ACCRA, Dec. 19 (Xinhua) -- A strange disease has hit inhabitants of the Amansie West District in the Ashanti Region of Ghana, near Kumasi, 270 km north of the capital, claiming two lives, health officials said here on Monday.Director of Public Health Dr. Joseph Amankwa told Xinhua that the disease, which had been identified as Laffa viral hemorrhagic fever, and had symptoms similar to those of malaria, caused victims to bleed to death.Dr. Amankwa said he received information about the infection over the weekend but indicated that no other details were made available."We are sending a team to the affected area to verify what the actual situation is to determine our next action. We are also liaising with the World Health Organization to gather enough data on the infections and soon information will be sent out to the public," he said.According to reports carried by local Joy fm radio station, the disease was the first of its kind in the country.The reports quoted health officials as saying infection was passed on from infected rodents like mice and rats and was highly contagious."About two months ago, a young man of 19 years came to our health center here and complained of malaria, so we treated him for malaria but suddenly, blood started coming from the nose, mouth, anus and the ears, and immediately he died," Municipal Director of Health in the Amansie West District, Dominic Brobbey told the radio station.He warned that although the situation was under control, there were no drugs to treat the disease in Ghana, and therefore urged government to expedite action to acquire the necessary drugs to prevent further deaths.

BAIKONUR, Kazakhstan, Nov. 9 (Xinhua) -- Russia's Phobos-Grunt probe and China's Yinghuo-1 satellite were launched from the Baikonur cosmodrome in Kazakhstan on a Zenit-2SB rocket at 00:16 am Moscow time Wednesday (2016 GMT Tuesday).The main aim of the Phobos-Grunt unmanned mission is to bring back the first ever soil sample from Phobos, the larger of Mars' two moons.Russia had spent about 5 billion rubles (about 161 million U.S. dollars) preparing for the three-year mission, which would include drilling Phobos' surface and returning 200 grams of soil back to Earth, according to Russian state space agency Roscosmos.The mission would also collect bacteria samples for two Russian and one U.S. biological experiments.In the meantime, China's first Mars probe Yinghuo will go into orbit around Mars and observe the planet itself.Phobos-Grunt is planned to reach Mars in 2012, then deploy its lander for Phobos in 2013 and return the soil sample back to Earth in August 2014.The Chinese probe, which would not land on Mars nor return to the Earth, is expected stay permanently in the space and communicate with the ground control directly via satellites.The Chinese probe is 75 cm long, 75 cm wide and 60 cm high. It weighs 115 kilograms and was designed for a two-year life to discover why water disappeared from Mars and shed light on other environmental changes on the planet.Victor Khartov, chief designer and director general of Lavochkin Research & Production Association, told Xinhua that the three-year mission is highly complicated."It consists of eight sub-missions: launch, travel to Mars vicinities, separation with the Chinese probe YH-1, landing on Phobos, soil collection, launch from Phobos, way back to the Earth, and final landing. Failure of any one of them could doom the entire project," he said.The launch of Phobos-Grunt and Yinghuo-1, originally scheduled for October 2009 on a Russian carrier rocket, has been postponed until 2011 due to "technical reasons" on the Russian side.
BEIJING, Dec. 26 (Xinhua) -- The Standing Committee of the National People's Congress (NPC), China's top legislature, began here Monday to deliberate draft interpretations on two annexes of the Basic Law of the Macao concerning election issues.Li Fei, deputy director of the Commission of Legislative Affairs of the NPC Standing Committee, explained the draft interpretations to lawmakers.The Basic Law of the Macao Special Administrative Region (Macao SAR) was adopted in 1993 and went into effect on Dec. 20, 1999.Annex I to the Basic Law provides a method for selecting the SAR's chief executives while Annex II sets the method for the formation of its legislative assembly.Clause 7 of Annex I of the Basic Law says that if there is a need to amend the method for selecting the Chief Executives for 2009, and the terms subsequent to the year 2009, such amendments must be made with endorsement of a two-thirds majority of all the members of the Legislative Council and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for approval.Clause 3 of Annex II says that if there is a need to amend the method of forming the Legislative Assembly of the Macao Special Administrative Region in and after 2009, such amendments must be made with the endorsement of a two-thirds majority of all the members of the Assembly and the consent of the Chief Executive, and they shall be reported to the Standing Committee of the National People's Congress for the record.Li said that the phase "if there is a need to amend ..." should mean that they may or may not be amended.The decision-making on whether such necessity exists is reserved to the central authorities, or the NPC standing committee, said Li, adding that the Macao SAR government, rather than members of the Legislative Assembly, individually or jointly, should be the proper entity to propose any such amendments.Li also explained that if no amendment to the methods is adopted, the two Annexes should still apply.The full text of draft has not been made public yet, but the points raised by Li are identical to those in the committee's prior interpretations on Hong Kong SAR's Basic Law in 2004.During the deliberation, members of the committee noted that draft would help to safeguard Macao's long-term prosperity and stability.They also believed that it was "proper and necessary" to adopt the draft during this week's session as Macao's chief executive Fernando Chui Sai On had made the issue of modifying the method a "major work" in his policy address for the fiscal year 2012.Chui's statement recognized that "there is agreement that it is appropriate to properly modify the two methods in order to adapt to society's development and progress" and promised to "submit a proposal on whether to modify and - if so - how to modify the methods."Macao expects the formation of its fifth Legislative Assembly in 2013, and the selection of its fourth Chief Executive in 2014.
