New NYPD training videos released Wednesday clearly show officers what they can and cannot do when taking a suspect into custody,But sometimes that training does not translate in real life. There's already there’s a law on the books banning officers from putting people in chokeholds, but the city council wants to take things a step further, banning officers from applying pressure or restricting a suspect's diaphragm.“It’s tough right now to be a police officer," said NYPD Chief of Department Terence Monahan. "You have to worry that if a suspect shot at you and you put a knee on his back, that now you become the criminal.”Monahan said these new rules have his officers fighting crime with their hands tied behind their backs.Those in favor say that officers are merely being given a script telling them how to behave in a critical incident. However, there are still those that argue that the city council does not have expertise in police tactics.Even so, the NYPD argues every encounter is different and a blanket law is not the answer. RICHMOND, Va. -- A 5.1 magnitude earthquake rattled parts of Virginia and North Carolina Sunday morning.There have been no immediate reports of damage, nor injuries.The earthquake was recorded at 8:07 a.m. and was centered near the state line in Sparta, North Carolina, about 300 miles southwest of Richmond.Sunday's earthquake is one of the biggest to impact Virginia since the 5.8-magnitude earthquake centered in Mineral, Virginia on August 23, 2011. And the largest earthquake in North Carolina since a 5.2 earthquake in 1916."According to the U.S. Geological Survey database, the 5.1 magnitude earthquake near Sparta this morning is the second strongest earthquake to occur in North Carolina 1900," the National Weather Service Greenville-Spartanburg Office wrote on Twitter. In New York City, it easy to hear the present. But to hear the past, you’ll have to step into Rick Kelly’s shop. “Just celebrated 50 years of guitar making,” Kelly says. “1968. I started that. Was the first one I made in high school.” What sets Kelly’s craft apart from other guitar makers is the material he uses.“If you start with really old materials, you're going to have a better instrument,” he explains. The pieces were once part of the deep roots of Manhattan. “Using New York City wood from these old buildings,” Kelly says. “I call it the bones of old New York, because it's the bones of these old buildings from the 1800's down here.” The guitars are handmade of hand-picked scraps of old pine. “We actually have the largest depository of old pine in the world right here in New York City,” Kelly says.All of the building bones is transformed into detailed pieces of playable art. “You can kind of just smell the history back here,” says customer Kelly Wilson. 985

He was of the first to take part in Amazon's pilot program, which helps people to build a delivery business. Drago received training, coaching and financial assistance to get his business, Drago Fleet, off the ground. “It's not like they say, ‘Hey, here's 20 vans’ and throw you to the wolves,” he says. “They actually coach you through and everything, so it's actually a really smooth process.” Today, Amazon announced it's trying replicate Drago’s success by expanding its delivery service partner program, offering current Amazon employees up to ,000 and three-months of their salary to start their own delivery businesses. “If you're an entrepreneur and you want to be independent, you don't mind working, you know, 80 plus hours a week, this is perfect,” Drago says.But experts say there are still risks.JB Holston, dean of the University of Denver's Daniel Felix Ritchie School of Engineering and Computer Science, believes Amazon needs to provide even more support than what’s being offered.
