SAN DIEGO (KGTV) -- San Diego will begin building its alternative to San Diego Gas & Electric, which it says could lower bills by about 5 percent. The City Council voted 7-2 Monday to begin creating what's called a Community Choice Aggregator -- an energy company that would help the city reach its goal of reaching 100 percent renewable energy by 2035. San Diego will begin approaching approaching other cities in this county, and Orange County, to create a region-wide provider. The idea is the more cities involved, the more negotiating power the city will have to buy energy to sell to residents. "Community Choice Aggregators can and will save money, but the people will bear the real consequences and reap the benefits of the decisions you're making are their children and grandchildren," John Atcheson, a Rancho Bernardo resident, told the council Monday. In a statement, Mayor Kevin Faulconer said this would give San Diegans a choice when it comes to how they get their power. "For decades San Diegans have only had one option on where they get their electricity," Faulconer said. "Community Choice will change that by injecting healthy competition into the marketplace, allowing customers to benefit from lower energy costs, and pick greener energy sources to power their home or business."The move is not without risks. Councilman Scott Sherman voted against the plan, noting the city's recent trouble with its existing utility, the water department. The department is undergoing major transformation after an audit found thousands were billed incorrectly. Plus, start-up costs could be as much as million, and residents would have to pay exit fees to SDG&E. A spokeswoman for SDG&E said it fully supports the city in creating the alternative. SAN DIEGO (KGTV) - Some men are sharing their story of an unlikely redemption after police spotted them spray-painting graffiti on a street in El Cajon.Gripped by the message of the recent protests, Dre, Dan, and Gee did something they've never done before. The three, all of them artists, ended up on Heart Drive with spray paint."Just wanted to put up something, so when people drive by, it says 'love.' It says 'peace,'" said Dan."We are about art. People need to see the message," said Dre.Around 2 a.m., El Cajon Police Sergeant Mike Murphy pulled up to the three, before two more officers arrived. The three friends prepared to be arrested. Sgt. Murphy surveyed what they painted: peace signs, the words 'BLM' and 'Justice For Floyd.'He talked to them about the impact of graffiti. The men apologized. There would be no arrest. The three friends offered to fix it and Sgt. Murphy said he would help."That's a good feeling. It's the same as the message we were out there painting that night," said Dan.That same day, the men turned up with paint and rollers and together with Sgt. Murphy, they covered the spray paint. The three men decided they would funnel their passions into an art installation with the theme of unity. Sgt. Murphy agreed to help them find a venue for it. SAN DIEGO (KGTV) - San Diego Police released details Friday about the controversial arrest of a man and woman in Chicano Park involving use of force. Georgina Mercado, 35, interfered with a traffic stop being conducted Thursday, police said. Her three children, ages eight, seven, and four, were with her at the time. 22-year-old Eddie Alvarez arrived on scene with another woman who said they would take custody of the three children, according to SDPD Lt. Shawn Takeuchi. Alvarez wore a bandana over his face and refused to identify himself, police said. Officers “could not release the children to the custody of Alvarez without knowing who he was,” said police. “This contact escalated to the point that officers arrested Alvarez for interfering,” Takeuchi wrote in a news release. Police said Alvarez refused to put his hands behind his back and struggled with officers. “Officers used strikes while they forcefully moved his arms behind his back,” police said. Alvarez was handcuffed and taken to jail. “Anytime force is used, we take it extremely seriously. We have initiated an internal investigation into the force that was used last night,” Takeuchi said. Hours after the arrest, dozens of people gathered outside the San Diego Central Jail downtown to demand Alvarez’ release. The group said Alvarez had been recording the arrest of Mercado, who they described as a community activist. One demonstrator said, “While he (Alvarez) was filming police, they came out and told him to stop recording. He said, ‘No, I don’t feel safe, I’m going to keep recording, especially with my girlfriend right here with the kids,’ and they didn’t like that … The cops ended up jumping him and rushed him to the ground and started punching him in the ribs. He wasn’t resisting whatsoever.” Alvarez is a member of the activist group Brown Berets of Aztlan, City News Service reported.
