge landslide triggered by floods and torrential rains washed across their work site on July 29.Three Chinese engineers and workers went missing after they were reportedly washed away by the flood water and landslide while working inside a tunnel.The trapped Chinese who retreated up to a nearby mountain surrounded by the flood water suffered a great deal as they were in serious lack of food and water and had to fight the coldness of living in the open atop a mountain lashed by torrential rains.Upon hearing the news of the Chinese trapped in the flood-hit area of northwest Pakistan, the Chinese embassy immediately kicked off an emergency rescue operation under the assistance of the Pakistani government, army and police.Three military helicopters were dispatched to the site where the Chinese were trapped for the rescue work. Large numbers of troops and police forces were mobilized as well. The Chinese ambassador together with his embassy colleagues also rushed to the site from Islamabad on July 31 by fighting the difficulties on the disrupted roads leading to Patan.After nearly five days of cocerted efforts by the Chinese and Pakistani sides, all the Chinese trapped on the mountain in the Patan area had been evacuated to safe places as of late Monday afternoon, said Liu Jian, adding that the search operation for the three missing Chinese is still underway.However, the chance for the survial of the three missing Chinese is very slim, said Pakitani police officers who are involved in the search operation.
